Pledge ofAllegiance Mayor Coffey led the Pledge ofAllegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Vi||anenorwho announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations i Lou 8arto||i Day proclamation Mayor Coffey proclaimed September 15, 2017, as Lou "The Professor" Bartelli Day and Mr. Bartelli accepted the proclamation. ii. Constitution Week proclamation Council Member Lover proclaimed the week of September 17 through 23, 2017, as Constitution Week and Leslie Shields accepted it. Beverly Breitenfeldt, City resident, thanked Council for the proclamation and support of the Constitution. iii. Truck Driver Appreciation proclamation Assistant Mayor Mendez proclaimed September 10-16, 2017, as National Truck Driver Appreciation week and Angie Stickney and Matt Blinsky of Floyd Blinsky Trucking accepted it. B. Presentations / Recognitions / Introductions i Presentation of the "2016 Wastewater Treatment Plant Outstanding Performance" award to the City's Wastewater Division by the Department of Ecology Donna Smith and Coleman Miller from the Department of Ecology Central Regional Office Page 1 of 6 171 presented the Outstanding Treatment Plant Award to the City of Yakima Wastewater Treatment Plant in recognition of the plant's full compliance with the state issued National Pollutant Discharge Elimination System (NPDES) permit in 2016. Mike Price, Wastewater Treatment Plant Manager, accepted the award. ii. 4th of July Celebration report by Greg Stewart, President and General Manager of the State Fair Park Greg Stewart, President and General Manager of the State Fair Park, gave a report on the 4th of July Celebration. Recognition of City Attorney Jeff Cutter - 20 years of service City Manager Moore recognized City Attorney Cutter for 20 years of service to the City of Yakima. iv. Recognition of Community Development Director Joan Davenport - 30 years of service City Manager Moore recognized Community Development Director Davenport for 30 years of service to the City of Yakima. v. Recognition of Supervising Senior Analyst Corinne Choy - 30 years of service John Carney, Interim Information Technology Services Manager, recognized Supervising Senior Analyst Corinne Choy for 30 years of service to the City of Yakima. 5. Council Reports A. Revised draft letter to President Trump re: DACA Mayor Coffey shared her disappointment that Council was unable to approve a letter on this issue to President Trump sooner. MOTION: D. Gutierrez moved and Cousens seconded to terminate further consideration of this letter addressed to President Trump. The motion carried by unanimous vote. MOTION: D. Gutierrez moved and Cousens seconded to direct staff to draft a letter to be sent to each member of both the Senate and House Committees tasked with this matter and our entire Federal Legislative Delegation, indicating that the Yakima City Council supports the Deferred Action for Childhood Arrivals (DACA) program. The motion carried by unanimous vote. B. Letter of support to the State Department of Social and Health Services (DSHS) supporting YPAL's funding application MOTION: Adkison moved and D. Gutierrez seconded to approve the letter of support. The motion carried by unanimous vote. C. Accept Council Economic Development Committee minutes of June 29, 2017 MOTION: A. Gutierrez moved and Cousens seconded to accept the minutes. The motion carried by unanimous vote. Page 2 of 6 172 D. Accept Council Neighborhood & Community Building Committee minutes of July 20, 2017 MOTION: D. Gutierrez moved and Mendez seconded to accept the minutesThe motion carried by unanimous vote. G. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. The following items were added to the consent agenda O(GN),0(SO).10(6P).11 (60) and 12 (6R). Item 61(8) was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by tifle. (Items on the Consent Agenda are handled under one motion without further disqussion—see motion directly below.) MOTION: Cousens moved and Mendez seconded to approve the ConsentAgenda. Resolution authorizing execution of a Comrnunity Economic Revitalization Board (CERB) Planning Grant Agreement for funds to evaluate real estate options for the establishment of a Yakima Business Incubator and Public Market RESOLUTION NO. R-2017-112, A RESOLUTION authorizing execution a Community Economic Revitalization Board (CERB) Planning Grant Agreement for funds to evaluate real estate options for the establishment of a Yakima Business Incubator and Public Market. 7. Public Comment Nicholas and Rebecca Helms, City residents, introduced themselves as the new Salvation Army Leadership team. Cassie Collins, non-resident, thanked Council for their support of the DACA program. DEPARTMENT ITEMS 8. Resolution authorizing an agreement with M -B Companies, Inc. to provide required Snow Removal Equipment for the Yakima Air Terminal -McAllister Field City Attorney Cutter reported the City received a bid protest on this item by an unsuccessful bidder, who provided a non-responsive bid. After careful review, the City has determined the elements brought up are not of concern and recommends Council approve the resolution. MOTION: A. Gutierrez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. Fl-2O17413.ARESOLUTION authorizing the execution of an agreement with M -B Companies, Inc. to provide required Snow Removal Equipment for the Yakima Air Terminal -McAllister Field. CITY MANAGER UPDATE 9. Discussion regarding retail marijuana in the M-1 Zoning District Joseph Ca|hnun, Planning Manager, briefed Council on the zoning insue, noting that if Council Page 5ofG �~�� ���� decides to include the M-1 zone for Marijuana Retail, a Public Hearing will need to be scheduled. Patricia Byers. City resident, spoke against expanding the zoning. Mayor Coffey asked if there were any questions or motions by Council members, and hearing none, noted there will be no changes to the zoning. 10. Other Business Council Member A. Gutierrez stated she is interested in changing the designation of the Naches Parkway to a park. It was Council consensus to discuss this at the next Council Business meeting. 11. Adjournment MOTION: Mendez moved and Adkison seconded to adjourn to the next City Council Business meeting on September 19, 2017, at 6 p.m. in the Council Chambers.
