Meeting Minutes of July 12, 2017
Call to Order
Patricia Byers called the meeting to order at 3:00 p.m.

Introduction of New YPC Member - Robert McCormick
The Commission welcomed Commissioner McCormick, who then briefly shared some
information about himself.
Staff Announcements
Planning Manager Joseph Calhoun announced that the Senior Planner position in the
Planning Division is open to applications through July 14t1l. Calhoun also informed the
Commission that the sign code text amendments were approved by City Council by
ordinance at their last meeting on June 11th, with an effective date of August 13th.
Election of Chairman and Vice -Chair for the Yakima Planning Commission.
A motion was made by Commissioner Rose and seconded by Commissioner Cook to
nominate Commissioner Byers as chairman. The motion carried unanimously.
A motion was made by Commissioner Cook and seconded by Commissioner Liddicoat
to nominate Al Rose as Vice -Chair. The motion carried unanimously.

Approval of Meeting Minutes of Tune 2,8_2017
Vice -Chair Rose requested that the minutes of June 28, 2017 be revised to reflect that he
read into the record YMC 15.03.020 (N), which is the definition of the Light Industrial (M-
1) zoning district. A motion was made by Vice -Chair Rose and seconded by
Commissioner Liddicoat to accept the meeting minutes of June 28, 2017 with the
aforementioned amendment.
Final Review and Adoption of the Planning Commission's Findings of Fact and
Recommendation to Ci Ly Council Regarding the Remand on Mari'uana Retail in the
M-1 Zoning District
Senior Assistant City Attorney Sara Watkins introduced the topic by explaining that the
Planning Commission had the opportunity to discuss at their last meeting the request
from City Council for them to make a recommendation on whether marijuana retail
should be permitted in the M-1 zoning district. She added that their findings of fact and
recommendation on this matter will go to the City Council on August 1St. A motioned
was made by Vice -Chair Rose to recommend that the allowed zones for marijuana retail
stay as they currently exist in the ordinance. Commissioner Cook made a request to
modify the motion for the sake of clarity to state that the Planning Commission

recommends that the Council retain the current zoning districts for marijuana retail and
not allow such use in the Li ht Iridu.strial M-1 zoning district. Vice -Chair Rose accepted
this modified motion. Commissioner Liddicoat seconded the motion and the motion
carried unanimously.
Watkins said that the modified findings of fact and recommendation document will be
distributed to the Planning Commission members again in case any other changes are
needed prior to forwarding it to City Council.
Other Business
Calhoun informed the Commission that there is at least one public hearing scheduled for
August for a long plat that the Planning Commission will hear, and that there may be
other public hearings for rezone applications scheduled for later in the year.

A motion to adjourn to July 26, 2017 was passed with unanimous vote. This meeting
adjourned at 3:11 p.m.
