Constitution Week and Leslie Shields accepted it. Beverly Breitenfeldt, City resident, thanked
Council for the proclamation and support of the Constitution.

Assistant Mayor Mendez proclaimed September 10-16, 2017, as National Truck Driver

Presentation of the "2016 Wastewater Treatment Plant Outstanding
Performance" award to the City's Wastewater Division by the
Department of Ecology
Donna Smith and Coleman Miller from the Department of Ecology Central Regional Office

presented the Outstanding Treatment Plant Award to the City of Yakima Wastewater
Treatment Plant in recognition of the plant's full compliance with the state issued National
Pollutant Discharge Elimination System (NPDES) permit in 2016. Mike Price, Wastewater

MOTION: D. Gutierrez moved and Cousens seconded to terminate further
consideration of this letter addressed to President Trump. The motion carried by
unanimous vote.
MOTION: D. Gutierrez moved and Cousens seconded to direct staff to draft a letter to
be sent to each member of both the Senate and House Committees tasked with this
matter and our entire Federal Legislative Delegation, indicating that the Yakima City
Council supports the Deferred Action for Childhood Arrivals (DA CA) program. T he
motion carried by unanimous vote.
B. Letter of support to the State Department of Social and Health Services (DSHS)
supporting YPAL's funding application

6. Consent Agenda
Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. The following items were
added to the consent agenda 8 (6N), 9 (60), 10 (6P), 11 (6Q) and 12 (6R). Item 61 (8) was
removed from the consent agenda. The City Clerk read the Consent Agenda items, including
resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one
motion without further discussion—see motion directly below.)
MOTION: Cousens moved and Mendez seconded to approve the ConsentAgenda. The
motion carried by unanimous vote.

DEPARTMENT ITEMS
8. Resolution authorizing an agreement with M -B Companies, Inc. to provide required Snow
Removal Equipment for the Yakima Air Terminal -McAllister Field
City Attorney Cutter reported the City received a bid protest on this item by an unsuccessful
bidder, who provided a non-responsive bid. After careful review, the City has determined the
elements brought up are not of concern and recommends Council approve the resolution.
MOTION: A. Gutierrez moved and Cousens seconded to adopt the resolution. The
motion carried by unanimous vote.
RESOLUTION NO. R-2017-113, A RESOLUTION authorizing the execution of an
agreement with M -B Companies, Inc. to provide required Snow Removal Equipment for the
Yakima Air Terminal -McAllister Field.
CITY MANAGER UPDATE
9. Discussion regarding retail marijuana in the M-1 Zoning District
Joseph Calhoun, Planning Manager, briefed Council on the zoning issue, noting that if Council

decides to include the M-1 zone for Marijuana Retail, a Public Hearing will need to be
scheduled. Patricia Byers, City resident, spoke against expanding the zoning. Mayor Coffey
asked if there were any questions or motions by Council members, and hearing none, noted
there will be no changes to the zoning.
10. Other Business
Council Member A. Gutierrez stated she is interested in changing the designation of the
Naches Parkway to a park. It was Council consensus to discuss this at the next Council
Business meeting.
11. Adjournment
MOTION: Mendez moved and Adkison seconded to adjourn to the next City Council
Business meeting on September 19, 2017, at 6 p.m. in the Council Chambers. The
motion carried by unanimous vote. The meeting adjourned at 7:09 p.m.

Maria DJ Rodriguez, Chair of the Ethics and Equal Rights Exploratory Committee, reviewed
the Committee's third quarter report. Committee Member David Morales reported on what the
housing and rent population looks like in our community. Committee Member Philip

Historic Preservation Commission and accept the Committee minutes. The motion

A. Draft Immigration Reform Letter
Council Member D. Gutierrez shared a revised draft letter with Council. MOTION: D.
Gutierrez moved and Cousens seconded to approve the newest revised letter. The
motion carried by unanimous vote. The following community members spoke in support of the
letter: Aileen Kane, City resident; Lawrence Breer, City resident; and Cassie Collins, non-
resident.
B. Truck Route Ad Hoc Committee Proposal
Sean Hawkins, Economic Development Manager, briefed Council on the proposal. MOTION:
A. Gutierrez moved and Cousens seconded to establish an Ad Hoc Committee for
truck routes as proposed that would include an invitation for Council Members to join.
The motion carried by a 6-1 vote, Lover voting no.

motion carried by unanimous vote. It was Council consensus for the Public Safety Committee
to review this topic at their September 28 meeting.
Lt. Ivan Landeros, City resident, stated he is requesting a disaster relief vehicle from the
Salvation Army, and he may ask for a letter of support from the Council for this vehicle.
Cassie Collins, non-resident, spoke in support of Camp Hope and reminded Council and the
community of their need for running water and donations.
Aileen Kane, City resident, agreed with Ms. Collins's statements.
Lawrence Breer, City resident, questioned the consent agenda process.
PUBLIC HEARINGS
8. Public Hearing and consideration of a resolution to amend the 2017-2022 Six -Year
Transportation Improvement Program
Brett Sheffield, Chief Engineer, briefed Council on the amendment. Mayor Coffey opened the
public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk
read the resolution by title only.

MOTION: Mendez moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION R-2017-115, A RESOLUTION to amend the Six-year Transportation
Program (TIP) for the period of 2017 through 2022 to include projects affecting the City's
Transportation Plan.

9. Resolution adopting Yakima Transit's Transit Development Plan for 2017-2022 and annual
report for 2016
Alvie Maxey, Transit Manager, answered questions from Council Member D.Gutierrez
regarding future plans for the Transit Division. The City Clerk read the resolution by title only.
MOTION: Mendez moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.

10. Downtown Yakima Business Improvement District Boundary Review
Sean Hawkins, Economic Development Manager, reported on Joe Mann's request to increase

11. Proposed conversion of Naches Parkway to a City Park

Parks & Recreation Manager Wilkinson briefed Council on the proposed conversion. Mr.
Wilkinson also suggested adding paths and parkways to current park ordinances.
Michelle Wilson and Roger Wilson, non-residents and City property owners, shared their
concerns about people feeling unsafe near the parkway and spoke in support of the park
designation.
Mayor Coffey stated she recalls when the parkway was more of a park with benches and
picnic tables, which were removed due to loitering. She recommends a careful review of the
objectives and believes this should be referred to a Council Committee. After Council
discussion,
MOTION: A. Gutierrez moved and Cousens seconded to refer this to the Council
Neighborhood and Community Building Committee. The motion carried by unanimous
vote.
MOTION: A. Gutierrez moved and Mendez seconded to have staff make

recommendations on reviewing the Municipal Code on paths and parkways to present
to Council at the October 17, 2017, business meeting. The motion carried by unanimous
vote.
12. Proposal for temporary closure of parking lot #2
Sean Hawkins, Economic Development Manager, asked Council for direction regarding the
proposed parking lot closure of parking lot #2 at 3rd Street and Chestnut.
Bill Duerr, City resident, spoke against closing the lot temporarily. After Council discussion,
MOTION: Cousens moved and Lover seconded to close 142 parking spaces in
parking lot #2 for seven consecutive days starting October 23 through October 29,
using occupancy pre and post as a form of metric system to measure the businesses
that directly touch lot #2. The motion failed by a 4-3 vote, A. Gutierrez, Adkison, Mendez and
Coffey voting no.
13. Other Business
A. Yakima Housing Authority letter
City Manager Moore brought forward a draft conditional award letter concerning the Yakima
Housing Authority's Veteran Supportive Housing and Service Center Project.
MOTION: Adkison moved and Cousens seconded to approve Archie Matthews signing
the letter. The motion cardedlvunanimous vote.

Mayor Coffey asked what needs to be done in order to qualify for gang prevention funding.
City Manager Moore stated the City is monitoring the situation and will provide information
when it is received. After Council discussion, it was Council consensus to revise the
City's State Legislative & Administrative Priorities as follows:
With some wording adjustments, keep in the "Actively Pursue" category:
- Passage of the Washington Voting Rights Act
- Efforts to address homelessness and to reduce barriers to affordable housing and human
services programs locally, regionally, and statewide
- Development of a sustainable funding model for gang prevention, intervention, and
suppression programs given current funding will expire in 2017
- Development of a sustainable funding model to assist in meeting increased indigent
defense costs given current funding will expire in 2017
- Funding partners to assist with Mill Site infrastructure and landfill cleanup costs
Because City staff consistently apply for these funds when available, it was determined to
remove from the "Actively Pursue category:
- Safe Routes to Schools Funding
- Seeking funding from the Washington Department of Transportation ("WSDOT") Bicycle

and Pedestrian grant program
With some wording adjustments, move from the "Actively Pursue" category to the "Support"
category:
- Ensuring cities have stable, sufficient, and flexible revenue options to utilize to provide
essential services
Mr. Justin reported he and his colleague, Jennifer Ziegler, will be terminating their contract
with the City. He noted the City has been a great client, and he has enjoyed working with Mr.
Beehler, City Manager Moore and the City Council; however, they are not able to provide the
type of support the City needs. Mayor Coffey shared the Council's disappointment with the
decision and how much the City appreciates their hard work. Mr. Justin stated he will work
with City staff on suggestions for a replacement.
3. Adjournment
MOTION: Mendez moved and D. Gutierrez seconded to adjourn to the next City
Council Business meeting on October 3, 2017, at 6 p.m. in the Council Chambers.
The motion carried by unanimous vote. The meeting adjourned at 11:30 a.m.
