HomeMy WebLinkAbout03-22-17 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of March 22, 2017 Call to Order Vice -Chair Patricia Byers called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Vice -Chair Patricia Byers, Bill Cook, Al Rose, Peter Marinace YPC Members Absent: Chairman Scott Clark (excused), Gavin Keefe (excused) Staff Present: Jeff Peters, Senior Planner; Joseph Calhoun, Senior Planner; Lisa Maxey, Planning Specialist; Others: Sign -in sheet in file Staff Announcements Senior Planner Jeff Peters announced that the sign code amendments and amendment to the definition of "dwelling, multiple -family", which the Planning Commission has recently issued their recommendation to City Council on, will likely be going to the City Council on April 18, 2017 for final consideration. He also announced that there is a vacancy on the Planning Commission and that applications to fill the position will be accepted through the City Clerk's office. Audience Participation None noted. Approval, of Meeting Minutes of February 22nd & March 8th 2017 Commissioner Rose motioned to approve the meeting minutes of February 22nd and March 8th, 2017. The motion was seconded and carried unanimously. Comprehensive Plan 2040 Update Process Senior Planner Joseph Calhoun explained how changes to critical area/ shoreline regulations and development regulations fit in with this update process for the comprehensive plan. Critical Area/Shoreline Regulations Update Calhoun clarified that the document provided to the commission, which describes proposed changes to the critical area/ shoreline regulations, is a product of the city's consultant group's endeavors to align the language in the city's municipal code with state law and the current best available science. Calhoun then described the changes that are being proposed. Planning Division staff and the commission discussed what the potential impacts of these proposed changes may be on development within the city, what public input opportunities and notification of these changes have been or will be provided, how differing opinions between state law and local law regarding critical area/ shoreline regulations can be addressed, the separation of critical areas from shorelines, and clarification of the shoreline designation of Cowiche Creek. The commission requested for Planning Division staff to highlight what the major changes are to the critical area/ shoreline regulations that are being suggested. The commission also requested to have a postcard or other means of notification sent to property owners affected by these changes to notify them of the April 11th joint City Council/ Planning Commission study session. - 1 - Audience member Joe Walsh of the Central Washington Home Builders Association expressed concerns about restricting development in the floodway fringe areas. Discussion took place regarding the recommendation from the consultant group on this matter. Proposed Development Regulations Calhoun went through the proposed development regulations and explained how implementing these changes with allow the city's municipal code to align with state law. He highlighted the changes which involve the expiration of approval for preliminary plats and the addition of language to allow electric vehicle charging stations. Other Business None noted.
