• Kathy Coffey welcomed the steering committee and led the introductions. She introduced
Darrell Blue (retired media) and Ester Huey (SECC).
Approve August 3rd minutes: The minutes from the August 3 me were reviewed.
Beraza motioned to accept the minutes as presented and.Hagarty seconded the motion.
Review organizational chart: Merryman reviewed the organizational chart and the roles of
each position.
Review SPI definitions: ` Merryman began a discussion on the SPI (suppression, prevention
and intervention) definitions. Suppression is the law enforcement and prosecution side;
prevention is where kids and /or parents are educated about the resources available; and
intervention is what is used to give kids a way out of gangs.
The Committee discussed the definitions and their interpretation of the words. Coffey stated
that the definitions were provided to give the Committee a starting point and that they can be
modified. Below are some of the comments from the discussion:
- need to get kids that are involved... before they totally cross the line
- when the kids are ready to cross the line we need to pull them back over
- resources need to be available to kids when they come out of incarceration
- while incarcerated, kids need to prepare for life when they get out 'so they don't fall
back into their old habits (judges can require participation in various programs)
- work with and educate the parents as well as the kids
• - suppression is where we don't have any say...we can be part of intervention though
GFI Coordinator proposal review update: Merryman reported that seven applications were
received. The Selection Committee narrowed it down to three. City Purchasing will be
checking references and the Committee hopes to have a decision made by the end of this
month. The four proposals were eliminated because they either did not fit Yakima; did not
submit all the requested information; and two did not meet the basic minimum requirements.
Purchasing will notify the applicants of their status.
Appoint sub - committee chairs /co- chairs: The Committee discussed the three sub-
committees (suppression, intervention and intervention) and which members wanted to serve
on which sub - committee. After open discussion the following was determined:
Suppression: Co- Chairs, Nick Hughes and Bill Lover
Members, Martinez, Hagarty, Granato
Intervention: Co- Chairs, Garcia and Marquez
Members, Roa, Rodriguez -True
Prevention: Co- Chairs, Gutierrez, Valdivia
Members, Beraza
The sub - committees will arrange a meeting time, etc after the next Steering Committee

meeting (August 26 Members should be thinking of other people that would be good to
have on the sub - committees and be prepared to discuss the names at the next meeting.
Remember: the people on the sub - committees do not have to be on the Steering Committee.
Date for next meeting: The group discussed which day of the week and what time of day
works best for future meetings. Since some of the members will be school age, it was agreed
that after school starts the meetings will be held at 4pm. The day of the week that was
agreed upon was Wednesday. Meetings will be every two weeks. Once things are operating
smoothly, the meeting frequency will be reduced.
After discussing some of the criteria for the students (age, gender, school, etc), Gutierrez
suggested that interested students should complete applications and that the names be
submitted to Mike Merryman. The names will be discussed at the next meeting.
Other items: Beraza reported that she made contact with one of the principals to ask for
names of students that would be good to have on the Steering Committee.
Granato stated that most of us have an idea what gangs and gang members are like in
Yakima. What we envision and what is real may not be true. Granato suggested that the
Steering Committee consider having a retreat where Yakima gang members come and
actually talk about gang life and membership. Granato and Marquez will work together on
scheduling a retreat.
Action items:
- Price will send the Steering Committee a Zink for the City's Boards & Commissions
application.
- Granato and Marquez will work on a retreat
- Trull will see about a member of the juvenile court to serve on the suppression sub -
committee
The next meeting of the Steering Committee will be Thursday, August 26 at 4:00 p.m., in
the YPD training room located on the second floor of the Police and Legal Center, at 200
South Third Street.
