Mental Health Month proclamation Council Member Funk read a proclamation for the month of May 2018, as Mental Health Month and Mary Stephenson accepted it. ii. Missing and Unidentified Persons Awareness proclamation Council Member White read a proclamation for the month of May 2018, as Missing and Unidentified Persons Awareness Month and Michelle Joe accepted it. iii. Pride Month proclamation Assistant Mayor Gutierrez read a proclamation for the month of June 2018, as LGBTQ Pride Month and Cristina Ortega accepted it. B. Presentations / Recognitions / Introductions i. Recognition of Police Officer Jaime Gonzalez for 30 years of service Captain Gary Jones of the Yakima Police Department introduced and recognized Jaime Gonzalez for 30 years of service to the City of Yakima. Recognition of 20 Years of Service for Fire Lieutenant Mark Ancira, Fire Training Lieutenant Joe Burbank, and Firefighter Bob Benner Deputy Fire Chief Pat Reid introduced and recognized Fire Lieutenant Mark Ancira, Fire Training Lieutenant Joe Burbank, and Firefighter Bob Benner for 20 Years of service to the City of Yakima. iii. Recognition of Retiring Fire Lieutenant Hans Solie - 32 years of service Deputy Fire Chief Pat Reid introduced and recognized Fire Lieutenant Hans Solie on his retirement after 32 years of service. 5. Council Reports 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Cousens seconded to approve the consent agenda. Capita cts Report Resolution authorizing an amendment to the Ellensburg -Yakima Interlocal Commuter Service Contract to relocate one existing Ellensburg bus stop to an alternative location within the City of Ellensburg RESOLUTION NO. R-2018-043, A RESOLUTION authorizing an amendment to the Ellensburg -Yakima Interlocal Commuter Service Contract to relocate one existing Ellensburg bus stop to an alternative location within the City of Ellensburg. Resolution adopting the City Council's Findings of Fact denying the Yakima Planning Commission's recommendation regarding text amendments to YMC Title 15 modifying the definitions and classification for Congregate Living Facility and Motel/Hotel RESOLUTION NO. R-2018-044, A RESOLUTION denying the recommendation of the Yakima Planning Commission related to a text amendment to the Yakima Municipal Code, Title 15, Zoning Ordinance, regarding definitions and classifications for Congregate Living Facility and Motel/Hotel 7. Public Comment Deryl Woody, city resident, shared his concern with traffic and speeds on Cornell Avenue and spoke in support of speed humps in that area. Page 2 of 4 4 Aileen Kane, city resident, discussed the high rents in the Yakima area and spoke in favor of temporary worker housing. James Turner, city resident, updated Council on his progress for speed humps on Cornell Avenue. Tony Courcy, city resident, spoke on several issues. Susan Soto Palmer, city resident, shared her concerns about the high cost of rent in the area and that temporary guest workers need appropriate housing but should not displace renters. DEPARTMENT ITEMS 8. Ordinance amending Fire Inspection Fees Deputy Fire Chief Markham briefed Council on the amendments. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Funk seconded to pass the ordinance. The motion carried by a 5-1 vote, Hill voting no and Mendez absent. ORDINANCE NO. 2018- 017, AN ORDINANCE amending the City of Yakima Municipal Code Chapter 10.05 relating to fire code plan review and inspection fees. 9. The City Clerk read the or mance by title only. MOTION: Gutierrez moved and Hill seconded to pass the ordinance. The motion carried by unanimous vote, Mendez absent. ORDINANCE NO. 2018-018, AN ORDINANCE of the City Council of the City of Yakima, Washington, authorizing the issuance of a Limited Tax General Obligation Refunding Bond of the City in the principal amount of not to exceed $3,500,000 for the purpose of refunding the City's outstanding Limited Tax General Obligation Bond, 2013 and paying costs of issuance of the Bond; providing the form of the Bond; and authorizing the sale of the Bond to North Cascades Bank, Division of Glacier Bank. CITY MANAGER UPDATE 10. Resolution authorizing modification to lease with Transform Yakima Together for Property adjacent to City Wastewater Treatment Plant for operation of Camp Hope City Manager Moore and Assistant City Attorney Watkins briefed Council on the amendments. Aileen Kane and Roy Terrill, city residents, spoke in support of the encampment. Council Member Funk stated she will not be voting for this and mentioned some concerns about accountability including information she received recently about someone. Council Member Cousens raised a point of order stating Council Member Funk's comments are not germane to the agreement under discussion. Mayor Coffey ruled the point of order is well Page 3 of 4 5 taken. Council Member Funk appealed the Chair's ruling, which was upheld by a 5-1 vote, Funk voting no, Mendez absent. Council Members Cousens, Gutierrez, Hill, White and Coffey voiced their support and thankfulness for Transform Yakima's efforts with the homeless. The City Clerk read the resolution by title only. MOTION: Gutierrez moved and White seconded to adopt the resolution. The motion carried by 5-1 vote, Funk voting no and Mendez absent. RESOLUTION NO. R-2018-045, A RESOLUTION authorizing the City Manager to amend an existing lease with Transform Yakima Together for the purpose of operating a temporary homeless encampment on City owned property 11. Other Business Assistant Mayor Gutierrez shared that Garfield Elementary is in the process of obtaining a reader board this summer and she will be donating her Council salary next month to help support this cause. She requested permission to use Council letterhead for a support letter to the School, which was approved by Council consensus. Council Member Cousens reminded Council that she will be gone this upcoming week with the delegation to South Korea and Council Member White will be in Las Vegas for the RECON conference. Adjournment MOTION: Gutierrez moved and Cousens seconded to adjourn to the next Council Business Meeting on June 5, 2018, at 6 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote, Mendez absent.
