SUMMARY EXPLANATION:
Improvements to the Water Treatment Plant intake are necessary to ensure proper flow of
Naches River to the Water Treatment Plant. Over the last few years, several high water events
have caused the Naches River to migrate away from the intake.
Design of these improvements are completed and the project is ready for the permitting
process. This addendum is necessary to receive permits and to make changes required by the
permitting agencies. Permits are required from Corps of Engineers, Yakima County (both
Shoreline and SEPA), Washington Fish and Wildlife and Washington Department of Ecology.
Consultation with National Marine Fisheries and US Fish and Wildlife regarding
Endangered Species is also necessary. Using the Municipal Research and Services Center
(MRSC) of Washington Roster, a statewide small works and consultants roster system, followed
by a competitive selection process, the City selected Golder Associates, Inc.
The City desires to enter into Addendum 4 to the existing Professional Services Agreement with
Golder Associates, Inc. to apply for and obtain permits required for the Water Treatment Plant
Intake I mprovements. The terms of Addendum 4 would be in an amount not to exceed
$103,550. (See attached Agreement with Exhibit A and B)
Exhibit A of the Agreement describes the Scope of Work. Exhibit B of the Agreement describes
the Schedule of Rates.

authorizing execution of addendum 4 to the engineering and consulting
services agreement with Golder Associates, Inc. 2011-085 for $103,550 to
complete Permitting efforts for the Naches River Water Treatment Plant
Intake Project.
WHEREAS, the City is in the process of making improvements to the Water Treatment
Plant Intake, which requires applying and obtaining permitting for the project; and
WHEREAS, the City desires to enter into Addendum 4 to the existing Professional
Services Agreement with Golder Associates, Inc. 2011-085 to apply and obtain permits required
for the Water Treatment Plant Intake Improvements; and,
WHEREAS, the City of Yakima used the procedure established by the State of
Washington and used the Municipal Research and Service Center Professional Services Roster
process to select a firm to perform the design work; and
WHEREAS, Golder Associates, Inc. was determined to be qualified to perform the needed
hydraulic model work; and
WHEREAS, the Scope of Work and Budget included in this supplement meet the needs
and requirements of the City of Yakima for this project, and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of the
City and its residents to enter into Addendum 4 to the Professional Services Agreement with
Golder Associates, Inc. 2011-085, to apply and obtain permits for the Water Treatment Plant
Intake Improvement Project, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the attached Addendum 4 to the
Professional Services Agreement with Golder Associates, Inc., attached hereto and incorporated
herein by this reference, not to exceed One Hundred and Three Thousand Five Hundred and Fifty
Dollars ($103,550) to provide the Professional Services as described in the Addendum.

This Addendum, hereinafter identified as Addendum No. 4, is hereby entered into and made a part of the
Agreement between City of Yakima, Washington, and Golder Associates, Inc., for Professional Services
first entered into on the 9th day of April, 2010, by the CITY OF YAKIMA, hereinafter called the "CITY," and
GOLDER ASSOCIATES, INC., hereinafter called the "ENGINEER."
WITNESSETH: That in consideration of the mutual covenants and agreements herein contained, the parties
hereto do mutually agree to amend, revise, and/or add the following to the referenced Agreement:
SECTION 2 - SCOPE OF SERVICES
2.1 Basic Services: In addition to the duties set forth in the underlying agreement,
ENGINEER agrees to perform additional work tasks described in the attached Addendum
No. 4 Exhibit A: Permitting Support for the City of Yakima Water Intake Project
(Project).
SECTION 5 - COMPENSATION
5.1 COMPENSATION ON A TIME SPENT BASIS AT SPECIFIC HOURLY RATES: For the
services described in the attached Addendum No. 4 Exhibit A, compensation shall be on
a time spent plus expenses basis at the ENGINEER's normal hourly billing rates shown on
Exhibit B, attached to this agreement.
IN WITNESS WHEREOF the parties hereto duly enter into and execute this Addendum No. 4, as of this
day of , 2018.
Other than specific amendments stated herein, all other terms, conditions and requirements of the
underlying contract shall remain in full force and effect throughout the term of the underlying contract.

EXHIBIT A
CITY OF YAKIMA - NACHES RIVER HYDROTECHNICAL ENGINEERING SUPPORT
FOR THE WATER TREATMENT PLANT INTAKE
SCOPE OF WORK
During the term of this AGREEMENT, the ENGINEER shall perform professional services in
connection with the following project:
A scope of work is presented here to complete Permitting for the City of Yakima Water Intake
Project (Project):
The initial project tasks addressing Data Review (Task 1), Site Reconnaissance (Task 2), and
Reporting (Task 3) for the first phase of work have been completed, as indicated below.
Meetings and Final Design tasks (4 and 5, respectively) are on-going. Development of
hydraulic models, which includes data review and model development for a new intake structure
and floodplain stabilization structures and reporting (Tasks 6 through 8) have been similarly
been completed. The new Permitting Support work (Task 9) is addressed in this addendum:

Detailed descriptions of the services are provided as follows:
Task 9 — Permitting Support for the City of Yakima Water Intake Project
Description: Prepare and submit City of Yakima Water Intake Project permits as described
within the following subtasks 9a through 9f below.
Assumptions:
• Golder Associates, Inc. (Golder) will serve as the prime through permitting process and
provide integrated engineering, coordination and project management.
• 48 North Solutions, Inc. (48 North), as a sub -contractor to Golder, to provide permit
expertise, support, development, and coordination.
• This scope/budget is focused on developing and submitting permit level documents for
Agency/regulatory permit review, generally using the currently developed Project design
drawings and information; this scope/budget does not include detailed engineering effort
or development of construction bid packages and drawings.
• No Habitat Management Plan or Mitigation Plan for the Project will be required as part of
this scope.

• Permitting support provided by 48 North is as described herein and in more detail in their
proposal dated December 14, 2017; and all information contained in that proposal are
applicable to the work as described in this Addendum.
• Permitting effort and corresponding engineering effort assumes the current status of
design is generally accepted by the Agencies and corresponding regulatory review of
permit submittals, and that no significant changes to the design are required; any
significant changes or modifications to the design or corresponding permit documents
(after permit submittals as described herein) would require updating the scope/budget to
reflect the required Agency changes.
Deliverables: As described in subsequent tasks.
Schedule: Final schedule to be coordinated with the City. Anticipated completion summer
2018. A working schedule will be initiated immediately upon start of the work, and then updated
and revised as additional and/or new information is developed.
Task 9a — Project Management
Description: On-going project management throughout all subtasks to track resources,
schedule, budgets, and deliverables for Golder staff and sub -contracted effort by 48 North.
Assumptions:
• Golder will serve as the prime and lead project management with support by 48 North.
Deliverables: Regularly scheduled meetings to update on status (anticipating every -other -
week), email communications, monthly invoicing and billing statements, etc.
Schedule: Concurrently throughout Task 9.
Cost: $4,650.
Task 9b — Design Drawings and Engineering
Description: Review and develop technical input, drawings, engineering, and related
information for the permit documents.
Assumptions:
• Information developed to support permit submittal is not intended to meet the detailed
design or engineering level.
• Includes permitting level estimates for material quantities, volumes, areas, specifications.
• Review/development of preliminary construction methods/engineering and water
diversion options
• JARPA-formatted figures/drawings to support permit applications.
• 2 -year peak flow estimates and inundation areas.
Deliverables: Technical input in the form of MS Word documents, drawings, emails, input,
meeting coordination, etc. throughout the subsequent subtasks.

Schedule: Final schedule to be coordinated with the City and pending input from
Agency/regulatory review; anticipated completion Q1 -Q2/2018.
Cost: $17,200.
Task 9c — Ordinary High Water Mark Determination
Description: Complete a field assessment and delineation of the Ordinary High Water Mark
(OHWM).
Assumptions:
• The OHWM is needed to determine the project footprint to support permit submittals.
OHWM will be determined for both sides of the Naches River channel and extend
approximately 50 -feet upstream and downstream of the expected construction limits, and
will include a review of flow conditions.
• Location will be marked with flagging and tagged with hand-held GPS units so that a
Washington -registered survey crew to be contracted by the City can come back and
capture the locations.
• This subtask assumes that wetland delineations will not be completed.
• Site access will be coordinated by the City for field assessment and delineation.
Deliverables: Report summarizing the methods and conclusions of the delineated
OHWM. This stand-alone report will accompany permits (addressed in subsequent subtasks);
will include a description of the aquatic and terrestrial resources at the site and a description of
the delineated OHWM boundaries.
Schedule: Final schedule to be coordinated with the City and pending input from
Agency/regulatory review; anticipated completion Q1 -Q2/2018.
Cost: $15,100.
Task 9d — SEPA Checklist and Local Permitting
Description: Develop a standard State Environmental Policy Act (SEPA) Environmental
Checklist, a Critical Areas Checklist, and the Shoreline Substantial Development permit
applications.
Assumptions:
• SEPA Checklist will be sufficient for permitting requirements, and the project will not
require an SEPA Environmental Impact Statement (EIS).
• Cultural Resources Report has been/will be completed by others (i.e. outside the scope
of this effort).
• Package will be formatted and provided to the City for official submittal.
Deliverables: One (1) draft copy of the SEPA Checklist and each permit application in MS
Word format for internal review, and then prepare the final permit documents for submittal.
Schedule: Final schedule to be coordinated with the City and pending input from
Agency/regulatory review; anticipated completion Q1 -Q2/2018.

Cost: $16,300.
Task 9e — Joint Aquatic Resource Permit Application and Assessments
Description: Develop a Joint Aquatic Resource Permit Application (JARPA), Biological
Assessment, and Essential Fish Habitat Assessment
Assumptions:
• Development of the JARPA will include the review of past communications between the
City and the Federal and State agencies. An on-site meeting with the City is anticipated
to be coordinated during the effort to complete the OHWM delineation.
• Biological Assessment (BA) is anticipated under the Endangered Species Act (ESA) for
either an informal determination of "may affect, is not likely to adversely affect", or formal
determination of "may affect, is likely to adversely affect". Consultation to the National
Marine Fisheries Service (NMFS) and/or the US Fish and Wildlife Service (collectively
called the "Services") is expected. This subtask will coordinate with the Services to
discuss the Project, and prepare the requested documentation summarizing the potential
impacts of the Project on ESA -listed species.
• Essential Fish Habitat (EFH) Assessment will include preparation of an EFH assessment
for NMFS review; the resulting determination will either be "may adversely affect" or "will
not adversely affect" designated EFH. The EFH is expected to address Chinook and coho
salmon. An effect of determination will be made for a group of species rather than for
each species.
Deliverables: One (1) draft copy of the JARPA, BA, and EFH, and each permit application in
MS Word format for internal review. A final package for submittal will be developed based on
input and edits from the team and then submitted to the required agencies.
Schedule: Final schedule to be coordinated with the City and pending input from
Agency/regulatory review; anticipated completion Q1 -Q2/2018.
Cost: $46,300.
Task 9f — Permit Submission Trackinq
Description: Submittal tracking by 48 North of all applications.
Assumptions:
• This level of effort anticipates tracking to be completed through teleconference and email
communications and does not anticipate in-person meetings with stakeholders or larger
unexpected changes to the permit package.
Deliverables: 48 North will communicate via telephone and/or email with the respective
agencies (addressed herein) to track permitting reviews and address questions, in order to keep
the permitting process moving as efficiently as possible.
Schedule: Final schedule to be coordinated with the City and pending input from
Agency/regulatory review.
Cost: $4,000.

Invoices from Golder Associates include labor charges, other direct costs, and costs associated with in-house services.
Charges include only those services directly attributable to the execution of the work. Time spent when travelling in the
interests of the work will be charged in accordance with the hourly rates.
Labor charges are based upon standard hourly billing rates for each category of staff, The billing rates include costs
for salary, payroll texoo, insurance associated with employment, benefits (including holiday, sick |eavo, and vuuaUon),
