Meeting Minutes of September 27, 2017
Call to Order
Chairwoman Patricia Byers called the meeting to order at 3:00 p.m.

Staff Announcements
Planning Manager Joseph Calhoun announced that there is still one vacant seat on the
Planning Commission. Calhoun also noted that there are two public hearings scheduled
for the next Planning Commission meeting on October 11th, including a request for a
rezone and a text amendment to Yakima Municipal Code Title 14 related to the
approval process for final long plats. Lastly, he made known that Trevor Martin, a
planner who previously worked for the city, is returning as an Associate Planner in
October.

Approval of Meeting Minutes of August 23 201.7
It was motioned by Vice -Chair Rose and seconded by Commissioner Marinace to
approve the minutes of August 23, 2017.
Public Hearin "Saddlebrook Loo "
Associate Planner Eric Crowell summarized the staff report that was prepared for this
preliminary long plat proposal. Commission members asked questions to staff about
comments made or requirements imposed by the Fire Department, street lighting
proposed in the subdivision, obtaining other permits required for this proposed
development, the location of a nearby short plat that was approved, and the location of
utility easements on the plat.
Audience member Alice Slaughter shared her concerns regarding traffic, particularly on
74til Ave., and suggested that a second access point be established for the subdivision to
help alleviate traffic on 7401 Ave.
Scott Clark, representing 75th Investors LLC (project applicant), spoke regarding the
careful thought put into the design of this plat. In response to questions asked by the
Commission, he clarified that there are at least 3 street lights planned to be installed in
this development. He reported that no permits have been obtained at this point in the
process as plans have not yet been approved. Clark explained that a Phase 1
Environmental Site Assessment (ESA) looking at the history of the site has been
completed, and based on those results a Phase 2 ESA will not be conducted. Clark then
addressed the comments related to traffic, recounting that the traffic concurrency review
approved by the City Engineer concluded that 74th Ave. is capable of handling the traffic

increase that would be caused by this development. Discussion took place pertaining to
a comment made by audience member Alice Slaughter, which is that trucks are now
banned from travelling on 66th Ave. Crowell indicated that he will ask Streets & Traffic
Operations Manager Joe Rosenlund why this is so. Clark confirmed that an easement for
the water line was intended to be shown on the plat and will be shown on the final plat.
Rolled curb vs. barrier curb was a topic brought up by the Commission, which led Clark
to indicate that the type of curbing has not yet been decided and will continue to be
discussed with the City Engineer.
It was motioned by Commissioner Rose and seconded by Commissioner McCormick to
recommend approval of the proposed plat. The motion carried unanimously.
