SUBJECT: Status of Current Funding for Homeless Shelter Facilities Post -Extreme Winter
Weather Shelter Season Starting Approximately March 15, 2018
At the January 9, 2018 meeting of the Homeless Planning Policy Council (HPPC), Joan
Davenport (the City's representative) submitted a written request to the HPPC to consider
authorizing funding for the operation of a temporary homeless facility after March 15, 2018. The
HPPC written request is attached to this memo. The proposal intended to provide funding during
the period between the closure of the winter weather shelters and the July 1St date on which new
YVCOG funding contracts are awarded. Essentially, the proposal was a "gap financing" request
that would support extension of the emergency winter shelter at 1702 Englewood Avenue or
return homeless persons to the previous location of "Camp Hope" on Viola Avenue at the City
Wastewater Treatment Plant property. The term requested by the City was $160,000 to operate
until June 30, 2018, which was an estimated amount needed to run a shelter (indoor or outdoor)
during that time period.
This request was predicated on the fact that Transform Yakima Together (TYT) has already filed
for the zoning and land use review to convert the temporary shelter at 1702 Englewood to a
permanent mission. This request is in process and will not likely be completed by March 15,
2018. In addition, if the mission use is approved for 1702 Englewood Avenue, structural
improvements will be necessary, which will take time and resources to complete. It seems
inevitable that homeless persons will need to move out of the 1702 Englewood building at some
point before the mission, if approved, can official open to facilitate the improvements necessary
at the property.
The request for funding consideration was not approved by the HPPC on January 9, 2018. This
was largely because our request did not include a specific budget from TYT or other metrics the
HPPC wanted to review. Additional conversations are scheduled to ensure that the requested
information can be provided to the HPPC before their next meeting. It was, and continues to be
the City's goal to have a plan and funding in place prior to the closing of the winter weather
shelter on March 15, 2018. It was with this in mind that the City brought the proposal to the
HPPC for discussion and will continue to discuss the options for homeless persons in Yakima at
the HPPC meetings in the future.

Subject: Request for Consideration of Funding Yakima Temporary Shelter, 2018
1. Currently TYT is operating an extreme winter weather shelter at 1702 Englewood.
This temporary indoor situation is for the winter months, specifically through March
15th. The City Council approved the use, in part due to the state statute on temporary
encampments operated by religious organizations.
2. The City Council is allowing the use through approximately March 15th. Any
extension would need to go back in front of Council for approval.
3. TYT filed an application to use the building and property as a permanent mission.
The application is currently being processed. The first step is a hearing, open to the
public for testimony and comment, which is scheduled for February 8, 2018.
4. The Hearing Examiner's decision will likely be made on or before February 23, 2018.
5. There is a 14 day appeal period (from the date the decision is mailed). If the matter is
appealed, there is a briefing schedule and possible rebuttal period. The matter is
appealed to the City Council. It is likely that if an appeal is made, the hearing in front
of the City Council will not occur until late May or June.
6. The mission use requires substantial modifications to the building to conform to the
building code, fire code, and other code provisions. Homeless individuals and
families will probably not be able to reside in the building during the renovations, and
until a certificate of occupancy for the mission use is granted.
7. As such, it is likely that Camp Hope will need to operate again this year..
8. TYT had a contract with YVCOG for funding for Camp Hope for the summer of
2017. The City thinks that an efficient way to address the homeless population
transitioning from the extreme winter weather shelters after March 15th would be to
ensure that Camp Hope opens back up on March 15tH
9. The City has done its part to ensure that happens—there is a lease in place that allows
people to occupy the Camp Hope property starting on March 15th. The lease allows
the camp to operate during the summer of 2018. The purpose of the lease was to
provide a transition from the EWWS to the camp.

Today, I am asking the HPPC to consider providing funding for the camp for 2018. TYT
purchased all the equipment last year, so there should be fewer up -front costs. Ensuring
that TYT has the funding to open the camp on March 15th would provide for an effective
and efficient transition for our homeless population, give them a space that they are
familiar with to go to after the EWWS close, and provide TYT the time it needs to finish the
process to transform the 1702 Englewood property into a permanent Mission.
I move to re -authorize the 2017-018 PSA EHE Transform Yakima contract with TYT for
Camp Hope's emergency encampment program to add $160,000.00 and to provide the
contract's timeframe until November 30, 2018. This will allow the camp to seamlessly
transition the homeless people at the extreme winter weather shelter into Camp Hope, will
fund Camp Hope for one more summer, and allow TYT to complete the application process
and do the necessary construction at the 1702 Englewood building to open its permanent
mission.
Alternately, if the HPPC would like additional time to review this request, please consider
setting a special i -SPD(' meeting to consider this request.
