ITEM TITLE: Update on the RCO conversion process and YMCA third quarter
update for proposed Aquatic/Fitness Facility at Chesterley Park

SUMMARY EXPLANATION:
The proposed Aquatic/Fitness Facility project at Chesterley Park is contingent on the City
obtaining a successful conversion from both the Washington State Recreation and Conservation
Office (RCO) and the National Parks Service (NPS) to allow for an indoor facility to be built on
City property that was originally purchased and developed using federal, state, and local funding
for outdoor activities. I n addition, the YMCA must secure at least 80% of the $20 million project
cost ($16 million). Both conditions must be met by December 31, 2017 for the project to
proceed per the agreement between the City and YMCA.
Scott Schafer, the City's Public Works Director, will update the City Council as to where the City
is within the conversion process. Bob Romero, Executive Director of the Yakima YMCA, will
update the City Council as to the types of funding and the amount achieved by the YMCA to
date.
