HomeMy WebLinkAbout06-14-17 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of June 14, 2017 Call to Order Vice -Chair Patricia Byers called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Vice -Chair Patricia Byers, Bill Cook, Al Rose, Jacob Liddicoat YPC Members Absent: Peter Marinace (excused), Chairman Scott Clark (unexcused), Gavin Keefe (unexcused) Staff Present: Joseph Calhoun, Planning Manager; Lisa Maxey, Planning Specialist; Sara Watkins, Senior Assistant City Attorney Others: Sign -in sheet in file Staff Announcements Planning Manager Joseph Calhoun announced that the Comprehensive Plan 2040 and the development regulation amendments to Title 14,15, and 17 of the Yakima Municipal Code were approved by City Council on June 61. Calhoun also made known that Colleda Monick has been hired as the Planning Division's new Assistant Planner, and that the Senior Planner position is open to applications until June 26th. Audience Participation None noted. Approval of Meeting Minutes of Mqy 24 2017 A motion was made by Commissioner Rose and seconded by Commissioner Cook to approve the minutes of May 24, 2017. The motion carried unanimously. Follow -Up Discussion on Sign Code Amendments Remand Senior Assistant City Attorney Sara Watkins provided a brief overview of the sign code amendments remand issue and provided a draft supplemental findings and recommendation document for the Planning Commissions review. A motion was made by Commissioner Cook and seconded by Commissioner Rose to approve the supplemental findings and recommendation and forward it to the City Council for consideration of approval. The motion carried unanimously. Watkins stated that the findings would be presented to Council at their meeting on June 20th, at which time it would be discussed if a joint City Council/ Planning Commission study session still needs to be scheduled. She invited Planning Commission members to come to the Council meeting to answer questions Council may have in regards to how the Planning Commission formed their supplemental recommendation. Other Business Watkins announced that at the June 6th City Council meeting, Council voted to have the Planning Commission evaluate and make a recommendation to Council within 60 days on whether or not marijuana retail should be permitted in the M-1 zoning district. Watkins added that this issue will be on the next Planning Commission agenda for discussion. -1- Watkins explained that Council also voted at that meeting to reduce the terms for Planning Commission members from 6 years to 4 years, stipulating that the current terms being served will not be affected by this change. An ordinance to enforce this decision will be presented to Council at their next business meeting on June 20th. Discussion ensued pertaining to the Commissions workload for the remainder of the year. Calhoun indicated that the Planning Division anticipates rezone and text amendment applications to be filed. Commissioner Cook requested a map demonstrating the future land use changes that are coming into effect as a result of the approval of the Comprehensive Plan 2040. Commissioner Cook spoke regarding a comprehensive plan amendment and rezone application from a previous cycle for a subdivision which was located in a flood -prone area. He recalled that the future land use change was approved but not the rezone request in part because of flood -related concerns. Pointing out that this could become a reoccurring issue for future rezone requests, he asked Planning Division staff to look into the availability of someone from the Yakima County Flood Control District to attend a future Planning Commission meeting to discuss how these flooding issues are being addressed. Calhoun indicated he will look into this and report back. Adjourn A motion to adjourn to June 28, 2017 was passed with unanimous vote.
