Public Comment Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 8. Public hearing and resolution for consideration and adoption of the 2017-2022 Parks and Recreation Comprehensive Plan 9. Public meeting to consider citizen comments on the proposed 2018 Annual Action Plan for Community Development Block Grant (CDBG) and HOME Fund Programs DEPARTMENT ITEMS 10. Resolution authorizing an Interlocal Agreement with Yakima Valley Office of Emergency Management to provide for the preparation and carrying out of plans in the event of a disaster CITY MANAGER UPDATE 11. Resolution authorizing temporary emergency cold weather shelters in the City of Yakima from November 15, 2017 to March 15, 2018, and allowing a faith based shelter to operate during this period of time 12. Resolution authorizing a lease with Transform Yakima Together to lease City owned property for a temporary homeless encampment 13. Other Business 14. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
