The motion carried by unanimous vote. Executive Session was held and adjourned at 5:25 p.m. BUSINESS MEETING 1. Proclamations Hanshi Morris Mack Day Proclamation Assistant Mayor Mendez proclaimed today, September 19, 2017, as Hanshi Morris Mack Day and Shihan Kara K4ack, Hanshi Mack's wife, accepted the proclamation, ii Sunfair Parade Day Proclamation Council Member Cousens proclaimed September 23, 2017, as Yakima Sunfair Parade Day and Brian Campfield, along with other Board Members from the Yakima Sunfair Parade, Page 1 of 5 Hispanic Heritage Month Proclamation ~�~� � ��� Council Member D. Gutierrez proclaimed September 15 through October 15, 2017, as Hispanic Heritage Month and Angelica Reyes, of La Casa Hogar, accepted the proclamation. B. Presentations / Recognitions / Introductions Recognition of Utility Customer Services Manager James Dean — 20 years of service Tara Lewis, interim Director of Finance and Budget, recognized Utility CustomerServices Manager James Dean for 20 years of service to the City of Yakima. ii. Community Integration Exploratory Committee Quarterly Report to Council Arthur Alcazar, Chair of the Community Integration Exploratory Committee, reviewed the Committee's third quarter report via PowerPoint. Ethics and Equal Rights Exploratory Committee Quarterly Report to Council Maria DJ Rodriguez, Chair of the Ethics and Equal Rights Exploratory Committee, reviewed the Committee's third quarter report. Committee Member David Morales reported on what the housing and rent population looks like in our community. Committee Member Philip Vargas reported on wage theft. The Committee members feel this should be a permanent committee and will be reporting again atthe October 3, 2017, Council meeting. C. Appointments to Boards, Commissions and Council Committees Appointment of Jacob Clay to the Historic Preservation Commission and acceptance of September 14, 2017 Council Nominating Committee minutes MOTION: A. Gutierrez moved and Cousens seconded to appoint Jacob Clay to the His(orjc Preservation Commission and accept the Committee minutes. The motion carried by unanimous vote. 5. Council Reports A. Draft Immigration Reform Letter Council Member D. Gutierrez shared a revised draft letter with Council. MOTION: D. Gutierrez moved and Cousens seconded to approve the newest revised letter. The motion carried by unanimous vote. The following community members spoke in support ofthe letter: Aileen Kane, City resident; Lawrence Breer, City resident; and Cassie Collins, non- resident. B. Truck Route Ad Hoc Committee Proposal Sean Hawkins, Economic Development Manager, briefed Council on the proposal.K8C}T|[>N: A. Gutierrez moved and Cousens seconded to establish an Ad Hoc Committee for truck routes as proposed that would include an invitation for Council Members tojoin. The motion carried by a 6-1 vote, Lover voting no. C. Accept Council Economic Development Committee minutes of August 24, 2017 Page 2 of 5 178 MOTION: A. Gutierrez moved and Cousens seconded to accept (he Committee minutes. The motion carried by unanimous vote. G. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6C (now 9) was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Mendez seconded to approve the ConsentAgenda. The motion carried by unanimous vote. A. Approve payment of disbursements for the period August 1 – 31, 2017 B. Set date of October 3, 2017, for a closed record public hearing to consider the Yakima Planning Commission's recommendation regarding the preliminary plat of Anderson Estates South located in the vicinity of S 64th Ave & Ahtanum Rd C. Ordinance amending YMC 11.10.O6Oto add a definition of Hazardous Vegetation and amend the definition of Nuisance to include hazardous vegetation ORDINANCE NO. 2017-025, AN ORDINANCE amending the City of Yakima Municipal Code Chapter 11.10.060 Definitions to add a definition of Hazardous Vegetation and amend the definition of Nuisance to include hazardous vegetation. 7. Public Comment Duane Worrell and Ray Matthews, City residents, spoke on behalf of a group against the permit/police escort fee for the non-profit motorcycle toy drive. MOTION: Lover moved and Cousens seconded to add this topic to the next Council agenda (October 3). The motion carried by unanimous vote. It was Council consensus for the Public Safety Committee to review this topic at their September 28 meeting. Lt. Ivan Landeros, City resident, stated he is requesting a disaster relief vehicle from the Salvation Army, and he may ask for a letter of support from the Council for this vehicle. Cassie Collins, non-resident, spoke in support of Camp Hope and reminded Council and the community of their need for running water and donations, Aileen Kane, City resident, agreed with Ms. CoUins's statements. Lawrence Breer, City resident, questioned the consent agenda process. PUBLIC HEARINGS 8. Public Hearing and consideration of a resolution to amend the 2017-2022 Six -Year Transportation Improvement Program Brett Sheffield, Chief Engineerbriefed Council on the amendment. Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk Page 3 of 5 MOTION: Mendez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION R-2017-115, A RESOLUTION to amend the Six-year Transportation Program (TIP) for the period of 2017 through 2022 to include projects affecting the City's Transportation Plan. DEPARTMENT ITEMS 9. Resolution adopting Yakima Transit's Transit Development Plan for 2017-2022 and annual report for 2016 Alvie Maxey, Transit Manager, answered questions from Council Member D.Gutierrez regarding future plans for the Transit Division. The City Clerk read the resolution by title only. MOTION: Mendez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2017-114, A RESOLUTION adopting Yakima Transit's Transit Development Plan for 2017-2022 and annual report for 2016. 10. Downtown Yakima Business Improvement District Boundary Review Sean Hawkins, Economic Development Manager, reported on Joe Mann's request to increase the DYBID boundary. Council Member D. Gutierrez suggested adding the Naches Parkway to the DYBID. MOTION: A. Gutierrez moved and Mendez seconded to authorize staff to move forward with the process of a DYBID boundary change. The motion carried by unanimous vote. CITY MANAGER UPDATE 11. Proposed conversion of Naches Parkway to a City Park Parks & Recreation Manager Wilkinson briefed Council on the proposed conversion. Mr. Wilkinson also suggested adding paths and parkways to current park ordinances. Michelle Wilson and Roger Wilson, non-residents and City property owners, shared their concerns about people feeling unsafe near the parkway and spoke in support of the park designation. Mayor Coffey stated she recalls when the parkway was more of a park with benches and picnic tables, which were removed due to loitering. She recommends a careful review of the objectives and believes this should be referred to a Council Committee. After Council discussion, MOTION: A. Gutierrez moved and Cousens seconded to refer this to the Council Neighborhood and Community Building Committee. The motion carried by unanimous vote. MOTION: A. Gutierrez moved and Mendez seconded to have staff make Page 4 of 5 179 180 recommendations on reviewing the Municipal Code on paths and parkwayto present to Council at the October 17, 2017, business meefing. The motion carried by unanimous vote. 12. Proposal for temporary closure of parking lot #2 Sean Hawkins, Economic Development Manager, asked Council for direction regarding the proposed parking lot closure of parking lot #2 at 3rd Street and Chestnut. Bill Duerr, City resident, spoke against closing the lot temporarily. After Council discussion, MOTION: Cousens moved and Lover seconded to close l42parkingspaces in parking lot #2 for seven consecutive days starting Qctober 23 through October 29, using occupancy pre and post as a form of metric system to measure the businesses that directly touch lot #2. The motion failed by a 4-3 vote, A. Gutierrez, Adkison, Mendez and Coffey voUng no. 13. Other Business A. Yakima Housing Authority letter City Manager Moore brought forward a draft conditional award Ietter concerning the Yakima Housing Authority's Veteran Supportive Housing and Service Center Project. MOTION: Adhioon moved and Cousens seconded toapprove Archie Matthews signing the letter. The motion carried by unanimous vote. 14. Adjournment MOTION: Mendez moved and D. Gutierrez seconded to adjourn to City Council Study Session on September 26, 2017, at 10 a.m. in the Council Chambers. The motion carried by unanimous vote.
