For Meeting of: July 10, 2018 Resolution setting the times and place of hearings on August 7, 2018, at 2:30 p.m. and August 21, 2018, at 6:30 p.m., to review and adopt the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2019 to 2024 Brett Sheffield, Chief Engineer, 576-6797 Scott Schafer, Director of Public Works SUMMARY EXPLANATION: Each year the City of Yakima is required by state statute to update its Six -Year Transportation Improvement Program (TI P) for submittal to the Washington State Department of Transportation. This Plan must include all transportation projects for which state gas tax revenue or federal revenue will be used. The current Plan for 2018 — 2023 contains fifteen funded projects that have yet to be constructed. The fifteen projects include: 1. North 1st Street Revitalization, Phase 1 2. Garfield Elementary Safety 1 mprovements 3. Yakima Valley Transportation Company Preservation 4. Spring Creek Road Reconstruction 5. South 36th Avenue Reconstruction 6. Sorenson Road Reconstruction 7. Bravo Company Boulevard Extension 8. Cowiche Canyon Trail 9. 34th Avenue/Fruitvale Boulevard and 34th Avenue/River Road Roundabouts 10. Complete Streets Projects 11. East Nob Hill Boulevard and Fair Avenue Intersection Improvements 12. South 80th Avenue Bridge 13. Wide Hollow Road Bridge 14. 64th Avenue and Ahtanum Road 1 ntersection 1 mprovements 15. McClure Elementary School VicinitySafety 1 mprovements Funding for the remainder of the projects will continue to be sought. A Public Hearing will be held to consider adoption of a Resolution approving the six-year TIP and amending the regional 2 Metropolitan Transportation Plan and Comprehensive Plan Capital Facilities Element. Projects must be listed in the Statewide Transportation Improvement Program (STI P) in order to be approved by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) to utilize federal fund of by the State of Washington for approved State funding agencies. The STI P is a prioritized program of transportation projects, complied from local and regional plans, along with the Washington Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal transportation network in the State of Washington. The STI P contains federally funded projects plus state and local projects that are regionally significant. These projects have been identified through the planning process as the highest priority for the available funding to the state's transportation program. Citizen participation is an integral part of the planning process at all levels. Local Agencies are required to develop and adopt a six-year transportation program. All local agencies are required to hold at least one public hearing during the development of the six-year transportation program. Project ranking has been performed utilizing data supplied by the Street and Traffic Division. The ranking will be integrated with other project needs and the total list will be reviewed and adjusted to the particular need of the City of Yakima. The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the adopted six-year TIP for 2019 to 2024. This will ensure compliance with the Growth Management Act and that we are consistent with the Comprehensive Plan as required. The amendment incorporates only those projects that adopted in the STI P and is not subject to the "once a year" change required under the laws of the Growth Management Act. R -2018- A RESOLUTION setting the times and place for hearings on August 7, 2018 and August 21, 2018, to review and adopt the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2019 to 2024. WHEREAS, the City of Yakima annually prepares, reviews and adopts a six-year program for the construction of streets and arterial streets in the City of Yakima for the ensuing six-year period, all as contemplated and required by State RCW 35.77.010 and applicable federal law; and WHEREAS, the City of Yakima desires to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six-year TIP, as contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six-year TIP; and, WHEREAS, a public hearing must be held on said programs before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said program shall be presented for hearing and determination on Tuesday, August 7, 2018, at the hour of 2:30 pm, or shortly thereafter and Tuesday, August 21, 2018, at the hour of 6:30 p.m. or shortly thereafter, in the Council Chambers of the City of Yakima, at Yakima City Hall, Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such hearing be given as approved by law.
