Street Standards

SUMMARY EXPLANATION:
The attached report provides a summary of the final draft of common city- county Street
Standards for the Yakima Urban Area. The Intergovernmental Committee of the Council
considered this report at their August 10, 2010 meeting and voted to refer it to the full Council.

SUBJ: Recommendation from IGC Regarding Urban Area Street Standards
Summary
On Tuesday August 10, 2010, at the Intergovernmental Committee (IGC) of the
Council a final draft of the summary of Street Standards for the Yakima Urban Area
was presented to the IGC. The Council representatives to the IGC voted to
recommend the Street Standards to the full City Council for review. The
Intergovernmental Committee recommends the following action by the Council:
1. Adopt this report with the enclosed Urban Area Street Standards; and
2. Refer the Urban Area Street Standards to the Yakima County Board of County
Commissioners with the recommendation that these standards be included as
an attachment or exhibit to the West Valley Neighborhood Plan; and
3. Request that Yakima County take the lead in a public review process for these
Urban Street Standards in conjunction with the . West Valley Neighborhood
Plan.
Background
City and County elected officials and staff have devoted considerable effort to
establishing common street standards for the Yakima Urban Growth Area (UGA).
This process has spanned several years and involved many iterations. Common
street standards will promote consistent urban level development in the West Valley
UGA, regardless of municipal boundaries. •
Attached is a summary of the street standards for Classified Arterial streets as well
as local streets. These standards represent a compromise between existing City

requirements and those of Yakima County. City and County staff support these
standards for the developing neighborhoods in West Valley UGA.
The County Commissioners and City Council will soon review the final draft of the
West Valley Neighborhood Plan which will guide development in the unincorporated
portion of the Yakima Urban Growth Area. In several key areas, the proposed Urban
Area Street Standards indicate "tbd" or "to be determined by Plan ". This refers to
information in the West Valley Neighborhood Plan, or to street design plans that
have been developed for a particular street project and is listed on a 6 -Year
Transportation Improvement Program (STIP).
Urban Growth Area Street Standards are an implementing project of the pending
Draft Inter -local Agreement (ILA) for Growth Management between the City of
Yakima and Yakima County. A version of this summary may be incorporated into
the ILA. Following review by the Intergovernmental Committee, these Street
Standards should have a public review process by the respective Planning
Commissions.
The attached table displays a summary of the construction standards for streets
within the Urban Growth Area. Other specific details of the Street Standards include
the following:
1. Rolled curbs with 6" depth concrete sidewalks are allowed on some Local
Access streets with less than 10 lots,
2. Topographic constraints may require additional street right of way in order to
accommodate slope and grading for finished grades.
3. Sidewalk or pathway surfaces may be constructed of .a pervious material, if
approved by the City or County Engineer's office. This may reduce the storm
water requirements for new development.
4. Design standards for local streets may be reduced to allow narrow travel lanes
(minimum of 10 feet in width) with no on- street parking, if requested by the
developer and approved.
5. Development on individual, existing lots of record, on an existing street may
receive supplemental consideration as "in -fill" development lots.
6. The installation of frontage improvements along Arterial Streets is not
specifically _addressed in these standards. This listing provides the guidelines
for required improvements. The actual funding and construction of such
improvements are under consideration between the elected officials as part of
the ILA.
