GMA Interlocal Agreement: The Committee continued their review of the Interlocal
Agreement.
Section I. Preamble, B. Background. 4. Provision of Services within the UGAs: The last
sentence will be amended to read "This preference does not preclude provision of
services by other providers, but suggests if all factors were equal in an evaluation of
potential service, the City should be the provider of urban governmental services."
Section II. Agreement, C. Objectives: The words "including facilitation of growth" will be
deleted from paragraph 1. The first sentence of paragraph 2 will be changed to read
"To assure orderly development with unincorporated portions of the UGA." Paragraph 3
will be amended to read "To assure that the policies and procedures leading to such
® developrent are clearly articulated." Paragraph 4 will be amended to read "To define
responsibility for the provision of public services and the respective level of service to be
provided." Correcting a typographical error from "a" to "as" is the only change required
for paragraph 5. Paragraph 6 will be amended to read "To use a decision making
process consistent with the County's responsibility and authority for areas outside City
jurisdiction, implementing the long term objectives, plans and common urban area
standards." Paragraph 7 will be deleted. The first sentence of paragraph 8 will end with
the word "undertaken." The second sentence of paragraph 8 will be deleted. There
were no changes to paragraph 9, which is where the review ended and the meeting was
adjourned.
The next meeting of the Intergovernmental Committee will be Tuesday, August 10,
3:30 p.m. The ILA discussion will resume. Review and further discussion may point to
the . need for additional objectives. The updated ILA will be distributed as . soon as
possible.
