ITEM TITLE: Resolution allowing the Yakima Sports Commission to close down
East Yakima Avenue, from 1st Street to Naches Avenue between
the hours of 3:00 p.m. to 6:00 p.m. on Friday, August 24, 2018, for
the Hot Shots 3 on 3 basketball tournament

SUMMARY EXPLANATION:
Since 2003, the Hot Shots 3 on 3 Basketball Tournament has taken over the streets of downtown
Yakima on a late August weekend. The event features nearly 500 teams. As the event has grown
over the years, so have the logistics of setting up and preparing the courts and other activities
associated with the event. Historically, per City code, we have allowed the closure of Yakima
Avenue at 6:00 p.m. on the Friday night before the event to allow for set up for an event that
begins the following Saturday morning at 8:00 a.m. This resolution would allow for a 3:00 p.m.
closure for the 2018 tournament only. A new resolution would be submitted for City Council
approval in future years.
While this closure would effect Yakima Avenue between East Naches and 1st Street, the side
streets involved in the event (portions of 2nd and 3rd streets), would remain open until 6:00 p.m.
as in previous years on the Friday before the event.

RESOLUTION NO. R -2018 -
allowing the Yakima Sports Commission to close down East Yakima
Avenue, from 1St Street to Naches Avenue between the hours of 3:00
p.m. to 6:00 p.m. on Friday, August 24, 2018 for the annual Hot Shots 3
on 3 basketball tournament.
WHEREAS, the Hot Shots 3 on 3 basketball tournament is a yearly weekend basketball
tournament that takes place on the streets of downtown Yakima and brings hundreds of teams
and spectators to Yakima; and
WHEREAS, courts are set up on East Yakima Avenue from 1St Street to Naches
Avenue, with additional courts on 3rd Street in front of the Capitol Theatre and 2nd Street in front
of the Larson Building—more than 30 courts in all; and
WHEREAS, the Yakima Sports Commission has applied for a special event permit to
close down East Yakima Avenue, 3rd Street and 2nd Street for the tournament, which, pursuant
to the ordinance, allows street closures starting at 6:00 p.m. on Friday; and
WHEREAS, set up of the courts involves setting up baskets, taping the court with out-of-
bounds lines, 2 point shot lines, and free thrown lines, and is done nearly exclusively by
volunteers; and
WHEREAS, it is time consuming to set up the event, and has in the past taken until 2:00
in the morning to do so, and the event and basketball games start promptly at 8:00 a.m. the next
morning—often with the same volunteers returning to be court referees, monitors or operate
information booths; and
WHEREAS, it would be advantageous to allow the organization to start setting up the
courts along East Yakima Avenue, where all but approximately 8 of the courts are located, at
3:00 p.m. to allow for set-up to end at an earlier hour; and
WHEREAS, the special event permit ordinance already allows the roads mentioned
herein to be closed at 6:00 p.m., so the only time not covered by the ordinance where Yakima
Sports Commission would like access to the street for set-up is from 3:00 p.m. to 6:00 p.m.; and
WHEREAS, the Yakima City Council determines that it is in the public interest, and the
best interest of the City and its residents, to allow the Yakima Sports Commission to close down
East Yakima Avenue from 1St Street to Naches Avenue starting at 3:00 p.m. on Friday, August
24th for the tournament and authorizing the special event permit to allow for the same; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council authorizes the Economic Development Director to allow the Hot Shots
3 on 3 Basketball Tournament to close down East Yakima Avenue from 1St Street to
Naches Avenue at 3:00 p.m. on Friday, August 24, 2018, which is in addition to the
times outlined in the special event permit ordinance for street closures.
