SUMMARY EXPLANATION:
The Bicycle Apartments project includes a Type 2 and Environmental Review to construct an 80 -
unit affordable housing community in the B-1 zoning district. The Administrative Official's Type 2
approval and SEPA Determination of Nonsignificance were issued on July 8, 2017. An appeal of
that Notice of Decision was submitted on August 1, 2017 and the Hearing Examiner conducted
an Open Record Public Hearing on September 25, 2017. At the close of that hearing, the
examiner left the record open until October 16, 2017 for any interested party to submit evidence
of how much traffic a Class (1) permitted use would generate on the property. The examiner
issued his decision for approval, subject to conditions, on October 30, 2017. Appeals of the
examiner's decision were submitted on November 15, 2017 by Bicycle Apartments LLC and on
November 17, 2017 by James K. Adams.
You are now being asked to set February 20, 2018 as the date for a closed record hearing.
