Also attached is the current project spreadsheet developed by the Wastewater/Stormwater, Water/Irrigation, Streets/Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated prior to planned underground work on the same street. This narrative discusses Water/Irrigation Division, Wastewater/Stormwater Division and Engineering Division proj ects. Yakima Valley Trolley Barn & Museum Preservation (Enhancement Funds) Using State Enhancement funds, the City purchased the historic YVT Trolley Repair Barn and Substation on January 31, 2008. Funding also allowed for repairs to the west and south walls and the crane system. That work has been completed. Some funding still remains and will be used to remove and replace approximately 120 feet of bad track starting at the intersection of Yakima Avenue and 6th Avenue, and continue southerly along 6th Avenue. Paperwork for environmental clearance has to be submitted specifically for this deficient crossing. • Projected completion: FY2018 Cascade Mill Redevelopment Project This project includes multiple tasks to redevelop the former 225 -acre Boise Cascade Mill. Yakima was awarded $25 million in LIFT funding (Local Infrastructure Financing Tool) from the State of Washington to create a Revenue Development Area that will assist in the transition from the former mill to a mixed use economic catalyst including creation of an estimated 4,500 light manufacturing, office park, commercial, retail and entertainment jobs. The current status of the project includes: 1. The Interchange Justification Report (IJR) was approved on February 22, 2017. The purpose of the UR is to provide freeway access to a proposed east - west roadway that will connect Terrace Height to north Yakima, and thereby, provide direct access from the I-82 to the former sawmill site. Design of the preferred alignment of this east -west roadway west of the interstate is nearing completion, after which the NEPA documentation will be finalized. The "Connecting Washington" legislation approved last fall provides funds for the improvements to I-82, as well as, the bridges over the interstate and Yakima River. 1 2. Design of a North to South City Boulevard -type Street that will provide access to the mill site. City of Yakima is project lead. The first phase of this project that constructed the southernmost 500 feet of this north - south road (named Bravo Company Boulevard), along with a roundabout that connects Bravo Company Boulevard to Fair Avenue, Lincoln Avenue and MLK Boulevard has been completed. The construction was done by Granite Construction Company for a cost around $2,425,000. In mid-December 2016, the City supplemented the professional services agreement with Lochner to complete the design of Bravo Company Boulevard from where it currently ends to its connection with 'H' Street at the intersection of 7th Street. The design of the extension of Bravo Company Boulevard is about 90% complete. We are still working with the property owners on acquiring the right of way necessary to construct this section of the roadway. 3. Preliminary Design and alignment of "East-West Corridor Road" - Yakima County project lead. The existing 'H' Street corridor will be improved from North 1st Street to 7th Street as part of this project. NEPA review is scheduled for the East-West Corridor from the bridge over 1-82 and east. SEPA review is scheduled for the section that is west of the Interstate overpass. 4. Grant funding research, permitting and options for clean-up and remediation of former City of Yakima municipal landfill has begun. The Department of Ecology (DOE) terminated the Voluntary Cleanup Program that the City had entered into for this property on April 26, 2016. The City is in the process of entering into an Agreed Order (AO) for the cleanup of the site. The City's Legal team is negotiating the terms of the AO with the Attorney General's Office, and it is anticipated that the AO will be signed in February of March of 2018. • Projected completion dates: • Fair Avenue Roundabout completed: 1st Quarter 2016. • UR Approval: 1st Quarter 2017. • Landfill cleanup: The interim action plan should be completed in early 2018. • North-South Boulevard (Bravo Company Boulevard): 90% design plans have been completed and it is anticipated that this project will go to bid early 2019. • East-West Corridor: A professional services agreement has been entered into with HW Lochner for the design of this project. Construction funds to construct the modified interchange and new Yakima River Bridge become available in 2021. North 1st Street Corridor Revitalization — 'N' Street to SR -12 (Phase 1) North 1st Street Corridor Revitalization — 'N' Street to MLK Jr. Blvd (Phase 2) In 2010, the City received a $25,000 planning grant through Yakima County SLED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US -12/I-82 Interchange. The North First Street Improvement Study was performed in 2011 to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was adopted by City Council on October 11, 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. In January of 2013, the City was awarded $2,718,000 for the construction of Phase 1. A professional services agreement was entered into with HDJ Design Group to develop the engineering plans and construction specifications. The 2 engineering plans and construction specifications have been completed. Approval of the environmental documentation is ongoing. Originally, it was anticipated that the project would bid in the spring of 2015. We have since been informed that the STP construction funds will not be available until 2018 and 2019. This project will go to bid in late 2018. Emphasis will be placed on relocating/under-grounding of overhead utilities, as well as safety and improving the appearance of the corridor. Phase 2: 'N' Street to MLK Jr. Blvd., construction is estimated to be $10,000,000 and was planned to be funded by a City of Yakima bond. We interviewed consulting firms to perform the design and Huibregtse Louman and Associates (HLA) was selected to perform the design for us. They have started their work and should be completed towards the end of 2016. Due to the amount of work included in Phase 2, and the amount of impacts that it will have to traffic, businesses and private utilities, it has been determined to split Phase 2 into two phases. Phase 2A will perform the construction from MLK Boulevard to `I' Street, and is anticipated for construction in 2017. Phase 2B will perform the construction from `I' Street to 'N' Street and is anticipated for construction in 2018. Due to the fact that the City was unable to find the remainder of the funds needed for construction, the $1,500,000 TIB grant had to be returned. Once a source for the remainder of the funding is found, we can re -apply for the grant from the Transportation Improvement Board (TIB). Both phases of this work are included in a 2017 INFRA federal grant application that will be submitted in early November, 2017. • Projected completion dates: FY2018 (and later) Powerhouse Road Sidewalk This project will widen the westbound lane of Powerhouse Road from 800 feet west of Peck's Canyon Road to Cowiche Canyon Road from its' existing width to 14 feet in width so that the lane can function as a shared bicycle/vehicle lane. The project was planned to construct curb, gutter and sidewalk on the north side of the road. This project is funded with a $275,000 TAP Grant. Towards the end of the design, we were approached by members of the Yakima Bikes and Walks group concerned that if we constructed the project as originally planned and designed, we would hinder the ability to construct bike lanes on this section of Powerhouse Road in the future. Powerhouse Road is part of the popular Naches Loop Bike Ride, and this section of Powerhouse Road is very dangerous. We have looked at expanding the scope of this project, and are looking for other grants that could provide the needed funding to also install bike lanes as part of this project. To do this would necessitate the acquisition of right of way, thereby delaying the construction. • Projected completion date: 3rd Quarter FY 2019 Adams Elementarv/Washington Middle School Sidewalk Improvements This project will make various pedestrian safety improvements in the vicinity of Adams Elementary School and Washington Middle School, such as, constructing sidewalk, improving roadway crossings, installing flashers and installing fencing. Funding for this project is from a Safe Routes to School grant in the amount of $357,000. The environmental documentation has been completed and we are beginning the right of way phase. The project is scheduled to go to bid in August 2017. Bids were opened in September, but the low bid submitted was $80,000 over Engineer's Estimate. The project was modified and re -bid in November. The low bidder was Moreno and Nelson with a bid amount of $286,947.00, which is within budget. The project will be constructed once school lets out for the summer. 3 5 • Projected Completion Date: 3rd Quarter 2018 Garfield Elementary Safety Improvements This proj ect will make various pedestrian safety improvements in the vicinity of Garfield Elementary School, such as, constructing sidewalk, improving roadway crossings and installing flashers. Funding for this project is from a Safe Routes to School grant in the amount of $180,000. The environmental documentation has been completed and we are beginning the right of way phase. We are still in the process of getting the property appraisals required for the right-of-way acquisition, which has delayed the project. The project is scheduled for construction in the summer of 2018. • Projected Completion Date: 3rd Quarter 2018 Spring Creek Road — Soccer Complex This project will reconstruct and widen Spring Creek Road, 36th Avenue and Sorenson Road to three -lane roadways with curb, gutter, sidewalk and street lights to improve the access to the new SOZO Soccer Complex. The City received a $900,000 SLED grant and a $900,000 SIED loan for this project. By inter -local agreement, the City has signed an agreement with Yakima County Engineering to aid in the design of this project. The design is close to being finished and acquisition of the required right of way is nearly complete, with only the Yakima Air Terminal remaining. It is anticipated that construction of this project will occur in 2018. • Projected Completion Date: 4th Quarter 2018 Cowiche Canyon Trail This project will construct a 10 -foot wide pathway, including two bridges over Cowiche Creek from Powerhouse Road to the existing Cowiche Canyon Trailhead. The trail will be approximately 2 miles long. Funding for the project comes from a $2 million "Connecting Washington" grant. Perteet, Inc. has completed the 60% design plans for this proj ect and a Stakeholder Meeting is scheduled for February 6, 2018. It is anticipated that completion of the project design will be completed by the middle of 2018. The remaining funds for the construction will not be available until the 2019 — 2021 biennium. • Projected Completion Date: 4th Quarter 2020 Yakima Valley Trolley Improvements: Heritage Capitol Project Grant This project will provide minor restoration of the YVT facilities and trolley system and add enhancements to the Trolley Museum and property. Funding comes from a $50,000 State Heritage Capitol Grant that has been awarded to the city. The funds were matched against Trolley Volunteers labor and other improvement value plus $90,000 in construction completed by the City. The project started early this year and so far has consisted of many small projects such as reopening the Selah Gap by removing rock slides that covered the rail in the Gap for over a year; replaced 12 trolley poles that were failing or missing; purchased milled boards for the flooring in the CarBarn. Other work will include interpretive displays inside and outside the Trolley Museum; replacing a couple ineffective yard lights with six new LED yard lights, etcetera. Con construction this year. • Projected Completion Date: 2nd Quarter 2018 4 6 Fruitvale/34th Avenue and River Road/34th Avenue Roundabouts The City was successful in obtaining a $914,000 grant for the design and construction of two roundabouts to improve traffic flow and safety at these closely spaced intersections. Preliminary Engineering funds have been obligated and the design has begun in earnest. • Projected Completion Date: 4th Quarter 2019 McClure Elementary School Safety Improvements This project will make various pedestrian safety improvements in the vicinity of McKinley Elementary School, such as, replacing and constructing sidewalk, improving roadway crossings and installing a flasher at 13th Avenue. Funding for this project is from a Safe Routes to School grant in the amount of $270,000. The grant was recently awarded, design will begin in 2018, with construction scheduled for 2019. • Projected Completion Date: 3rd Quarter 2019 5 7 Water/Irrigation Division Capital Improvements Projects Water Treatment Plant Intake Improvements The project will evaluate the river and WTP intake structure for potential modifications and improvements to maintain the existing river location and flows to into the intake. We are currently working with Golder & Assoc. for Hydro -technical Engineering Support Services for design, permitting, funding, construction bid and inspection support of a new intake and flood plain stabilization structures. Dept. of Ecology has issued a Watershed grant for $250,000 for this project. A Cultural Survey was conducted and submitted. A few stakeholder meetings have been held; comments from those meetings are being incorporated into the design, as well as a river model being run to confirm proposed improvements. A meeting was held to review model results and suggested modifications to the design. The next steps to move forward include contracting for and applying for in river permits. • Projected completion date: 4th Quarter FY 2018 Fruitvale Canal - Nelson Dam Improvements This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. We are working on fish screen/intake project options. Discussions are continuing with the Bureau of Reclamation, Washington Department of Fish and Wildlife, Yakima County, National Marine Fisheries Service, Yakama Nation and North Yakima Conservation District on project design and options. A water right change in point of diversion has been approved by Ecology. Discussions with Yakima County are on-going to see how the project fits with their flood plain restoration projects. Stakeholders meetings are being held to determine possible design options. The County's Flood Plain by Design grant that was be held up by the Legislature's Capital budget has been issued. A plan forward is being worked on. Project completion date: 1st Quarter FY 2020 6 8 Water System Leak Detection American Leak Detection of Hayden, Idaho evaluated the City of Yakima's water system this past fall to determine if there are any existing, unknown leaks in need of repair. The project focused on the area between US Highway 12 south to the south City Limits, from 16th Avenue to I-82. This area includes approximately 160 miles of water mains ranging in size from 2 -inch to 24 -inch diameter, 4,000 valves and 1,400 fire hydrants. This project discovered a total of 54 fire hydrant leaks, 9 main line leaks, 9 service line leaks, 5 valve leaks. • Project completion date: Completed: 4th Quarter FY 2017 Hathaway Street Waterline Improvements This project will install 2,650 feet of 12 -inch DI waterline Hathaway Street between North 6th Avenue and North 16th Street, including crossings, services, valves and hydrants. The existing 16 -inch OD Steel water main has deteriorated and required periodic repair due to leaks. Replacement of the line will reduce unscheduled repairs, as well as improve system operation. HLA Engineering and Land Surveying, Inc. is expected to begin design of the project in March, 2018, with construction anticipated to begin late spring/early summer of 2018. • Project completion date: 3rd Quarter FY 2018 7 9 Wastewater Division Capital Improvements Projects Billy's Pond and floodplain Enhancement Project The purpose of this project is to ensure successfully meeting the goals of the original 2013 Billy's Pond Restoration project. This original project was intended to provide diverse and complex floodplain habitat for aquatic and terrestrial species by increasing total area of high quality wetland and riparian areas; and better utilization of site topography and groundwater conditions. The net outcome of the project was intended to be an increase in open waters and wetlands, as well as enhanced emergent and riparian areas adjacent to the Yakima River. Additionally, the project provided floodplain restoration and connectivity with the Yakima River as well as fish passage for salmonids and other native fish. Aquatic habitat functions and services were expanded and improved from the previous state. The project was also intended to create an opportunity to restore some of the river's natural physical and ecological processes to the floodway and floodplain. Much of the original work was successful in achieving the goals of the 2013 restoration project. The purpose of current work is addressed below: Increase pond flow-through. The 2013 Billy's Pond restoration project included removal of culverts and a weir structure at the pond outlet channel. The existing manmade ditch that drained the pond was backfilled with clean fill and a new outlet channel was excavated to remove the fish passage barrier. The new excavated channel was not dug deep enough at the inlet to provide flow-through from the pond and through the channel to the Yakima River. This channel will be dug down an additional 8 to 12 inches below existing grade adjacent to where the channel meets the pond. Enhancement of wetland and riparian vegetation in southern pond aspects. The above -water constructed habitat that was created for vegetation growth did not succeed and will be contoured to support vegetation growth. The constructed peninsulas and hummock in the southern portion of the pond will be excavated as funding allows. Lower elevations will create better equipment and crew access for replanting activities and reduce depth to the water table for planted riparian shrubs and trees. Where soil is not excavated in replanting areas around the pond, planting techniques will be used to allow plant roots to access deep groundwater, such as augering holes and installing tall container plants of vigorously -rooting species. Live stakes and emergent species will be planted at the pond edge. Stabilize floodplain with native bunchgrasses. Approximately 42 acres of the floodplain will be replanted with native bunchgrasses. Soils will be de -compacted where necessary prior to seeding. Following native grass seeding, weeds will be controlled to promote grass establishment. Contouring - or remove soil piles. The previous project left soil piles on the floodplain, adjacent to the pond, which is a source of weeds that will continually infest the floodplain without treatment. The soil piles were created from material excavated from channels leading to the pond and from new outfall channels created for the wastewater treatment plant. These piles will be contoured to allow equipment access for soil stabilization measures of weed control and reseeding with native bunchgrasses. 8 10 Proiect status. Project is physically complete. Contouring Billy's Pond is complete. All peninsulas and hummock in the southern portion were excavated and planting benches were constructed. The constructed areas have been planted with native riparian vegetation and beaver fencing was installed in these areas. However, Voles have been identified as girdling newly planted trees, measures were taken to re -plant effected areas and matting was removed near the trees to discourage Vole predation. Contouring and replanting was completed November 2016; currently there is 95% survival in the fenced areas, MCFEG will continue installation of fencing in all other areas and re -plant in 2018. This portion of the project is successful. However, future survival rates will depend on a number of factors including weather, maintenance activities, vandalism, and predation. Success of work completed has been determined by monitoring pond depths & temperatures by Yakima Basin Fish and Wildlife Recovery Board. Ongoing weed control through 2020 is expected to ensure a healthy native grass stand. Highly successful germination and survival rates have been observed in 2017 and 2018 on the seeded soil piles and floodplain. Approximately 10 seedlings per square foot with some areas of high numbers of invasive weed species documented. Weeded areas were addressed in fall of 2017 through a variety of mechanical and chemical practices. Efforts to control invasive weed species will be implemented and expected through 2020. Mid Columbia Fisheries Enhancement Group has been awarded grants for seeding maintenance (weed control) & site evaluations, and for planting and predation improvements thru 2018. • Projected completion: CLOSED Pipe Rehabilitation — General The Wastewater Division has identified pipeline segments that need to be rehabilitated or replaced. In addition, the Wastewater Division identified areas where new manholes are needed for access in order to perform the required maintenance on existing sewer pipes. Budget has been approved starting in 2017 to start a pipeline rehabilitation program to address these issues. The City awarded a Professional Services Agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services specific to the identified needs through 2019. 2018 Scheduled Projects: Wastewater Collection System Improvements — Priority 1 1750 LF of sewer pipe rehabilitation with 14 new manholes in various locations; DW Excavating of Davenport, WA was awarded this project for $349,821.42; Project scheduled to be completed in spring 2018 Wastewater Collection System Improvements — Priority 2 3600 LF of sewer pipe rehabilitation by CIPP in various locations; 9 This project is currently in design; Project scheduled to be completed in fall 2018; These and future project will stabilize current conditions of the city's wastewater pipe system and reduce infiltration of groundwater which will save treatment costs and limit the need for upgrades to the Wastewater Treatment Plant. Future projects will be determined based on need and cost. In addition to these projects, City wastewater crews perform point repairs, manhole rehabilitations, and other maintenance projects that add to the stabilization of the pipe system and reduce infiltration of ground water. Completed in 2017: • 2 point repairs installed by city wastewater division • 15 manhole repair/replacements • Projected completion date: on-going Collection System Plan Update & Initial Stormwater Comp Plan, Wastewater Facility Plan With the adoption of the new stormwater regulations a comprehensive Stormwater System Plan is needed and will be implemented along with the Wastewater Facility and Collection System Plan Update. Akel Engineering Group, Inc. has completed capacity models for both systems and completed a capital projects priority projection based upon the capacity model. Design of stormwater improvements for N. 1st Street and Randall Park projects are under way. The Division retained the services of Gray & Osborne Consulting to update the draft 2013 Wastewater Treatment Plant Facility Plan. The Wastewater Facility Plan project updates the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. The updated facility plan will incorporate the collection system and stormwater system master plans. • Projected completion date: FY 2019 Speedway Interceptor and Beech Street Lift Station Project The existing 36 inch gravity sewer interceptor located between Beech Street and Nob Hill on the west side of I-82 is currently experiencing excessive sedimentation due to flat and adverse pipe slopes with slow fluid speeds and intermittent reverse flows. As part of the 2013 wastewater Master Plan, improvements to that interceptor were identified. The improvements include a force main installed through the existing 36 inch pipe as well as the construction of a new lift station on Beech Street south of Kiwanis Park. Flows currently reaching the Race Street lift station will be redirected in following phases at Beech and 15th and be redirected into the new lift station. The Race Street lift station will then be decommissioned. The project will allow for conveyance of existing flows at higher speeds as well as provide a mechanism for expanding service to the Boise Cascade Mill Site region without increasing the sedimentation problem as flows from that area 10 develop. It will also allow for construction of improvements that will eliminate existing bottlenecks in the sewer interceptor system west of Washington Middle School. RH2 Engineering was hired as the engineering design consultant to address these issues, as well as address issues with the Rudkin Road lift station electrical elements and bypass options. RH2, with the help of City staff, prioritized the following two projects: Rudkin Road Lift Station Improvements: City Project No. 2416 Upgrade to electrical elements of the Rudkin Road lift station and installation of an emergency bypass connection. Farmers Electric II, LLC of Othello, WA was awarded this project for $146,591.52 Project is substantially complete Beech Street Interceptor, Lift Station, and Force Main. City Project No. 2365 • Schedule A — 3000 LF of new gravity sewer Scout Lake Construction, Inc. of Selah was awarded Schedule A for $1,041,578.63 This portion of the project is substantially complete • Schedule B — Construction of new lift station located in southeast corner of Kiwanis Park along Beech Street and sliplining 6550 LF of force main sewer Rotschy, Inc. of Vancouver, WA was awarded Schedule B for $2,971,705.97 This portion of the project is scheduled to be completed in summer 2018. • Projected completion date: FY2018 11 13 Stormwater Capital Improvements Projects DID #29 Reroute: The drainage improvement district (DID) #29 pipe collapsed underneath a home at 320 N. 29th Avenue. A construction project rerouted the drain line out to 29th Avenue and then north to an existing DID manhole. The project was awarded to Tri -Valley Construction, Inc. for the low bid amount of $51,927.29 in November 2016. Funding for the project was from the Stormwater Capital Fund. Construction was completed in December 2016. • Project is complete 49th Avenue Drainage This project will install curb and gutter between 48th and 50th Avenues on Englewood Avenue and upsize existing drain lines on both Englewood Avenue and N. 49th Avenue to improve drainage and prevent flooding during future storm events. This project will be funded through the Stormwater Capital Fund. Bids were opened September 13th and from the six bids received, D.W. Excavating from Davenport, Washington was the low bidder. Construction will begin in October and should be completed this year, weather permitting. • Projected completion date: 4th Quarter FY 2017 12 14 AFFIRMATIVE ACTION GOALS & W/M/DBE PARTICIPATION W/M/DBE utilization has been included in the past but is not included with this report. The Engineering Division continues to request apparent low bidders of public works contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award. However, changes in state law due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of public works projects such as requiring W/M/DBE subcontracting. While some contractors have voluntarily reported such information in the past, we have not received any such reporting last year. Although we do not receive such information voluntarily, the City must still meet certain of these federal requirements and each contractor must comply with the Standard Specifications that are included on each City Public Works Contract.
