Yakima City Council present: Rick Ensey, Kathy Coffey, Dave Ettl
County Commissioner present: Mike Leita
City staff: Dick Zais, Dave Zabell, Michael Morales, Jeff Cutter, Joan Davenport
County staff: Vern Redifer, Steve Erickson
Guests: Joe Walsh (CWHBA), Zella West (Nob Hill Water)
Urban Area Street Standards: Staff presented a summary of the common street
standards for the Yakima Urban Growth Area (UGA). Joan Davenport noted that the
standards will promote consistent urban level development in the West Valley UGA and
that they will be launched with the West Valley Neighborhood Plan (WVNP) public _
process. Vern Redifer said. County staff is recommending the standards to the City
Council and the Board of County Commissioners to cover the entire urban area.
Commissioner Leita asked if there is a reason the City is focused specifically on the
WVNP. Dick Zais explained that the Council will consider the standards and will state
their preference as to the coverage areas. Mr. Leita stated the County would like to -
make it universal within the urban area. Joe Walsh asked if the standards mesh with
the Terrace Heights Neighborhood Plan, and Mr. Redifer offered to check on it. The

common street standards effort was complimented and noted as a very significant
achievement.
Continued review of GMA Interlocal Agreement: Steve Erickson provided a memo of
suggested language updates to Section D. Cooperative Planning System, 1. UGA
Boundary Designation /Amendments and 2. Annual County Comprehensive Plan
Amendment Schedule. T_ he Committee was asked to review the suggestions and
provide input at the next meeting. On Section E. Planning Implementation, it was
suggested that the generic language in the first sentence be replaced with the names of
the specific plans. Section F. Infrastructure Services and Level of Service will be
updated for review at the next meeting:
The next meeting of the Intergovernmental Committee will be Tuesday, August 31,
3:30 p.m. The ILA discussion will resume.
