SUBJECT: Council approved policy for Appointments to Board, Committee, and Commission
Vacancies
At the September 27, 2016, City Council Retreat, the Council approved the following policy for
appointments to City board, committee, and commission vacancies by the City Council.
1.) In regard to an incumbent member of a board, committee, or commission whose term of
office is scheduled to expire within three months or less, the City Clerk’s office will notify the
full Council of the upcoming term expirations and advertise the opening. If the incumbent
would like to continue serving, they will need to reapply for the position.
2.) When vacancies occur and there are no applications on file, the City Clerk, in conjunction
with the Communications and Public Affairs Director, will notify the full council of the
vacancy and will advertise any vacancies on boards, committees, and commissions across the
City's multiple communications platforms (City website, Facebook page, Twitter feed, news
releases, YCTV and Y-PAC infographics, video bulletin boards, etc.).
3.) As applications are received, the City Clerk forwards them to the chair of (or the staff liaison
to) the board, committee or commission with an opening(s). A recommendation(s) regarding
the applicant(s) may be offered to the Council Nominating Committee by the chair of the
board, committee, or commission for which applications are received. The applications, any
chair recommendations, and the function and responsibilities of the board, committee, or
commission for which applications are received are then provided to the Council Nominating
Committee. If an applicant is currently serving on another City board, commission, or
committee, the Council Nominating Committee will not consider her/his application for a
different body.
4.) The Council Nominating Committee then evaluates each application, reviews backgrounds
and references, and may interview applicants. Whether interviews are conducted is dependent
on a variety of factors, including the number of applications, the qualifications of applicants,
and the requirements of the board, committee, or commission for which applications have
been received. The Council Nominating Committee then makes recommendations regarding
filling board, committee, or commission vacancies, which are presented at the next Council
business meeting for consideration and action.
• Housing Authority Board 5-year term – 2 terms expired on 1/31/18

Requirements: The Housing Authority Board is responsible for developing and operating
programs to provide housing for low-income people in the city. The board holds a regular
monthly meeting, but may also conduct additional meetings as needed.

Requirements/Responsibilities: Voting members must be operators of lodging businesses
within the Yakima County Tourism Promotion Area or employed by the operator of such a
lodging business. Must be nominated by the Yakima Valley Lodging Association. An
advisory body to make recommendations to the City Council concerning all annual budgets;
however, the City Council of the City of Yakima shall have the ultimate authority to set and
approve all annual budgets. Meets once per year.

Established under RCW Chapter 67.28 and Substitute Senate Bill 5867 (Chapter 452, Laws
of 1997) and created by Resolution No. R-97-84, adopted June 17, 1997; revised by Resolution
R-2008-158. REVISED by R-2015-155 adopted 12/15.
Requirements/Responsibilities: When Council proposes the imposition, increase, or repeal
of an exemption from a tax under RCW Chapter 67.28, such proposal shall be submitted to
the Lodging Tax Advisory Committee for review and comment at least 45 days before final
action on the passage of the proposal by the City Council. The Committee's comments shall
include an analysis of the extent to which the proposal will accommodate activities for tourists
or increase tourism, and the extent to which the proposal will affect long-term stability of the
fund used for paying the costs of tourism promotions, acquisition of tourism-related facilities,
or operation of tourism-related facilities. Meets once per year.

Requirements: Members must be city residents. Seven community members shall be
appointed by the City Council. One of the members shall represent the Yakima Greenway. In

representative from the Planning Division and the Engineering Division. The staff liaisons shall
be non-voting members of the committee.
• Community Integration Committee 4-year term -- 7 vacancies & 2 vacant youth

Requirements: The non-youth members serve a four-year term while the youth members
serve a two-year term. The board holds meetings once per month, but may also conduct
additional meetings as needed. Appointments shall be made to ensure that varied community
perspectives are represented and, to the extent possible, reflect the current demographics of
the City, including consideration of historically underrepresented communities. The purpose
and intent of the community integration committee is to advise the Yakima City Council on
ways to improve community engagement; diversify the city government and workforce; provide
additional review of policies, ordinances and resolutions if requested; and give a voice to all
Yakima residents.
• Community Review Board 3-year term -- 2 vacancies – local resident/expires 6/30/19 &
healthcare community/expires 6/30/20)

Requirements: The commission shall always include at least three professionals who have
experience in identifying, evaluating, and protecting historic resources and are selected from
among the disciplines of history, architecture, architectural history, landscape architecture,
historic preservation, planning, folklore, cultural anthropology, prehistoric and historic
archaeology, American studies, curation, traditional building crafts, the practice of historic
rehabilitation or restoration, finance and banking, law, and real estate, or related disciplines.
