Approval of the Meeting Minutes from January 10, 2018 It was Moved by Matt Tweedy, Seconded by Josette Gonzales, to approve the Minutes as written from the January 10, 2017 Parks and Recreation Commission Meeting. The motion carried unanimously. Memorial Concepts – Ed Putnam – Fisher Park Golf Course - Discussion Ken reminded the Park Commissioners about the letter that had been received requesting some kind of memorial or remembrance of a past Park Superintendent, Ed Putnam. At the last meeting, it was requested to have Ken put together some renderings of possibilities to honoring Mr. Putnam and the work he had done. Ken advised their packets included some examples of ways they could honor Mr. Putnam. One of the examples is the new sign for the rededication of Lion’s Pool that has not been placed yet. Ken stated it is cast aluminum and the cost is about $500. He commented that the Edmondson Family did pay for the plaque to be made. Second is the granite pillar that would raise the plaque up. Kay Funk inquired about the current plaque at the golf course. Ken advised that the current plaque is made out granite, about 12x12 or 15x15 and it is in the ground. Kay asked if we would be moving the current one. Ken stated that could be done if we can find the right way to place it. Ken advised another option is to have a piece of granite that is sandblasted with writing and affixed to a wall. He spoke about another option of a basalt pillar and showed the photo of what it would look like. He used a photo of the pillar that is at Franklin Park Pavilion and placed the words from Mr. Putnam’s current plaque at Fisher Park Golf Course on it. The last example is a plaque that would be affixed to the wall. Ken stated that he has not had contact with the family to show them the examples, as they are still out of the state. He will get in touch with them once they return to discuss this process further. Matt Tweedy asked what the cost is on the basalt column. Ken stated that it may be fairly expensive. It is not so much the rock itself but the cost is more in getting someone to place it and having the inscription sandblasted on it. He stated he would need to get some estimates but is thinking somewhere about $1,000. Matt stated that is a very nice memorial. Discussion followed. Jo Miles asked if using the current plaque is still an option. Ken stated that pulling the existing plaque and affixing it to something else has him a little concerned, just because it is rather heavy. Matt suggested leaving the current marker where it is and adding something new. Ken advised that is entirely possible. Matt asked if the City has fund budgeted for this type of thing. Ken stated they do not. Matt suggested doing some kind of fund raiser to pay for it. Discussion followed. Ken commented that he would like to make sure that this does to look like a memorial in a cemetery. Josette Gonzales suggested reaching out to the welding program at Perry to see if they might be able to help in anyway. Kay commented that she thinks $1,000 is a reasonable cost and that something like the basalt pillar adds esthetic value. Kay stated that she believes that the Plaza project is going to involve moving a lot of granite around and this could possibly be bundled in with that. Discussion followed. Ken advised that Marilee is to be back for next month’s meeting and he will look at meeting with her to discuss. Discussion followed. HCNB 002 Randall Park Improvements Project Update Ken advised that we are in the home stretch of the project. He stated that all the trees have been removed from the 44th Ave. parking lot. They are getting quotes to demo the entire parking lot and will be moving forward with that sometime in March, with construction of the new parking lot to hopefully begin in April. Ken advised there are a couple of sets of drawings for their review. Ken stated that they have been working with Mike Heit with HLA and Brett Sheffield, City Engineer to get the plans finalized so we can get this out to bid before the contractors get too busy working on other projects after the asphalt plants open. He advised that the City’s Street Division will be doing the walkways possibly in early or mid-summer. The deadline to finish this project for the RCO grant is September 30th. Ken commented that we are fortunate to have such skilled people that work for the City. Rod confirmed that the raised island in the center of the parking lot will be removed. Ken advised it will. Ken reported that the contractor that made the pond improvements will be back soon to finish the planting that needs to be done along the pond edge. Rod inquired about the distance markers that used to be along the walkway. Ken stated they will look into doing some kind of markers along the walkways again. Eastside Community Swimming Pool Update Ken reported that the have been working on the idea of the eastside pool for some time now. The committee was formed to study this subject more in depth. The report was presented to City Council last Tuesday night. He stated that the report that was presented to Council was very close to the report that he presented at the January Park Commission meeting. Ken advised that at the end of the presentation to the City Council, they made a motion and voted to select MLK Jr. Park as the site to move forward with the community swimming pool and eliminate the Yakima Speedway property as a possible site. Ken stated that Council also directed staff to begin looking at costs to construct and operate a pool and the options for funding. Ken advised that the Finance Division will be working on the funding options. He stated that they started with an estimate of constructing a swimming pool at about $4,000,000. He advised they are really not sure if that is an accurate figure for what we envisioning. Ken stated that meetings have already been held to discuss the scope of work and bring in a consultant to work on schematic designs to scale with various amenities and a cost to construct it. Ken said that once that work is done by the consultant it will be presented to City Council and Park Commission as well as taking it to the community for their input. Ken advised that his initial estimate of the cost for a consultant to do this work is $50,000. Kay Funk stated that her sense of what happened at the City Council meeting was a little different. She stated that they discussed building just a swimming pool, no lazy river and small scale play equipment. She stated that they chose to go forward with the property already owned by the City and not the Speedway property because they did not know what will be happening with that over the next five or six years. She advised that Mr. Moore told the Council that the cost estimate for a consultant would be $25,000 to $50,000. Ken commented that Council discussed a lazy river possibly being an addition down the road. Kay stated that the pool in the drawings is more of kid’s pool, not for lap swimming and that is appropriate for what they are looking for, less expensive, less dangerous, and easier to run. Ken added that the graphic design was done by him and he is not as expert. He said that he and past Councilwoman Avina Gutierrez worked on the design and drawing. He stated that it does encompass the ideas from the committee; zero-depth entry, play area, shaded family picnic area, concessions, and a lifeguard area. Kay commented that 3-4 ft. is the maximum depth of the pool. Ken advised that they will be making it clear to the consultants that they will be teaching swim lessons at this pool, at least level 1 and 2. Matt Tweedy stated that he is concerned that it may be more of glorified spray park with a low volume swimming pool. He would like to see it cater to a larger number of adolescent groups, those kids that need an alternative during the summer months. He commented that he does not want it to get trimmed down so much that it doesn’t even have a water slide to draw in some of the older kids. Discussion followed. Jo Miles commented that the scope has been narrowed to a community swimming “kiddie” pool instead of the other option of a regional aquatic facility that would be have more amenities and be more of a destination. He continued that with the different concept, it may be a challenge for funding sources, but it will also be less expensive. Ken stated that the question had been brought up about where the funds for the consultant will be coming from. He advised that Parks Capital could pay for that. Discussion followed. HCNB 003 Manager’s Report Ken commented that with the mild winter, park maintenance staff has been able to get some projects done since they did not have to plow snow very much. He continued that high school and junior high school sports practices will begin soon. Rod asked if we have any major concerns about the parks. Ken stated he does not know of anything major. He stated they are just waiting for the seasonal employees to come back and get the parks ready for the spring and summer events. For the Good of the Order Kay stated that she had been speaking with Stacy Hackenmueller and Ken about the Blue Zones Project. She advised it is a community wellness program that incorporates nutrition, exercise and recreation. She stated if any of the Park Commissioners are interested in being involved in the focus groups or planning process, they can give her their information. She stated Stacy and Ken are already in. Kay also informed the group that the City is redesigning its Strategic Plan and Committee Structure. Stacy commented that she got involved with the Blue Zones Project because of her job, but she thinks it would be great for the Parks Commission to have input for the grant and donations dollars that could be possible. Adjournment The next Parks and Recreation Commission meeting will be March 14, 2018. The meeting adjourned at 6:08 p.m. HCNB 004 After School Programs Safe Routes to Schools Code/Code Enforcement Affordable Housing Homeless Network Homeless Resources Equity Study Blue Zones Senior Housing Low Income Housing Homeless Aquatic Center ONDS SOZO Road and Sidewalk Repairs Traffic Abatement Other GOAL This Committee seeks to: Between 2018-2020 to accomplish this goal, the Committee will: This Committee will review, consider, evaluate policies, activities and programs using two perspectives: To promote a built environment that is safe and attractive now and in the future, and the City will also promote healthy growth and rewarding activities. 1. Set policies that promote youth well being through comprehensive programs provided by partnerships between city, district, non-profits, universities, civic and faith-based organizations 2. Monitor effectiveness of city programming for after school and summer activities 3. Investigate feasibility of capital improvements such as the Martin Luther King, Jr. Pool which provide under served youth and children healthy recreational activities Equity Benchmarking 2018-2020 HEALTHY COMMUNITIES AND NEIGHBORHOOD BUILDING COMMITTEE Kathy Coffey, Kay Funk, Jason White, Brad Hill (alt) This Committee will discuss, analyze, consider, review data, input and ideas on the following topics: DRAFT HCNB 005 March 15, 2018 VACANT BUILDINGS NCBC UPDATE •Around September 2015, Yakima has experienced numerous structure fires along with unauthorized illegal entry along with fictitious utility accounts all while driving up costs of unpaid bills. •Code Enforcement (Chapter 11.10 Neighborhood Conservation) and YPD (Chronic Nuisance Chapter 11.45) of the Yakima Municipal Code were utilized to combat these illegal actions. 5 to 7 structures were illegally entered by homeless weekly •Codes identified a strategy in September 2015 to identify all fire damaged, vacant and abandoned buildings. Code Enforcement conducted a sweep of the entire City Of Yakima and 119 buildings were identified as “Dangerous Buildings” and posted as such. •After structures were posted with Dangerous Building Notices, Chapter 11.10.050 was utilized to combat the climbing numbers of illegal entries into structures. If anyone was on the posted property or inside these identified structures, they were arrested with Gross Misdemeanor charges up to 364 days. Neighborhoods were returned after crime of thefts, car prowls and drug use. •After multiple arrests, the word on the street was not to break into these structures and the numbers drastically reduced to 1 or 2 every few months…Success. •The list of vacant structures was shared with Utilities and illegal accounts were prevented from opening with my approval and the Utility Manager James Dean. •20 Level 1 structure identified for immediate attention (HCNB 007) Identifying Chart •City Of Yakima worked with banks, Financial Institutions, Fire insurance companies and property owners to take charge of their structures by constant pressure to abate nuisance violations. •Starting with the 119 identified Dangerous Buildings and addressing the conditions, today there are 47 buildings left on the initial list. •A 2018 Sweep of the City Of Yakima vacant buildings has identified 77 structures with 5 level 1 structures. •Questions HCNB 006 TO: City of Yakima Neighborhood and Community Building Committee FROM: Joe Caruso, Code Administration Manager DATE: March 1, 2018 SUBJECT: Vacant and Abandoned Building Status Report In June 2015, the Code Administration Division had received multiple violations of vacant houses with squatters illegally entering and occupying these structures as well as fires in abandoned buildings. An average of 5 to 7 illegal, unauthorized entries into vacant structures were reported monthly with persons also taking up residence (squatting) without permission To address these issues, Code Administration Division Compliance Officers created an inventory of all vacant structures throughout the City Of Yakima. The Code investigation identified 119 structures that were abandoned, vacant, boarded up or needing to be secured in 2015. The 119 structures were further reviewed and sorted into four categories: Level 1= 20 structures. Eminent Danger, recent fire, too dangerous for a firefighter to enter Level 2 = 11 structures. Obviously dilapidated but may not be secured Level 3 = 22 structures. Boarded up, but chronic problem of vandalism, break-ins, attractive nuisance, criminal citations Level 4 = 66 structures. Boarded up, not apparently dangerous. May have other code violations such as graffiti, weedy lots. The Level 1 and Level 2 structures were immediately addressed to ensure they did not pose eminent safety concerns. Code enforcement worked with the property owners to obtain as much voluntary compliance as possible. Most of the Level 1 and Level 2 structures were physically marked on the exterior of structures as “Dangerous Buildings” due to no operating utilities. This provided the Fire Department with advance notice that they should use extreme caution if they planned to enter the structure in the event of a fire. The unauthorized illegal entries into structures were drastically reduced after YPD and Codes utilized Chapter 11.10 of the Yakima Municipal Code and had any individuals arrested in any structure that the city closed down with a Gross Misdemeanor Citation which is jail time up to 364 days. Currently, as of February 2018, there are 47 structures from the original 119 structures (2015 inventory) that remain vacant after enforcing violations and working with property owners, banks and mortgage companies to address violations. This has been a very successful program with pressure placed on property owners, banks, mortgage companies, financial institutions and private owners to maintain their structures and abate any violations or remove any conditions that make their properties an attractive nuisance However, Code Enforcement staff have identified an additional 77 structures that are currently vacant, abandoned or unsecured. These structures were NOT included on the 2015 inventory. City staff will begin the process of further investigation to determine the ownership, condition, priority, potential violations and necessary steps to achieve compliance with these buildings. Ibarra Joe Caruso Holly Cousens (alternate, present) Ana Cortez-Steiner Others: In the absence of Chair Kay Funk, Dulce Gutiérrez convened the meeting at approximately 2:30 p.m. A quorum was present with alternate member Holly Cousens attending. Board Appointed Reports – Standing Item Transit Development Plan/Transit Related Issues – the 2017 minutes have been posted online. Maxey reported that three public meetings have been scheduled regarding the loss of Route 10. The first one took place on March 6th and is available on YPAC. The next two meetings are on March 20th at 2pm and 5:30pm at the Public Works Training Room. Parks & Recreation Commission (P&R) – Wilkinson reported on the topics discussed at the March 14th meeting, which include the newly adopted ordinance that includes parkways and pathways; progress on the ongoing Randall Park improvements; MLK Park Community Swimming pool updates. He also informed that the Harman Center will be temporarily shut down for annual deep cleaning of the facility. In response to Gutiérrez’s inquiry about the property adjacent to Cherry Park, Watkins replied that the foreclosure process is currently in the redemption period. More information will be available soon as to whether the owner will pursue property redemption or if it will go on sale. *Chair Funk arrived at approximately 2:40pm, at which point Cousens excused herself from the meeting. Discussion about a rundown fence on the east side of Gardner Park adjacent to an apartment complex ensued. Staff will verify whether the fence is on private or City property and address the graffiti issues and dilapidated conditions. Henry Beauchamp Community Center (HBCC) – Cortez reported that there wasn’t a meeting in March; however, she’s been in constant communication with the HBCC director to clarify the center programming and business model. Historic Preservation (HPC) – Davenport reported a lack of a quorum at the last meeting. Yakima Planning Commission (YPC) – Davenport summarized the YPC discussion of the possible amendment to the Yakima Municipal Code related to taxi-cab home occupation business licenses. She also noted that the public hearing related to temporary worker housing is scheduled for March 28th. Watkins described the changes being proposed to include: clarifying the definition of “hotel/motel” and modifying the definition of “boarding house” to “congregant living facility” and establishing an appropriate level of review for such use based on number of occupants. The committee members expressed concerns related to public safety, inadequate living conditions, and fair treatment of immigrant communities. Following an extensive dialogue among the NCBC committee, Méndez suggested a study session on this matter prior to the Council public hearing; the committee agreed. Watkins elaborated on the taxi-cab business license amendments. Specifically, taxi drivers are seeking approval to conduct their business as a home occupation rather than a general business in which they are required to provide a commercial location. Bike/Pedestrian Committee – nothing to report. Homeless Network – Méndez reported that today (March 15th) marks the end of the youth extreme winter weather shelters. Other highlights reported include: YVCOG’s decision to temporarily discontinue the HPPC meetings until further notice and a better solution is devised; the Affordable Housing Committee will have a meeting on March 21st at 3:30 pm., Funk will attend and it was suggested that a Planning staff member also be present. In an effort to provide clarification on the issues related to YVCOG, Davenport and Watkins gave a brief overview about the Continuum of Care programs, such as the McKinney-Vento Act. The federal programs will be relied upon the Department of Commerce to monitor regulation compliance. The Governance Committee will meet on March 30th. Watkins will report back at next month’s meeting. Funk expressed concern with YVCOG program compliance related to data obligations; the committee concurred. Page 1 HCNB 018 Méndez proposed researching the feasibility of utilizing the 2060 and 2163 funding to create a Human Services Department within the City of Yakima organization. She indicated that she intends to bring that up at the upcoming Council briefing for potential placement on a future Council business meeting agenda. Funk suggested drafting a letter to the YVCOG Board of Trustees expressing the City’s concerns, and requesting a formal response, on the issues of data compliance, structure, program services, accountability, contract fulfillment requirements, and the discontinuation of the HPPC group. It was noted that Brad Hill is the City’s representative on the YVCOG Executive Committee. The committee agreed to move this discussion forward to the full City Council for further direction. TRANS-Action Committee – the next meeting, and first one this year, is scheduled on March 21st at 2pm. Tree City Board – none noted. The minutes will be available online soon. Community Integration Committee – Cortez reported that the committee held their first meeting this month. She noted their request for availability of training opportunities; one vacancy exists; not all districts are represented on the committee. The Nominating Committee will meet this week to recommend candidates. Council Mentorship/Internship Program – Gutiérrez reported that the participating students have been identified and will be attending a future Council meeting. Update on the Vacant & Dangerous Building Project – Caruso presented a status update on the Vacant & Dangerous Building report. In 2015, due to an increase in various unauthorized entry complaints, Code Compliance Officers conducted an inventory of all vacant structures throughout the City of Yakima. They identified 119 structures and categorized them into four levels, with Level 1 being the most dangerous type. The Level 1 and Level 2 structures were addressed immediately and marked as “Dangerous Building” and posted with “No Trespassing” signs on the exterior, mainly to ensure the safety of first responders. Efforts were made to work with the property owners as much as possible; however, some of the properties are bank- owned. Out of the original 119 structures only 47 vacant structures remain. Furthermore, the Code Compliance Officers conducted another inventory in February of this year and identified an additional 77 vacant structures. Staff will implement a similar process of performing the necessary steps to achieve compliance with these vacant structures. Gutiérrez inquired about obtaining the full names of the property owners, to which Caruso replied that it would take a costly title report to identify, with accuracy, the names of all the property owners listed. He explained that a title report is obtained prior to the City taking action on a property and the cost is passed to the owner by recording a lien on their property. Discussion continued on the high amount of vacant buildings, particularly the ones that have remained vacant for many years. Caruso and Watkins explained the legal ramifications about demolishing uncompromised vacant buildings without the owner’s consent. Gutiérrez expressed support for enhancing the current ordinances to better address these vacant building issues. To conclude, the committee agreed to meet afterwards and provide staff additional ideas on formalizing a strategy to present this report to the full City Council. Such information may include: constitutional issues, public safety concerns, covering the cost of identifying the property owners, making the owner’s liable for tax payments. Approval of Minutes – Gutiérrez motioned, seconded by Funk, to approve the minutes of February 15, 2018. Motion carried unanimously.
