ITEM TITLE: Consideration of an Ordinance Amending the 2010 Refuse Budget for
Unanticipated Landfill and Fuel Expenditures

SUMMARY EXPLANATION: This Ordinance amends the 2010 Refuse Fund Budget to
coincide with unanticipated increases in landfill and fuel expenses.
For 2010, Yakima County approved a rate increase for landfill charges of almost 15 %. This was
incorporated in the 2010 budget. However, through 7 months, actual expenses are running
0 almost 19% ahead of prior year actual, so we are also experiencing an increase in the volume
of material going to the landfill. Additionally, diesel fuel costs have been higher than anticipated
when the 2010 budget was finalized.
After reviewing the Refuse budget and year -end estimates for 2010, the recommendation is to
increase the 2010 budget by $49,000, as there is not enough room in the existing budget to
absorb these large extraordinary expenses.
Additionally, the 2010 operating revenue is anticipated to be somewhat greater than budgeted
levels, reducing the impact to the Refuse fund's cash reserves. The attached ordinance
increases the Refuse Budget by $25,000 in the landfill account, and $24,000 in the fuel account,
for a total of $49,000.

AN ORDINANCE amending the 2010 budget for the City of Yakima; and making
appropriations of $49,000 within the 471 - Refuse Fund for
expenditure during 2010 to provide for increased costs in landfill
and fuel charges.
WHEREAS, the amount of $49,000 must be appropriated within the 471 - Refuse .Fund
for expenditure during 2010 to provide for increased costs in landfill and fuel charges, and
WHEREAS, at the time of the adoption of the 2010 budget it could not reasonably have
been foreseen that the appropriation provided for by this ordinance would, be required; and the
City Council declares that an emergency exists of the type contemplated by RCW 35.33.091
and that it is in the best interests of the City to make the appropriation herein provided, now,
therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1: The amount of $49,000 is hereby appropriated from the Unappropriated
Fund Balance in the 471 - Refuse Fund to the following accounts as a 2010 appropriation:
Expenditures:
Yakima County Landfill 471- 471 - 212 -R420- 53780 -476 -- $25,000
Fuel 471 - 471 - 212 -R420- 53780 -320 -- $24,000
Total Expenditures $49,000
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication .as provided by law and by the City
Charter.
