Resolution setting the date for a Public Hearing to be held on
August 7, 2018, to amend the 2018-2013 Six -Year Transportation
Improvement Program (TIP)

SUMMARY EXPLANATION:
This action would set August 7, 2018 at 2:30 p.m. as the date for a public hearing to amend the
2018-2023 Six -Year TI P. Two projects included in the City's Statewide Transportation
Improvement Program (STIP) need to be removed from this list: the Powerhouse Road
Sidewalks and Northside Alley Paver projects.
1. Powerhouse Road Sidewalks
During the design of the Powerhouse Road Sidewalks project, members of the biking community
contacted Engineering staff with concerns that the proposed construction of the sidewalk on
Powerhouse Road would hinder the construction of future bike lanes on this section of
Powerhouse Road. According to the users, this section of Powerhouse Road is dangerous
compared to other sections of the Naches Loop Trail. Staff agreed with their concerns, and
applied for other grants that would provide funding to construct bike lanes at the same time as the
sidewalk. As the City has not successfully secured grants for the bike lanes, it would not be
prudent to construct the sidewalk as currently funded. For these reasons, the City returned
$28,059.27 in sidewalk construction funds.
2. Northside Alley Paver projects
Funding for this project was marginal and limited. From the beginning there was not enough to
contract with an engineering consultant to lead this project. In light of other projects with greater
priority or impact, staff determined it is best to take this project out of the STI P.

RESOLUTION NO. R -2018 -
fixing the time and place of a hearing for August 7, 2018 at 2:30 pm in the
Council Chambers at City Hall to amend the 2018 through 2023 Six -Year
Transportation Improvement Program.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six -Year
Transportation Improvement Program for the construction of streets and arterial streets in the City
of Yakima for the ensuing six year period, all as contemplated and required by State and Federal
law, and
WHEREAS, the City of Yakima has identified a need to amend the current Six Year
Transportation Improvement Program for the construction of streets and arterial streets in the City
of Yakima; and
WHEREAS, a public hearing must be held on said amended program before final
approval, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said amended program shall be presented for public hearing and determination on Tuesday,
August 7, 2018 at 2:30 PM on said day, in the Council Chambers of the City of Yakima, at Yakima
City Hall, Yakima, Washington, or as soon thereafter as the same may be heard, and that notice
of such hearing be given as approved by law.
