HomeMy WebLinkAbout01-11-17 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of January 11, 2017 Call to Order Chairman Scott Clark called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Chairman Scott Clark, Vice -Chair Patricia Byers, Al Rose, Bill Cook, Tom Trepanier, Peter Marinace YPC Members Absent: Gavin Keefe (excused) Staff Present: Jeff Peters, Supervising Planner; Joseph Calhoun, Senior Planner; Lisa Maxey, Department Assistant; Sara Watkins, Senior Assistant City Attorney Others: Sign -in sheet in file Staff Announcements Supervising Planner Jeff Peters announced that the notice of application, environmental review, and public hearing for the sign code amendments was sent today. He added that the Planning Commission public hearing will be held on February 22, 2017. Commissioner Marinace notified the Commission that he will be absent on the day of the public hearing. Election of Chairman and Vice -Chair for the Yakima Planning Commission Commissioner Byers made a motion to nominate Commissioner Clark as chairman. The motion was seconded and carried unanimously. Commissioner Clark made a motion to nominate Commissioner Byers as Vice -Chair. The motion was seconded and carried unanimously. Audience Participation. None noted. Approval of Meeting Minutes of December 1.4 201.6 Commissioner Rose made a motion to approve the minutes of December 14th, 2016. The motion was seconded and carried unanimously. Comprehensive Plan: 2040 date: Historic Preservation. Economic gvelo and Ener Draft Elements Senior Planner Joseph Calhoun discussed currently registered historic places in Yakima and the places identified by a recent survey determined to be eligible for the National Register of Historic Places. Then Calhoun described the goals and policies for the Historic Preservation draft element of the Comprehensive Plan 2040 update. Additional discussion took place between staff and the Commission regarding historic places on the register and places that could potentially be added to the register. Audience member Venetia Hancock spoke regarding her membership in the Barge Chestnut Neighborhood Association and her willingness to gather feedback from the association members on what their experience has been living in a historic neighborhood. Calhoun proceeded to expand on the goals and policies of the Economic Development draft element. Discussion took place between staff and the Commission pertaining to the strengths, weaknesses, opportunities, and threats to the Yakima and Kittitas County region identified in the draft, highlighting topics such as water rights and availability, attempts to become a port district, the SOZO and Yakima Central Plaza projects, hops and breweries, and lack of quality talent to fill positions in local businesses. There was also discussion on the "planning and zoning barriers" threat identified in the draft and the use of annexation as a potential tool in economic development. Calhoun then went over the goals and policies for the energy draft element. He added that the last two elements for the Planning Commission to view are the transportation element and the capital facilities element. Other Business None noted.
