ITEM TITLE: Resolution authorizing an amendment to the Ellensburg -Yakima
I nterlocal Commuter Service Contract to relocate one existing
Ellensburg bus stop to an alternative location within the City of
Ellensburg

SUMMARY EXPLANATION:
The Yakima -Ellensburg Commuter, a highly successful transit route connecting the two
communities, currently has three bus stops within the City of Ellensburg. One of which is located
at the Super 1 Foods located at the corner of Mountain View Ave. and Ruby St. The City of
Ellensburg has been approached by the property manager of Super 1 Foods requesting that this
bus stop be eliminated from their property.
In order to continue to serve the needs of the community, an alternative location has been
proposed by the City of Ellensburg. The alternative stop is to be located on Ruby Street just
north of Umptanum Road. This new location would increase safety and potentially provide for
better parking for the passengers utilizing this serve. It would also provide a bus stop on both
sides of Ruby Street adding additional convenience for our transit customers. The other two bus
stops will remain in their current locations.
Amendment 1 to the I nterlocal Agreement for provision of Yakima -Ellensburg Commuter Service
would allow for the relocation of the bus stop and has been attached for City Council review.

RESOLUTION NO. R -2018 -
authorizing an amendment to the Ellensburg -Yakima Interlocal Commuter
Service Contract to relocate one existing Ellensburg bus stop to an
alternative location within the City of Ellensburg.
WHEREAS, the City currently manages the operations of the Ellensburg -Yakima
Commuter, which is contracted through Transportation Demand Management; and
WHEREAS, the City of Yakima entered into an Interlocal Agreement for commuter
service with the City of Ellensburg on December 6, 2016; and,
WHEREAS, the City of Ellensburg desires to amend the Agreement to eliminate the
current bus stop location on the Super 1 property (Mountain View and Ruby Street) and replace
it with a bus stop located at Umptanum Road and Ruby Street; and
WHEREAS, the alternative bus stop location will serve the best interests of both the City
of Ellensburg and the City of Yakima and provides a safer location for buses and passengers;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute Amendment 1 to the
Ellensburg -Yakima Interlocal Commuter Service Contract, attached hereto and incorporated
herein by this reference, to relocate the current Super 1 bus stop to a new mutually agreeable
location.

AMENDMENT 1 TO THE
INTERLOCAL AGREEMENT
FOR PROVISION OF YAKIMA-ELLENSBURG COMMUTER SERVICE
(City of Yakima — City of Ellensburg)
RELATING TO: The Scope of Ellensburg Commuter Service
THIS AGREEMENT is made and entered into this _ day of _, 2018, by and between the
City of Ellensburg (hereinafter called "Ellensburg") and the City of Yakima, (hereinafter called
"Yakima").
WHEREAS, Ellensburg entered into an Agreement with Yakima on December 7, 2016, (the
Agreement); and
WHEREAS, Ellensburg desires to amend the Agreement to eliminate the current bus stop on
Super 1 property (Mountain View and Ruby Street) and replace it with bus stops located at Umptanum
Road and Ruby Street; and
WHEREAS, the AGREEMENT provides that either party may request an amendment to
Agreement;
NOW, THEREFORE, in consideration of the above representations and the terms, conditions,
covenants, and Agreements set forth below, the parties hereto agree as follows:
Section 3 of the AGREEMENT, the Scope of Ellensburg Service, item (a) shall be modified to read as
follows:
(a) Stop Locations. As of May 16, 2018, the route for the Yakima -Ellensburg Commuter shall
include Ellensburg stops located at Umptanum Road and Ruby Street, Ruby Street and 4th
Avenue and 11th Avenue and North Maple Street.
Except as modified herein, the original Agreement shall remain in effect.
In WITNESS WHEREOF, the parties hereto have executed Amendment 1 to the Agreement as of the
date and year first written above.
