Gutiérrez 9:30 a.m. March 10, 2016 -- Mayor’s Office 1) Review applications (attached) for vacancies on various City Boards & Committees  Arts Commission - 1 vacancy — artist position (four-year term) Applications: Johnathan Heath Lambe Requirements: “working artist” shall be a person who has had their works of art exhibited in professional gallery spaces and/or has had their work included in professionally juried exhibitions or permanent collections . Two term limit.  Planning Commission - 2 vacancies – unexpired terms end 6/30/18 (six-year term) Applications: Whitney Storh (2-16) Tony Williams (2-16) Verlynn Best (1 -16) Gavin Keefe (1-16) Patty Dion (1-16) Sandra Martensen (12-15) Terry Cook (7-15) Nicholas Arnold (4-15) Bev Luby Bartz (10-14) Peter Marinace (3-14) Al Rose’s term expires 6/30/16 and he would like to be reappointed. His original appointment was 2010. Requirements: must be a City resident or 2) an owner of a business or real property that is located within the City of Yakima Term Limitations: Two consecutive, may serve again after 2 years from end of second term.  Lodging Tax Advisory Committee - 3 vacancies (two-year term) One vacancy for A) a member who is a representatives of businesses r equired to collect lodging tax, a nd B) one vacancy for a member involved in activities authorized to be funded by the revenue received from the lodging tax. Persons eligible for appointment u nder A are not eligible for appointment under B. Persons eligible for appointment under B are not eligible for appointment under A. No term limits. Applications for B: John Baule, Yakima Valley Museum (1-16) Karl Pasten, Trolley (12-15) Greg Lybeck, SunDome, (5-15)  Parks and Recreation Commission – 1 youth vacancy (two-year term) Applications: Josette Gonzales 2 Requirements: Youth members of the Parks and Recreation Commission must live within Yakima city limits and be between 16-22 years of age at the time of appointment in order to be eligible to serve a two -year term.  Southeast Community Center – 4 vacancies (four-year term) Rev. Robert Trimble and Aaron Case would like to be reappointed. Applications: Donna Janovitch (approved by Board) Tony Williams (approved by Board) Requirements: Appointees are based upon the recommendations of the Board of Directors . No term limit.  Yakima Historic Preservation Commission – 1 vacancy (four-year term) Applications on file : Whitney Stohr (Historic Archaeology) Requirements: The Commission shall always include at least three professionals who have experience in identifying, evaluating, and protecting historic resources and are selected from among the disciplines of history, architecture, architectural history, landscape architecture, historic preservation, planning, folklore, cultural anthropology, prehistoric and historic archaeology, American studies, curation, traditional building crafts, the practice of historic rehabilitation or resto ration, finance and banking, law, and real estate, or related disciplines. No term limit. 2) Upcoming vacancies on 6/30/16:  Arts Commission (all are eligible for reappointment) o Andy Granitto , Museum representative – confirmed by Council o Stephanie Clevenger , Seasons representative – confirmed by Council o Melissa Laberton, Artist o Noel Moxley, Community representative o Jan Lowell, Community representative  Board of Appeals o Barbara Cline, architect o Jeff Louman, engineer o Jim Johnston, general public o Rod Cassel, mechanical o James Fickel, construction Responsibilities: Hears appeals from decisions of the Building Inspector, relating to building construction or on matters concerning alternate materials or methods of construction. Requirements: The board of appeals shall consist of seven members who are qualified by experience and training to pass on matters pertaining to building construction and are not employees of the jurisdiction, and who shall be appointed from the following areas: one architect; one engineer, one building and construction contractors; one developer; one representative from the general public, one Washington state journeyman plumber; and one Washington state journeyman mechanical contractor. No term limit.  Community Review Board 3 o Dinah Reed, business community o Bob Mason, local resident Requirements: Members must represent different aspects of the public as a whole including local residents, the building industry, the health community, the business community, and the residential rental community, but not more than two from any of these. No term limit. Responsibilities: Conduct administrative hearings and render decisions based upon written findings and do all things necessary and proper to carry out and enforce chapter 11.10 YMC.  Parks and Recreation o Matt Tweedy o Jo Miles Requirements: Three consecutive unexcused absences disqualifies a member from serving. Must be City residents (ORD. 2010-15) Responsibilities: Advises the City Council and Director of Parks and Recreation concerning the formulation of policy, plans and programs to maintain and operate City parks and carry out recreation programs. No term limit.  Planning Commission o Patricia Byers (eligible for reappointment ) o Al Rose (eligible for reappointment and he would like to be reappointed)  Public Facilities District Board o Angie Girard Requirements: Shall not be members of the legislative authority of the Cities of Selah, Union Gap, or Yakima at any time while serving on the Board. Have knowledge and/or experience in tourism, convention, and/or related business. Diversity of backgrounds, ethnicity, gender, education, cultures, industries, business experience, etc. desirable. Must be bondable. No term limit. Responsibilities: To govern the affairs of the Public Facilities District including; approval of changes in the district’s bylaws; oversee the general operation and structure of the district; interface with and advise the Yakima City Council, City Manager and City Staff on operations of the District; interface with the hotel/motel owners and other convention and tourism related businesses within the District. The District was established to lease and operate the Yakima Convention Center. This allows for a portion of the sales taxes currently collected and sent to the state to be directed back to the PFD.
