HomeMy WebLinkAbout06-28-17 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of June 28, 2017 Call to Order Chairman Scott Clark called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Chairman Scott Clark, Vice -Chair Patricia Byers, Al Rose, Peter Marinace, Jacob Liddicoat YPC Members Absent: Bill Cook (excused) Staff Present: Joseph Calhoun, Planning Manager; Lisa Maxey, Planning Specialist; Sara Watkins, Senior Assistant City Attorney Others: Sign -in sheet in file Staff Announcements Vice -Chair Byers started the meeting off by announcing the death of Planning Commission member Gavin Keefe on Friday June 23rd. She shared her condolences and said a few words of reflection on Gaviri s time on the Commission. Planning Manager Joseph Calhoun shared that the application period for the Senior Planner position has been extended to Friday July 14th. He also introduced Lidia Diaz and Aaron Hernandez, two interns working for the Planning Division under the City Council's mentorship program. Audience Participation None noted. Approval of Meeting Minutes of June 14 2017 A motion was made by Commissioner Rose and seconded by Vice -Chair Byers to approve the minutes of June 14, 2017. The motion carried unanimously. Discussion on City Council Remand: Marijuana Retail in the M-1 Zoning District Senior Assistant City Attorney Sara Watkins explained that a request was made to City Council by a member of the public who is seeking to find a location for his marijuana retail business to consider allowing marijuana retail in the M-1 zoning district to provide more options for an appropriate location. She then clarified how to read the map that was provided to the Commission which demonstrated the M-1 zoned properties in the city that would be eligible for marijuana retail if the ordinance did permit that use in that zoning district. Commission members reflected on the details of the original recommendation they made to City Council and the thought process behind the recommendation. Commissioner Rose read into the record YMC 15.03.020 (N), which is the definition of the Light Industrial (M-1) zoning district. The code section reads, "Light Industrial District (M-1). The intent of the light industrial district is to: 1. Establish and preserve areas near designated truck routes, freeways, and the railroad for light industrial uses; 2. Direct truck traffic onto designated truck routes and away from residential streets; and 3. Minimize conflicts between uses in the light industrial district and surrounding land uses." A motion was made by Vice -Chair Byers and seconded by Commissioner Marinace to forward a recommendation to City Council to keep the zoning districts where marijuana retail is permitted the same as it stands currently. The motion carried unanimously. Other Business Vice -Chair Byers reminded everyone that it is Chairman Clark's last Planning Commission meeting as he did not seek reappointment at the end of his term. Commission members expressed their thanks for his service and duties performed as chair. Calhoun explained the process for applying to be on City Council boards and commissions, as the Planning Commission does have one vacancy. He added that Rob McCormick will serve on the Planning Commission beginning in July. Commissioner Rose asked for clarification on the rezone process for the properties in which the future land use designation was changed through the comprehensive plan update process that was just completed. Calhoun explained that because it was decided early on in the comprehensive plan update process that rezones would not be considered concurrently with the future land use designation changes, rezones would need to be applied for separately and can be applied for at any time as they would be considered minor in nature. j A motion to adjourn to July 12, 2017 was passed with unanimous vote.
