Meeting Minutes of April 26, 2017
Call to Order
Vice -Chair Patricia Byers called the meeting to order at 3:00 p.m.

Planning Manager Joseph Calhoun reminded the Commission of the upcoming public
hearing on the Comprehensive Plan 2040 Update on May 10th.

Approval of Meeting Minutes of April 12 2017
Commissioner Rose motioned to approve the minutes of April 12, 2017. The motion was
seconded by Commissioner Marinace and carried unanimously.
Comprehensive Plan 2040 Update Process:
Review of the Draft 2040 Transportation Systems Plan
Joseph Calhoun communicated the purpose of this plan, how it was created, and how it
correlates with the Comprehensive Plan 2040. He then described the various components
of the Transportation Systems Plan. Discussion ensued regarding the implementation of
feedback from the community into this plan, a suggested revision to the Pedestrian
Systems Plan (Figure 4-6) to include a missing portion of the William O. Douglas Trail,
and a suggested revision to the Street Network and Traffic Controls section of the draft
addressing Washington Avenue and Valley Mall Boulevard to specify that only Valley
Mall Boulevard has a grade -separated crossing of the railroads.
There was also discussion on needed improvements to Zier Road leading up to West
Valley High School, the need for a north -south corridor, and traffic issues at Tieton Drive
and 16th Avenue.
Sign Code Amendments Update
Vice -Chair Byers informed the Commission that on April 18tII, the City Council voted to
remand this issue back to the Planning Commission for further review. She added that
the main areas of concern seemed to be the prohibition of trailered signs and the
regulations for temporary signs. Additional dialogue transpired surrounding trailered
signs and the lack of direction provided by Council. The Commission had consensus to
continue this discussion to the next Commission meeting on May 10t" after the public
hearing.
Construction signs, the effect of lot frontage measurements on sign area regulations,
existing nonconforming signs, and on -premise directional signs were talked about for
purposes of clarification on how they would be regulated. Planning Division staff
indicated they will look into how construction signs could be regulated.
Other Business
Discussion ensued regarding the participation from the community in the
Comprehensive Plan 2040 update process and the suggestion to provide additional
notification to the public via an interview on how these changes will affect them.
