Review minutes from July 27, 2017 meeting. The July 27, 2017 minutes were reviewed and approved as presented. Discussion Items: 1. Truck Route Ad Hoc Committee proposal Hawkins reviewed the proposal included in the packet with the members. He highlighted some of the target industries to include on the committee and a start date of November (after harvest). Coffey suggested that the full Council review the target list. Hawkins will contact the industries and see if they are interested in participating and also when they would be available. DYBID boundaries Hawkins reviewed the Downtown Yakima Improvement District Boundaries that were established in 2008 and remained in effect until 2012. In 2012, Council decided to focus on the downtown core area and shrunk the boundaries. Some business owners have expressed an interest in expanding the boundaries in order to receive services from DAY. The owners believe it will make Yakima look better having more continuity, Coffey asked for clarification on the level of support that WOLlid be needed in order to expand the boundaries and Cufter responded. Hawkins discussed the billing cycle for the businesses in the DYBID. Mann would like to see the district expanded and services to begin in the spring. Coffey suggested that this item be brought to the full Council for consideration before contacting the businesses or sending rate increases. 3 3. SIED application Valley Brewing would like to apply for SIED funding to improve utilities in the area of River Road in order to start a new business. Yakima County Development reviewed the plans and believes it would qualify for SIED funds. This item will go to the full Council for consideration. Update Items: 3. Economic [Development Plan update Sites for Business — There is interest in a couple sites. Hawkins and Smith wW be meeting with developers. Mill Site Redevelopment — Staff is moving forward with street engineering and hopes to be under construction within a year. Right of way dedication should be completed this year using LIFT funds. Clean up strategies are being discussed and will be presented to Council in October. Public Authority District — This is an item on YCDA's 5 year strategic plan that is being developed. Plan feedback is anticipated in mid October. Incentives — The subcommittee is working with information systems on website content Coffey suggested that Hawkins contact Heritage University or C\NU to see if marketing students could assist. Educational alignment — Nothing to report. This element will begin in 2018. Air Service — Hawkins and Peterson will be meeting with Alaska Airlines on September 13 to talk about marketing efforts, pilot shortage and new opportunitiesidestinations. Attendance at the Jump Start Conference in April would be beneficial if Yakima wanted to expand its airline services and providers. Convention Center Expansion — Nothing to eport Incubator — The City received the funds from the state and study. Airport Business Growth — Outreach continues. Recruit Cluster Industries — Nothing reported. This element will begin in 2018. rdulti Cultural Center Contact was made and a group will be traveling to Seattle for a meeting on August 30. Image Campaign — Business segments are being filmed and will be available soon. Other business: An incubator study session with Brett Baba needs to be scheduled for Council. be moving forward with the Coffey suggested that the downtown merchants be invited to the Council meeting to discuss parking changes. If this item will not be on the next Council agenda Council needs to be notified. Moore shared some information he received about economic issues in Yakima. He forward the message and attachments to the Council. Audience Participation: Mann stated that DAY would like to be part of the discussion about parking. Meeting adjourned
