ITEM TITLE: Resolution authorizing acceptance of a SAFER Grant and
increasing the number of full time firefighters by three

SUMMARY EXPLANATION:
Adoption of this resolution accomplishes two objectives: It notifies FEMA of the City of Yakima's
acceptance of the SAFER grant to fund three additional firefighters. Upon this notification of
acceptance, FEMA will provide the City with a contract to be executed. It increases by three the
number of Full -Time Employees (FTEs) authorized for the Yakima Fire Department.

RESOLUTION NO. R -2018 -
authorizing execution of all necessary contracts and other documents for
the acceptance of a Staffing for Adequate Fire & Emergency Response
(SAFER) grant awarded by the Federal Emergency Management Agency
(FEMA) and increase the number of full time firefighters by three.
WHEREAS, the FEMA has funds available in grants for Fire Department personnel to
help assist communities to have adequate staffing for fire and emergency responses through
the SAFER grant program; and
WHEREAS, by adoption of Resolution Number R-2017-020 on February 7, 2017, the
Yakima City Council authorized the Fire Chief of the Yakima Fire Department to submit an
application for the SAFER grant in order to provide the resources necessary to hire three (3)
additional firefighters to increase present staffing levels; and
WHEREAS, the Chief of the Yakima Fire Department applied for funds from the SAFER
program and was notified on August 4, 2017 that the Yakima Fire Department was selected to
receive a grant award; and
WHEREAS, if the grant is accepted, the Yakima Fire Department, the City of Yakima
and FEMA will be required to execute a three (3) year agreement to hire three (3) additional
firefighters for the awarded amount of $773,568; and
WHEREAS, the Yakima Fire Department and the City of Yakima are responsible for
twenty five percent (25%) ($64,464) of salaries and benefits for the three additional firefighters
for each of the first two years, and seventy five percent (75%) ($167,607) of the salary and
benefits for the three additional firefighters for the third year of the grant; and
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
approve acceptance of the SAFER grant and to authorize the City Manager to accept and
implement the awarded grant, and increase the number of full time firefighters by three; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute all necessary contracts
and other documents necessary to accept and implement the SAFER grant and to apply the
grant resources to increase the number of full time firefighters by three.
