ITEM TITLE: Resolution authorizing a Memorandum of Understanding with
International Association of Firefighters Local 469 providing for
employment terms of the firefighters coming from Union Gap

SUMMARY EXPLANATION:
The Memorandum of Understanding addresses an issue concerning the City's employment of
Union Gap firefighters as part of the previous Fire Services Agreement between the City and
Union Gap. The MOU, as proposed, outlines the permanent transition of Union Gap firefighters
to the City of Yakima.

RESOLUTION NO. R -2017 -
RESOLUTION authorizing the City Manager to execute a Memorandum of Understanding
with International Association of Firefighters Local 469 providing for
employment terms of the firefighters coming from Union Gap
WHEREAS, the attached and incorporated Memorandum of Understanding addresses an
issue concerning the City's employment of Union Gap firefighters as part of the previous Fire
Services Agreement between the City and Union Gap; and
WHEREAS, the City and the firefighters wish to have a complete understanding with
regard to the firefighters coming from Union Gap that the City has employed in accordance with
the Fire Services Agreement with Union Gap; and
WHEREAS, the City Council has determined it to be in the best interest of the City and
the firefighters to approve an agreement concerning the Union Gap firefighters becoming
permanent City employees upon the execution of a new Fire Services Agreement with Union Gap;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to execute the
attached and incorporated Memorandum of Understanding between the City of Yakima and the
International Association of Firefighters (IAFF) Local 469 Firefighters.
ADOPTED BY THE CITY COUNCIL this 21s1 day of November, 2017.

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF YAKIMA AND
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL 469
THIS MEMORANDUM OF UNDERSTANDING (MOU) is entered into by and between the
City of Yakima (City) and the International Association of Firefighters Local 469 to address the
integration of the six Union Gap firefighters as permanent full time City employees upon execution
of a new Fire Services Agreement between City and Union Gap.
WHEREAS, the City has previously entered into Memorandum of Understanding with
IAFF Local 469 that provided the Union Gap firefighters would return to Union Gap upon expiration
or termination of the Union Gap Fire Services Agreement covering 2015-2017.
WHEREAS, the City and IAFF Local 469 believe it is in the best interest of all involved
that if a new Fire Services Agreement is entered into between City and Union Gap, the six Union
Gap firefighters will become permanent full time City employees transferring their credit for current
years of service, sick leave, holiday and vacation accruals.
NOW THEREFORE, upon execution of a new Fire Services Agreement between City and
Union Gap, the following Union Gap firefighters with corresponding seniority dates will become
full time permanent City firefighters;
