ITEM TITLE: Truck Route Ad Hoc Committee Proposal

SUMMARY EXPLANATION:
At the July 27, 2017 Council Economic Development Committee meeting, the issue of
establishing truck routes in the City of Yakima was discussed in a presentation by Planning
Services Manager Joseph Calhoun. At the direction of the Council members in attendance
(Coffey, Cousens and A. Gutierrez) City staff was requested to work on a proposal to create an
Ad -Hoc Committee to review the potential truck routes, gain feedback from effected parties, and
make a final recommendation to the full City Council. The attached proposal was reviewed
favorably at the August 24, 2017 Council Economic Development Committee meeting in which
Council members Coffey and A. Gutierrez recommended it be forwarded to the full City Council
for consideration.

Subject: Ad Hoc Committee for Truck Routes Proposal
At the July 27, 2017 Council Economic Development Committee meeting, the issue of
establishing truck routes in the City of Yakima was discussed in a presentation by Planning
Services Manager Joseph Calhoun. At the direction of the Council Members in attendance
(Coffey, Cousens and A. Gutierrez) City staff was requested to work on a proposal to create an
Ad -Hoc Committee to review the potential truck routes, gain feedback from effected parties and
make final recommendations back to the full City Council. The attached proposal was reviewed
favorably at the August 24, 2017 Council Economic Development Committee where Council
members Coffey and A. Gutierrez recommended it be forwarded the full City Council for
consideration.
The information below is a draft view about how the truck route evaluation process could be
conducted. City staff seeks guidance from the Yakima City Council on the proposed process
and the attendee invite list to be included.
Attendees: A combination of City Staff (Joseph Calhoun and Sean Hawkins), a representative
from the Yakima Police Department, Council Economic Development Committee and the
business community would convene to discuss this issue. City staff recommends inviting
representatives from the following local and regional businesses:
1. Haney Trucking
2. Washington Fruit
3. YCH Hops
4. John 1 Haas Hops
5. Roche Fruit
6. Borton Fruit
7. Congdon Orchards
8. Walmart
9. Safeway
10. Cisco
11. Pepsi & Coke
12. Beer Distributors
13. Shields Plastic

Timing: While we are anxious to begin this process as soon as possible, at the same time the
months of September and October are the busiest time of year for trucking companies due to
Apple and Hop Harvest in the Yakima Valley. November may be the time to schedule the first
session but we will report back after outreach to the business community. We anticipate this
committee will have to meet up to three times to firm a final recommendation to the City Council
for possible approval.

1. Why the need for truck routes within City limits of Yakima?
2. Proposed truck route options
3. Best strategy for implementing routes and communication to effected parties
4. Enforcement of the truck routes
5. Signage for the routes
6. Feedback from participants
A packet of information will be provided for review to all parties in advance of the first meeting of
the Ad -Hoc committee.
