The June 1, 2017 minutes were reviewed. Coffey noted that in the second to last paragraph the local option rental car tax could be collected by the City if the County approved adding the tax. Peterson is still looking into this. Gutierrez motioned to adopt the minutes and Cousens seconded. The minutes were adopted. Discussion Items: I. Parking meter discussion Hawkins reviewed the June 26, 2017 memo in parking meters that was included in the packet. Parking revenue does not generate a lot of money but the revenue that is received is used for items, such as maintenance, flower baskets, parking lot repairs and striping, and decorations, The Committee members agreed a study session would be helpful. Council needs to look at different features, technology, and determine what the ultimate goal is (i.e. turnover, revenue, etc). Dean and Hawkins will gather previous studies and update costs associated with parking and what funding mechanisms are available. Moore reported that he spoke with Mr. Morrier regarding the parking garage and projected costs. Opening the garage would add several hundred parking spaces. Update Items: 1. CERB Incubator grant Hawkins reported that he received a letter from the Community Economic Revitalization Board notifying the City that funding and agreements will not be issued until the state adopts a final budget. He discussed the incubator project with YVCC and YV-Tech, as well as the Heafth District. There was interest in partnering with the City on this project. 2. 21st Avenue and Airport Lane completion Peterson reported that the road providing access to the south airfield is open for development and showed some photos. Peterson and Hawkins have been meeting with developers and local business owners to talk about opportunities available. Economic Development Plan update Subcommittee members provided updates. Sites for Business — Creating a packet of available sites that can be given to developers. Mill Site Redevelopment — Counci had a study session on Tuesday about the mill site. Public Authority District — The group met; additional research is being conducted. Incentives — The subcommittee is working with information systems on a website. Educational alignment — Nothing to report Air Service — Looking at so e options. Convention Center Expansion — The pre iminary scope of work is done. ore ork will be done in 2018. Incubator — The project is on hold for right now due to the state not adopting a budget. Airport Business Growth — Mo e work will be done later in 2017. Recruit Cluster Industries — Nothing reported. Multi Cultural Center In planning stages; working ith foundation. Irnage Campaign —Will have something later this summer. Other business: Davenport spoke about weedy lot complaints and reported that the Neighborhood & Community Building Committee would be looking at recommended changes to the Municipal Code regarding vegetation.
