Peterson, Airport Director, 509-575-6149 SUMMARY EXPLANATION: The Passenger Facility Charge (PFC) Program allows the collection of PFC fees up to $4.50 for every boarded passenger at commercial airports controlled by public agencies. These funds can be allocated and used by the City for the financing and construction of capital improvements and as the City's share of matching funds for construction of capital improvements to the Yakima Air Terminal -McAllister Field and its facilities. Approved Federal Aviation Administration projects include pavement preservation, airfield lighting, pavement deicing equipment, obstruction removal, and required updates to the Airport Layout Plan. These projects will ultimately enhance safety, security and capacity at the Yakima Air Terminal -McAllister Field. WHEREAS, the City of Yakima (City) owns and operates an airport and airport facilities known as the Yakima Air Terminal -McAllister Field; and WHEREAS, the City of Yakima has notified the Federal Aviation Administration of its intent to assess and collect Passenger Facility Charges authorized pursuant to 49 U.S.C. §40177 and 14 Code of Federal Regulations, Part 158 (City of Yakima Application No. PFC-18-17-C-00-YKM); and WHEREAS, pursuant to the City application, federal statute and regulations referenced above, the revenues from the Passenger Facility Charges, up to a maximum of $325,000, can be allocated and used by the City for the financing and construction of capital improvements and as the City's share of matching funds for construction of capital improvements to the Yakima Air Terminal -McAllister Field and its facilities; and WHEREAS, the City Council finds and determines that such funds should be authorized, collected and used for such uses as stated in City of Yakima Application No. PFC-18-17-C-00-YKM, and that the City Manager should be authorized to prepare, execute, submit and administer any and all applications and documents necessary or appropriate to receive and use such funds for such purposes; and WHEREAS, the City Council finds and determines that such approval and authorization serves the best interests of maintaining the vitality of the Yakima Air Terminal -McAllister Field as an important City asset, as well as promoting the general health, safety and welfare of the City's residents and those utilizing the Airport; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City Council hereby authorizes the receipt and use of funds in the maximum amount of $325,000, or such other amount as may become available from the Passenger Facility Charges authorized pursuant to City of Yakima Application No. PFC-18-17-C-00-YKM and applicable federal laws and regulations, to be used as appropriate by the City of Yakima as a direct source of funding, as well as for City required matching funds, in support of financing programs and grants for designated capital improvement projects for the Yakima Air Terminal -McAllister Field and its facilities. 1 4 Section 2. This plan provides a 5-, 10-, and 20 - year forecast for future development of the airport. Since adoption, the airport has witnessed significant growth in passengers utilizing the airport and infrastructure improvements including the 21st Avenue and Airport Lane project. The Federal Aviation Administration (F A ) requires all new and future hangars or facility improvements to be documented on the Airport Layout Plan (ALP) in order to receive federal funding. Since the plans for airport development are always changing, the ALP requires periodic updates in order to meet FAA requir ents. As part of the ALP update, the F • A will include an obstruction survey called Airport Geospatial Information System (AGIS) in support of NexGen. This process will incorporate data needed to develop satellite -based approach procedures and to better utilize and manage the National Airspace System. Runway and T iway Liquid Deicer Storage Tank and Spreader In 2016, the F • • adopted new safety standards applicable to winter weather operations (Takeoff and Landing Performance Assessment) to increase safety meas s for commercial, corporate, and General Aviation aircraft that operate during snow and ice conditions. Upon review of the Yakima Air Terminal -McAllister Field's Snow and Ice Control Plan, it has been identified that additional Snow Removal Equipment (SRE) and deicing equipment is required in order to meet the new safety standards. The addition of Runway and Taxiway deicer will help in freezing ram or icing events. Currently, the airport does not have the appropriate equipment to address freezing rain or icing events and therefore is required to close the airport until the ice has melted. In 8 order for the airport to start utilizing deicer chemicals, the airport would need to acquire deicing applicator equipment and storage tank. By investing in airport deicer equipment and the deice chemical, it will help ensure the airport remains open during most inclement weather events, while also increasing safety standards as aircraft depart and arrive. Crack Seal Airfield Surfaces Taxiway Charlie "C" and adjacent asphalt serves airlines so they may traverse from the adjacent taxiway to the terminal ramp in order to board and deplane passengers. It has been identified in the Airport's Master Plan under the Pavement Condition Index (PCI) section that Taxiway C and adjacent pavement requires maintenance to further preserve the aging asphalt. The PCI report assigned the asphalt a PCI value of 50-70, which places the asphalt in the preventative maintenance category. Crack sealing the asphalt will assist with preserving the 2005 pavement and increase the overall life expectancy while reducing Foreign Object Debris hazards. Obstruction Removal and Wildlife Mitigation The Yakima Air Terminal -McAllister Field is required to preserve the airspace around the airport to ensure no obstructions penetrate the Part 77 Navigable airspace. Additionally, the airport is required under Part 139 to uphold its Wildlife Hazardous Management Plan (WH ) to ensure the airport reduces the amount of wildlife attractants. The airport has identified three areas of concem where large trees have grown and are close to penetrating the Part 77 navigable airspace. Additionally, the airport has witnessed these trees continue to attract large birds of prey as they traverse within the airport's environment. Removing these trees will not only ensure compliance with airspace requirements it will assist the airport in reducing the wildlife attractants, This in turn will increase the safety of aircraft and airlines as they arrive and depart the airport. Runway 9/27 High Intensity Runway Lights Replacement (Design and Engineering) and Runway Fog Seal The Y. a Air Terminal -McAllister Field consists of two runways to provide aircraft operations. Runway 9/27 is the primary runway which is approximately 7,604 feet long by 150 feet wide. Runway 9/27 High Intensity Runway Lights (HIRL) was installed in 1998 and are tested on a daily basis by airfield electricians. It's been noted within the airfield maintenance records that some sections of electrical wiring are below the FAA's recommended operating range of 50 ohms Additionally, the airport continues to spend time and funds replacing older fi transformers to ensure the system r ain operational for airlines during inclement weather and nighttime. This project would initiate design and engine 'ng services to replace all associated conduit, transformers, and lights in 2020. Furthermore, it's been noted the asphalt will require some crack and fog sealing to enhance the asphalt life expectancy by 25-30%. As the airport replaces certain sections of runway lighting, it will be a prime oppo y to conduct crack and fog sealing operations, Sincerely, Robert K.
