AGENDA ITEMS: 1. Alvie began the meeting by introducing himself and the staff in attendance. Members present from staff included: Alvie Maxey, Transit Manager; Naeem Kara, Transit Office Assistant; Jennifer Orlando, Community Transportation Coordinator; Agustin Ortega, Transit Operations Specialist; and Jeff Beaver, Transit Operations Supervisor. 2. Alvie indicated that the Transit Planner position had been re-posted and we are still seeking eligible candidates to fill that position. 3. Fixed Route Bus Service Updates:  Holidays: There will be no Transit services on the following Holidays: o Monday, Feb. 19th: President’s Day  Route 10 (Selah Route): Alvie indicated that the City of Selah has provided Yakima Transit notice that it has entered negotiations with another vendor to provide Selah’s fixed-route bus services. Yakima Transit did not want to lose the Selah Route, but the City of Selah wanted to build their own Transit system. In doing so, Route 10 will be discontinued as of May. 1st. To restore services to areas affected by the City of Selah’s departure, we developed a new route (Route 8) – (see attached map). Route 8 will be a 35 minute route and will cover new areas, including running westbound on Yakima Ave, and north of River Road.  Public Meetings: With the departure of Route 10, and the creation of Route 8, Public Meetings will be held to communicate the areas of service that will be affected and to address passenger inquiries. Three public meetings will be held at the following dates and times: o Tuesday, March 6th at 5:30 PM o Tuesday, March 20th at 2:00 PM o Tuesday, March 20th at 5:30 PM Per the Committee’s request, Yakima Transit will record the Public Hearing and have it available on the City of Yakima YPAC page.  Bus Book Updates: o Transit Social Media: Although there have not been any closures or delays due to weather, Transit is promoting its social media sites, where service interruptions NCBC 002 would be announced. These social media sites/apps include: the Yakima Transit website, signing up for email alerts, Facebook, Twitter, etc. All of these sites/apps are available for passengers to follow. More information is provided on the inside back cover of the current Bus Book. o Bus Book Schedule: Due to the timing of Selah Transit’s departure, the Transit Bus Books will be impacted. The Winter Bus Book will be extended through April 30th, 2018 and the Spring and Summer Bus Books will be combined.  Monthly Bus Passes: Jennifer explained that at the beginning of the year, Transit changed their bus passes from quarterly passes to monthly passes. The bus pass designs have also been changed to help prevent fraud (passengers using the same passes for the next month, etc.)  IT Software Updates: Agustin explained that Transit is in the process of finalizing a grant in order to secure the funding to purchase a new IT system for the buses. This new IT system will provide: Passenger counting data; GPS & Mileage reports; better Dispatch system communications; ADA announcements and reader boards; and expandability for future operations (including electronic bus passes). 4. Dial-A-Ride Service: Medstar, the current Vendor that Yakima Transit is using, has recently moved locations. 5. Vanpool Service: Jennifer discussed that a new Vanpool group started, and is travelling to Hanford. She indicated that there are now a total of 14 Vanpool groups in service. 6. Naeem explained that Transit had received a grant and to expand Ellensburg Commuter operations. This Trial-Run began January 1st, and is planned to continue towards the end of April (Winter quarter bus book). At that point, we will evaluate the Trial-run utilization and determine whether or not to continue the project for another quarter. 7. Naeem then discussed the other projects that Transit was currently working on:  New Bus Shelters: Transit is currently working with a vendor to purchase 20 new lighted shelters that will be added for passengers throughout the fixed-route system. The newly designed shelters are expected to help reduce damages (vandalism, broken windows, etc.), and be more passenger accommodating (more room for disabled and wheelchair passengers).  Sidewalk Improvements: Transit has monies set aside dedicated to install sidewalks in areas where Transit service is utilized. Currently, the City Streets and Engineering divisions are working on sidewalk improvements on 40th Ave, between Tieton Drive and Walnut. OPEN DISCUSSION: NCBC 003 8. Bikes and Peds Updates: The Bikes and Peds Committee shared some updates that would be impacting Transit operations.  Vision Zero – This is an effort to improve traffic engineering on highways/freeways/roads, and provide better safety for pedestrians.  Blue Zone – Will be coming to the Yakima community on/around April 30th. They will be doing an assessment of the community and will also be observing Transit operations. 9. Future Transit Plans: Future plans for Transit were inquired about, Alvie indicated that within a couple of years, Transit would like to expand to fill gaps in our coverage areas and make current operations more efficient. He would like to see approx. 30 minute routes be the norm in the near future. Looking ahead, a new facility as a base of operations and a West-side TC to support routes on the other side of 40th ave.are also desirable. 10. Future Meeting Times: Alvie mentioned that Transit sent out a survey to seek feedback from those who have attended past Transit Citizens Advisory Meetings inquiring about changing meeting times to earlier in the day. We would like to get more feedback from these surveys to better determine if changing the times would better enable passengers to make more of the meetings in the future. NCBC 004 Yakima Parks and Recreation Commission Meeting Minutes for January 10, 2018 Commissioners Present: Chairman Rod Bryant, Vice Chairman Paul Williams, Jo Miles, Matt Tweedy, Josette Gonzales, Rosana Bravo, Stacy Hackenmueller, Brynn Kloster and Kay Funk, Yakima City Council Liaison Absent and Excused: Roger Lewis Staff present: Ken Wilkinson, Parks & Recreation Manager and Jenise Sanders, Parks and Recreation Administrative Secretary Call to Order Welcoming everyone in the audience and viewers watching on YPAC, Chairman Rod Bryant called the meeting to order at 5:33 p.m. at City Hall in the Council Chambers, 129 North 2nd Street, Yakima, Washington. Election of Parks and Recreation Commission Officers Ken stated that it is time to nominate and elect the Chair and Vice Chair for this committee, as we do every year. Rod Bryant opened the floor for nominations for Vice Chair. Stacy Hackenmueller nominated Paul Williams to remain Vice Chair. Paul accepted the nomination. Brynn Kloster seconded the nomination. The motion carried unanimously. Rod opened the floor for nominations for Chair. Matt Tweedy nominated Rod Bryant to remain Chair. Paul Williams seconded the nomination. The motion carried unanimously. Approval of the Meeting Minutes from December 13, 2017 It was Moved by Paul Williams, Seconded by Josette Gonzales, to approve the Minutes as written from the December 13, 2017 Parks and Recreation Commission Meeting. The motion carried unanimously. Welcome New Park Commissioner – City Council Liaison, Kay Funk Ken welcomed City Council Liaison, Kay Funk as the newest addition to the Parks and Recreation Commission. Kay is replacing Dulce Gutierrez as City Council Liaison for Park Commission. Kay represents District 4 on the City Council. Ken stated that new Park Commissioners usually get taken for a park tour and that he would like to do the same for her in the near future. Rod welcomed Kay and thanked her for joining the Park Commission. Naming of a Park Facility – Ed Putnam Discussion Ken reminded the Park Commissioners about the letter that had been received requesting that a park and/or park facility be named after a previous Park Superintendent, E.V. Putnam. He was the first full time Parks and Recreation Superintendent for about 18 years from the mid 40’s to the mid 60’s. During his time as Superintendent, he was part of the creation of some additional parks within the City of Yakima. The letter of request was brought to Park Commission by Mr. Putnam’s daughter, Marilee Brothers, whom was present and spoke on behalf of the request at last month’s meeting. Ken reiterated that the naming of a park or facility is not something that is taken lightly. He reminded them of the list of criteria that has previously been set by City Council. Matt questioned where this would fall under the list of criteria. He stated that it could possibly be considered Civic Service, but as a Park employee, it is their duty to increase and improve the park system. He asked where the line would be drawn for naming parks after City employees that were paid to do their job. He commented that Mr. Putnam’s contribution to the City’s Parks Department is noteworthy, but struggles with the fact that it was his job. Kay stated that she has read about this in the minutes and also the newspaper articles. She agreed that many people would like to have parks named after them, but also said “as an employee, your thanks is in your paycheck.” She continued that even if there has been a precedent set with naming parks after individuals that have contributed something that is not an entitlement. Kay stated that if there was a strong feeling or a strong divided feeling on this subject, she believes the only way to know how the community feels about it would be to put it on a ballot for a vote of the people. Matt pointed out that the resolution for the criteria was signed in 2005 and Kissel Park was named well before 2005. Jenise Sanders stated that the Chesterley Park property was originally Kissel Park and was changed and developed into Chesterley upon the death of long time NCBC 005 Park Commissioner John Chesterley. Kissel Park was developed later in 2003 – 2004. Jo Miles stated that the reason Emil Kissel has a park named after him was probably because he passed in a tragic boating accident along with his wife and daughter. He was employed as the Park Superintendent at the time of his death in 1974. Jo also stated that the other eleven parks that have been named for Yakima citizens were because they contributed a substantial amount of land or money to develop the park. He continued that there are three named for volunteers, including Park Commissioners. Jo stated that Kissel is the only Yakima park named for an employee. He thanked the Yakima Herald and Mr. Putnam’s family for bringing this to the commission’s attention and reminding everyone of all the great things that Ed did for the community. He further commented that the Parks Directors after him were able to continue his good work by building new parks and improving the existing ones. He stated that he feels that Ed really set the standard for those that came after him. Jo stated that when he read Ed Putnam’s obituary, he found that one of his proudest accomplishments was Fisher Park Golf Course. He recommended improving the already existing plaque that is at Fisher Park Golf Course commemorating Mr. Putnam. He suggested establishing a budget to elevate and reset the plaque showing his name, position and years served, from ground level to a more visible location. Stacy Hackenmueller agreed with Jo’s recommendation. Matt agreed and stated maybe the plaque could be put on a stone on the way to the clubhouse. Ken suggested dedicating Fisher Park Golf Course to Mr. E.V. Putnam in the same way that Lions Pool is dedicated to Mer and Betty Edmondson and making the memorial more prominent. Matt suggested incorporating the family in the design and planning of the memorial. Jo and Kay both agreed. Matt commented that the next step would be for Ken to work on the design, cost and funding source. Ken stated that the cast aluminum plaque going in at Lions Pool is approximately $500 and is being paid for by the Edmondson family. Rod suggested that it be eye level. He stated that he feels there is a consensus of this commission to move forward with coming up with a design and costs for the project. Ken stated that it would need to go before City Council if a recommendation is made by Park Commission. Rod clarified that the Parks and Recreation Commission is only a recommending body, not able to make the decision. Ken stated that he will bring some possible examples to next month’s meeting. Community Swimming Pool Ad Hoc Committee Report Ken advised that the packets include the Community Swimming Pool Ad Hoc Committee Report. He reminded the Commissioners that City Council requested that the committee be formed after he presented to them at the Study Session in May 2017. Ken stated there were three Park Commissioners; Josette, Matt and Stacy, three City Council members; Avina Gutierrez, Dulce Gutierrez and Holly Cousens, along with community members; Joe Mann, Erika Deleon and Alma Rabadan on the committee. Ken advised that one of the things they did was create a Purpose Statement. He stated that he also presented multiple PowerPoint presentations to help aid in the conversation. He reported that they discussed location, amenities, and programs and classes that could be offered. He stated that it was a bit difficult to come up with a basic design without having a budget. Ken advised that they used the information that they have from Franklin Pool for these possible pool locations as it will be about the same amount of water. Ken advised that they narrowed it down to three possible locations; the Mill Site property, the Speedway property and MLK Jr. Park. He stated that after much discussion, the committee settled on recommending the Speedway property or MLK Jr. Park to City Council. Ken commented that there was a development group proposing to buy the Speedway property and the City’s involvement with that group needs to be discussed. He stated there may be an opportunity to go to that group and asked for a portion of the property to be donated for a pool. He also commented there was discussion regarding the possible expansion of MLK Jr. Park in the future. He stated that building a pool at MLK Jr. would limit the amount of green space there. Ken stated the committee did speak briefly about the funding options for the facility, but that is not part of the recommendation to City Council. Ken thanked the committee members for giving their time to be a part of the committee. Ken stated that this report has been submitted to the Public Works Director, Scott Schafer for his review and then it will move on to the City Manager and Assistant City Manager for their review. Matt asked Ken if he had already done his presentation to City Council. Ken stated he has not and he is not even sure if there will be a presentation or if it will be just a shared informational item. Discussion followed. Kay stated there is some anxiety regarding the current fiscal commitments for the Downtown Plaza and the YMCA. She commented that the YMCA is looking to have their pool operational by 2019, so once that happens then there may be some resources for this project. Matt stated that he felt everyone on the committee knew there was no funding source for this, but just a NCBC 006 starting point for something in the future. Discussion followed. Ken advised that if this does move forward, a consultant will need to be brought in to design the pool. Harman Center Trips and Tours - 2018 Ken introduced Leslie Richards, Recreation Program Supervisor to speak about the upcoming events, programs, and Trips and Tours at the Harman Center. Leslie handed out newsletters and Trips and Tours books. She stated they have some amazing programs at the Center as well as the trips and tours. They will be doing the Tree Lighting trip to Leavenworth, the Flower and Garden show in Seattle, Costa Rica, Thailand and Lincoln City. Leslie reported that they are trying out some new programming at the Center. They have started a writing club and Mai Jong group, added an extra tai chi class, continuing the arts and crafts class, cards, and dance class. Ken commented that Lori Schatz is the Trip and Tours Coordinator at the Harman Center and does a great job. Stacy asked what the minimum age is to go on these trips. Leslie stated that the focus is on seniors but there are family friendly events throughout the year. Discussion followed regarding the great services that the Harman Center provides. Leslie stated that the Spaghetti Feed is on the 27th of March. Manager’s Report Ken advised that their packets include the final 2017 – 2022 Parks and Recreation Comprehensive Plan. He stated it has been sent to the State Recreation Conservation Office and it has been accepted. He advised the Bike and Pedestrian Plan will be sent as an addendum to this. It is from the Planning Division and a different plan but it does go hand in hand with our plan. Ken commented how very important the statistical data in this plan is. Ken stated that we are starting to work on the plans moving forward on the 44th Ave. parking lot. The parking lot is currently closed as trees are being removed to begin demolition of the parking lot in early spring and as soon as the asphalt plants open the Streets Division will be paving. Ken reported that the pond is filled back up to the planned level. The walkways will be redone later this spring or early summer. He advised that we were able to get an extension from RCO. The original completion date was June 2018 but we were able to extend it to September. He stated that we will have a celebration for all those that have been a part of this project from the beginning. Paul asked if the existing walkways will be removed entirely and replaced or just repaired. Ken advised that he will be meeting onsite with the Streets Division to discuss that. Rod asked if the signs to not harass the ducks were ever put in. Ken advised they had. For the Good of the Order Matt asked what the Parks Division’s obligation is at SOZO. Ken stated that we do not have any obligation for SOZO. Matt asked if the RCO conversion is done. Ken stated that he believes that the conversion is close to being done, but not sure as Scott Schafer, Director of Public Works has done most of the work on that. Matt asked if construction for the YMCA can begin if the conversion is not complete. Ken advised he does not believe so, but does think that the conversion is very close to completion. Matt asked if we will be able to get any more than the $100,000 for Parks Capital. Ken stated no. Ken stated it will probably just be a few smaller projects this year. Keith Farnum spoke regarding the E.V. Putnam discussion. He stated that he liked the idea of putting this to a vote of the people. He stated that the original plaque at Fisher Park Golf Course was dug up during the renovation to the parking lot. He stated that it was then replaced in the ground near the tee box of hole #1. Keith commented that he liked the idea of elevating the plaque. He stated he did not understand Matt’s theory of not naming something after an employee. Adjournment The next Parks and Recreation Commission meeting will be February 14, 2018. The meeting adjourned at 6:26 p.m. NCBC 007 TO: City of Yakima Neighborhood and Community Building Committee FROM: Joe Caruso, Code Administration Manager DATE: March 1, 2018 SUBJECT: Vacant and Abandoned Building Status Report In June 2015, the Code Administration Division had received multiple violations of vacant houses with squatters illegally entering and occupying these structures as well as fires in abandoned buildings. An average of 5 to 7 illegal, unauthorized entries into vacant structures were reported monthly with persons also taking up residence (squatting) without permission To address these issues, Code Administration Division Compliance Officers created an inventory of all vacant structures throughout the City Of Yakima. The Code investigation identified 119 structures that were abandoned, vacant, boarded up or needing to be secured in 2015. The 119 structures were further reviewed and sorted into four categories: Level 1= 20 structures. Eminent Danger, recent fire, too dangerous for a firefighter to enter Level 2 = 11 structures. Obviously dilapidated but may not be secured Level 3 = 22 structures. Boarded up, but chronic problem of vandalism, break-ins, attractive nuisance, criminal citations Level 4 = 66 structures. Boarded up, not apparently dangerous. May have other code violations such as graffiti, weedy lots. The Level 1 and Level 2 structures were immediately addressed to ensure they did not pose eminent safety concerns. Code enforcement worked with the property owners to obtain as much voluntary compliance as possible. Most of the Level 1 and Level 2 structures were physically marked on the exterior of structures as “Dangerous Buildings” due to no operating utilities. This provided the Fire Department with advance notice that they should use extreme caution if they planned to enter the structure in the event of a fire. The unauthorized illegal entries into structures were drastically reduced after YPD and Codes utilized Chapter 11.10 of the Yakima Municipal Code and had any individuals arrested in any structure that the city closed down with a Gross Misdemeanor Citation which is jail time up to 364 days. Currently, as of February 2018, there are 47 structures from the original 119 structures (2015 inventory) that remain vacant after enforcing violations and working with property owners, banks and mortgage companies to address violations. This has been a very successful program with pressure placed on property owners, banks, mortgage companies, financial institutions and private owners to maintain their structures and abate any violations or remove any conditions that make their properties an attractive nuisance However, Code Enforcement staff have identified an additional 77 structures that are currently vacant, abandoned or unsecured. These structures were NOT included on the 2015 inventory. City staff will begin the process of further investigation to determine the ownership, condition, priority, potential violations and necessary steps to achieve compliance with these buildings. NCBC 008 January 5, 2016 COUNCIL MEETING Dangerous Building Strategy • In recent months the City Of Yakima has experienced numerous structure fires as well as other emergencies which have depleted our resources especially during multiple fires at the same time. • Many fires have occurred in structures that have been structurally compromised before the fires which have added challenging conditions for the fire department. • These conditions are putting the City Of Yakima to the extreme with our emergency services • Codes staff has developed a strategy to begin abatement of the most dangerous structures Phase One • Code Enforcement officers have identified 123 primary structures that were boarded up, vacant or appeared abandoned. All property owners, and parcel numbers have been identified through the County Assessor’s office • Structures are prioritized by the Action Level for response based upon code requirements 1. Level 1 Eminent danger, recent fire damage, too dangerous for firefighters to respond a. Buildings have been identified for YFD…marking on street front…Box with X-orange paint 22 structures 2 Level 2 Obvious dilapidated, holes in roof 44 structures…11 are uninhabitable Phase Two 3 Level 3 Boarded up, but chronic problem of vandalism, break-ins, attractive nuisance 4 Level 4 Boarded up, Not apparently dangerous. Might have other code violations, Graffiti, weeds • 22 Buildings have been identified as Level 1 which had the most serious damages. These qualify under the Fire Code and provisions of the YMC 10.05.145 • This is a an expedited process that allows for a warrant if the legal owner/owners are unresponsive EXAMPLE- Fire burned structure or compromised structure a. A Title Search is ordered to verify all individuals who have any ownership, whether outright or liens against the property b. A Notice of Non-Compliance and Order is sent out to all individuals on the Title Search as required by law c. All fire debris outside of home must be removed within 48 hours after receiving Notice of Non-Compliance d. A partially burned building, the owner shall within 10 days remove all refuse debris, burned lumber. e. If after the fire and the owner requests to re-build, he/she must obtain a structural analysis of the premises within 10 days of receiving the Notice of Non-Compliance (Fire Compromised) f. If the owner does not act on any of the requirements, along with the opportunity to schedule a hearing with the Board of Appeals within a 10 day appeal period, the Building Official may proceed to cause demolition along with cleanup work and charge the cost thereof to the property owner. (Approx. 45 day process to demolish) NCBC 009 • Action Level 2, Second Priority Program….code enforcement has identified 44 structures in this category that have been evaluated in severe condition • Even more imperative to move towards this program is the actions that YPD, YFD and Codes have been going through with these types of buildings. Squatters have been taking over vacant buildings and opening utility accounts as YPD and Codes have been removing and arresting under chapter 11.10.050 as Gross misdemeanors with jail time and fines. Neighbors have been extremely grateful and thankful for the removal of these individuals to get their neighborhoods back • In order to implement Phase One of the Dangerous Building Strategy, approximately $100,000 will be required to be authorized for this expenditure. • The Level 1 Action does not deal with any homes that are of historic nature or on the register NCBC 010 Vacant & Council Committee Minutes Neighborhood & Community Building Committee (NCBC) City Council Chambers February 15, 2018 Committee Members Staff Kay Funk, Chair Joan Davenport Ken Wilkinson Dulce approximately 2:31 p.m. Board Appointed Reports – Standing Item Transit Development Plan/Transit Related Issues – Maxey reported the following topics discussed at the recent Transit Citizens Advisory meeting on February 7th: cancellation of Selah Route 10; upcoming meetings on the implementation of Route 8 happening on 3/6 at 2pm and 5:30 pm and 3/20 at 2pm; changing from quarterly to monthly bus passes to prevent fraud; update on IT software program; additional vanpool groups operating. He further described the course that Route 8 will encompass and noted the route changes become effective May 1st. Cousens pointed out gaps in service for portions in District 7. Parks & Recreation Commission (P&R) – Wilkinson reported on the 2/14th meeting: continued discussion on a memorial for Ed Putnam; ongoing Randall Park improvements; update on the eastside swimming pool. Henry Beauchamp Community Center (HBCC) – the last quarterly meeting was 1/23/18. Most of the discussion was about the holiday meal and programming at the center. Historic Preservation (HPC) – Calhoun reported that the next meeting is 2/28th. The January meeting was cancelled due to lack of a quorum. The Commission will be discussing a list of projects to seek grant funding from the CLG (Certified Local Government). Yakima Planning Commission (YPC) – the next meeting is 2/28/18 at 3 p.m. in the Council Chambers. Calhoun reported that the Commission will continue discussion on potential standards for temporary worker housing. Staff is reviewing possible definition changes and appropriate parking standards applicable for that use. At that meeting, the Commission will also formally open the 2018 Comprehensive Plan Amendment process. He informed about a Planning Short Course, in association with Dept of Commerce, on June 25th at Public Works Training Room. Gutiérrez expressed interest in getting frequent updates on the temporary worker housing issue. Bike/Pedestrian Committee – Calhoun reported that the Bike Plan will be forwarded to City Council for adoption consideration. The Committee is also reviewing the 6-Year Transportation Improvement Program to identify projects that could include bicycle/pedestrian facilities. Future discussion will include possibility of installing bike racks in parks. Homeless Network – Davenport reported highlights of the previous meeting held on January 25th. The Point in Time Survey occurred on the same day; however, this year the provider services event was not held due to lack of funding. The NCBC briefly talked about the impact the count data would have as a consequence of not having such event. Davenport informed that the data results will be released in May. Funk expressed dissatisfaction with the vendor hired to compile the data information. It was also reported that the Homeless Network was the primary sponsor of two church groups who provide services to homeless youth. TRANS-Action Committee – Davenport reported that Trent Marquis was elected as new chairman at the previous meeting on 1/25th. Several big projects will be on their agenda this year including the redevelopment of the Mill site, the raceway property, and the housing shortage in the area. Council Mentorship/Internship Program – Gutiérrez provided an overview of the program guidelines noting that the requirements need to be completed by May 15th. She indicated that the City, in partnership with the Yakima School District, is working on the selection of this year’s participants. Time is of the essence due to a late start in the process but they have identified March 6th as a possible date for appointments and orientation. In response to Cousens idea of utilizing Yakima Valley College students, Gutiérrez clarified that per the ACLU settlement agreement, YSD was specifically identified as the recipient. Extensive dialogue continued. Gutiérrez will continue to provide updates on this matter. Page 1 NCBC 021 Approval of Minutes – Gutiérrez motioned, seconded by Cousens, to adopt the minutes of November 28, 2017 and January 18, 2018. Motion carried unanimously. Gutiérrez was excused at approximately 3:17 p.m. Update of Strategic Plan & Committee Role – Funk shared that her personal priority is to change the scope of the NCBC and rename it the Healthy Community Building Committee to encompass and highlight youth; crime prevention, crime intervention, and crime suppression. The scope would also include relationships with social service providers and volunteer programs in the area. She noted that the Governor’s budget, if adopted, includes $150k for crime prevention, evidence-based programs. Cortez explained the Strategic Plan update process thus far and pointed out that the City Council, as a whole, would have to approve any changes to the committees. She then provided a preview of some options that will be introduced to the City Council at their study session on Tuesday February 21st about the Strategic Plan Update, with a possible review of the Yakima Economic Development Strategic Plan prepared by Allison Larsen (TadZo Consulting). Future Items / Recap of Deliverables – Davenport stated that staff will provide an update next month on the Vacant & Dangerous Building project and discuss strategies to address these locations. At a previous business meeting, the City Council requested that the NCBC engage the Yakima School District and community based organizations on discussion leading to creation of literacy programs in schools. After considerable dialogue, Cortez indicated she will convey the committee’s concerns to the City Manager and provide some follow-up at the next NCBC meeting. Funk proposed that staff provide written board committee reports and include a link to the meeting minutes on the agenda. It was agreed that if minutes are available, they will be provided. If minutes are not available, staff will be prepared to provide an oral report. Audience Participation – none noted Adjourn – Cousens motioned to adjourn.
