HomeMy WebLinkAbout02-10-16 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of February 10, 2016 Call to Order Chairman Scott Clark called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Chairman Scott Clark, Vice -Chair Patricia Byers, Al Rose, Ron Anderson, Bill Cook YPC Members Absent: Dave Fonfara (excused) Staff Present: Jeff Peters, Supervising Planner; Valerie Smith, Senior Planner; Lisa Maxey, Department Assistant II Others: Sign -in sheet in file Staff Announcements Supervising Planner Jeff Peters reminded the Commission of the Comprehensive Plan Update workshop/open house on February 23rd. Looking ahead at the agenda, Peters briefly explained why changes to Title 15 and Title 16 of the Yakima Municipal Code are being considered. Audience Participation None noted. Approval of Meeting Minutes of October 27 2015 and October 28 2015 Commissioner Rose made a motion to approve the minutes of October 27, 2015 and October 28, 2015 as written. Commissioner Anderson seconded the motion and the motion carried unanimously. Review of Code Updates: Title 15 and Title 16 Jeff Peters explained the purpose of Title 16 and pointed out issues in the document that are being addressed through the code update process. Lisa Maxey, Planning Department Assistant, presented a table of public notice requirements to incorporate into Title 15 of the Yakima Municipal Code. She then described the types of noticing that the Planning Division provides to the public including postcard notices, legal ads, and other forms. Discussion ensued regarding information on land use signs, land use sign removal, and possible methods of enforcement for land use sign removal. Peters added that any monetary change, including the possibility of taking a deposit when land use signs are picked up to be posted, would need to be approved by City Council. The Commission had consensus to request staff to continue to research the option of taking a deposit and report back to the Commission at a later meeting. Commissioner Cook mentioned that in the future he would like to see all Planning permit types included in the notice requirements table instead of only including the permit types governed by Title 15. Commissioner Cook and Chairman Clark brought up the idea of posting the staff report for land use proposals on the City's website. Peters explained intent of the staff report and agreed to look into it further. -1- Other Business Valerie Smith reminded the Commission of the upcoming visioning open house for the Comprehensive Plan Update. Smith also mentioned that she has started drafting the Request for Consideration packet for the update process which will be available on February 23rd at the visioning open house.
