Council Economic Development Committee regarding 1) recommendation regarding May 2018 Real Estate Convention in Las Vegas, NV and 2) recommendation to endorse and to authorize the Council Economic Development Committee to take the necessary steps to explore the steps necessary to obtain Creative District certification B. Council Healthy Communities & Neighborhood Building Committee report & recommendations regarding 1) preparing a letter to YVCOG regarding the RFP process, homeless services and homeless administration and 2) scheduling a Council study session on homeless services and homeless administration C. Accept Council Committee minutes 6. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of the minutes from the March 20, 2018, City Council Business meeting; March 15, 2018, City Council study session; and March 17, 2018, City Council Retreat B. Set May 1, 2018, as the date for a public hearing to consider the Planning Commission's recommendation concerning text amendments to Title 15 - Yakima Urban Area Zoning Ordinance to address Temporary Worker housing C. Resolution authorizing acceptance of a grant from WASPC in the amount of $100,000 D. Resolution authorizing application for a grant from the Washington State Department of Transportation (WSDOT) Aviation Division for capital improvements at the Yakima Air Terminal -McAllister Field E. Resolution authorizing a Memorandum of Understanding with the City of Selah for Transit Services F. Resolution authorizing consent to a settlement entered into by Cities Insurance Association of Washington ("CIAW") and Munich Reinsurance to resolve and settle the lawsuit brought by Carol Waters 7. Public Comment Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 8. Open record public hearing and Ordinance to consider the Hearing Examiner's recommendation regarding a right-of-way petition submitted by 18th Ave Properties LLC to vacate a portion of Roosevelt Ave that extends east of 18th Ave to the Powerhouse Canal Trail 9. Closed record public hearing and Ordinance to consider the Hearing Examiner's recommendation regarding an application submitted by Diep Miller to rezone one parcel at 513 W Washington Ave from Two -Family Residential to Multi -Family Residential 10. Closed record public hearing and Ordinance to consider the Yakima Planning Commission's recommendation regarding a rezone application submitted by Super Cold Storage LLC for property at 1415 River Road DEPARTMENT ITEMS 11. Resolution authorizing an Economic Development and Promotion Agreement with the Hispanic Chamber of Commerce of Yakima for the 2018 Cinco De Mayo Event 12. Resolution authorizing an agreement with the Yakima Fourth of July Committee to provide a fireworks display and entertainment on the evening of July 4, 2018 13. Resolution authorizing an application to the Yakima County Supporting Investment in Economic Development (SIED) Program for improvements to River Road associated with the development of the Aquatics Center in Chesterley Park 14. Ordinance amending the City of Yakima Municipal Code Chapter 10.05 Fire Code to add a new Section 10.05.095 related to commercial cooking under tents 15. Other Business 16. Adjournment The next meeting will be a City Council Briefing on April 12, 2018, at 4 p.m. at City Hall in the Council Chambers 17. Council General Information A. Council General Information Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and the Library. A packet is also available on-line at www.yakimawa.gov. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings. Anyone needing special assistance please contact the City Clerk's office at (509) 575-6037 at least two business days prior to the meeting.
