HomeMy WebLinkAbout03-08-17 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of March 8, 2017 Call to Order Vice -Chair Patricia Byers called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Vice -Chair Patricia Byers, Bill Cook, Al Rose, Peter Marinace YPC Members Absent: Chairman Scott Clark (excused), Gavin Keefe (excused) Staff Present: Jeff Peters, Senior Planner; Joseph Calhoun, Senior Planner; Sara Watkins, Senior Assistant City Attorney; Lisa Maxey, Planning Specialist; Others: Sign -in sheet in file Staff Announcements During roll call, Senior Planner Jeff Peters announced that Commissioner Tom Trepanier has resigned. Senior Planner Joseph Calhoun provided details on upcoming events related to the Comprehensive Plan 2040 Update including the start of the 60 -day comment period on Friday March 17th, a joint Planning Commission/City Council study session at 10:00 a.m. on Tuesday April 11t1l, an open house from 4:00 p.m. to 8:00 p.m. at the YV-Tech Skills Center on Tuesday April 11th, a Planning Commission public hearing on Wednesday May 10th, and a City Council public hearing on Tuesday June 61h. Audience Participation None noted. Public Hearing _'"D elliu , Multiple -Family" Definition Text Amendment TAT#002-1' Jeff Peters provided the staff report on this issue. He reminded the Commission that this amendment would add a sentence to the definition that says, "Multiple -family and detached single-family dwellings that are clustered around a common amenity such as open space, recreation facilities, or common community building, and have a common driveway access on a single lot of record is also considered multi -family development," in order to allow tiny homes/ efficiency units. No audience comments were made. Vice - Chair Byers then closed the public hearing. After further discussion, Commissioner Rose made a motion to approve the proposed changes as noted and to authorize the Chair to sign the Findings of Fact and forward it to the City Council for consideration. The motion was seconded and carried unanimously. StudV Session: Prelirni:na Plat of "Apple Tree Development - Phase 4" PLPi1002-13 Jeff Peters explained the reason for holding this study session and requested that the Commission members refrain from indicating how they may potentially vote on this matter. He then provided a detailed historical overview of the plat process and the conflicts with the plat that stemmed from not meeting certain criteria in the city's development standards, which resulted in the applicant putting this application on hold. Discussion took place concerning those issues and why the plat can now move forward. Commissioner Cook requested that staff look into who has the ultimate authority to waive a fire code requirement. Final Review of Sign Code Amendments YMC Ch. 15.08 & YPC Findings TXT#001- 17 & SEPA#002-17 Jeff Peters presented the final Findings of Fact for the Commissions review and approval. The Commission discussed and reviewed the changes and noted additional corrections and clarifications, specifically to the previous definition of "abandoned signs" and the total allowed sign area for instances where two portable signs are displayed. Commissioner Marinace motioned to approve the proposed text amendments with the additional changes to be made to the draft as discussed at this meeting, and to allow the Chair to sign the Findings of Fact and forward it to the City Council for consideration. The motion was seconded and carried unanimously. Commissioner Cook suggested that for future amendments to the code that the Code Compliance officials weigh in regarding how the changes will affect their duties to enforce the code.
