Pledge ofAllegiance Mayor Coffey Ied the Pledge ofAllegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations Pride Week proclamation Assistant Mayor Mendez proclaimed the week of June 11-17, 2017, as "LGBTQ Pride Week" and Rev. Robert William Poores accepted it. B. Presentations 1 Recognitions / Introductions Introduction of Kaitlyn WoRerstorff, the City of Yakima's 2017 AWC Scholarship nominee City Manager Moore introduced Kaittyn Wolterstorff, the City's nominee for an Association of Washington scholarship. Mayor Coffey presented Miss Wolterstorff with a plaque of appreciation for her hard work. 5. Council Reports A. Accept Council Nominating Committee minutes of May 9, 2017 Council Member Lover briefed Council on the Nominating Committee meeting. MOTION: Lover moved and Adkison seconded to change the Planning Commission terms from 6 years to 4 years. The motion carried by unanimous vote. Gutierrez moved and Adkison seconded to appoint those recommended. The motion carried by unanimous vote. B. Accept Council Neighborhood & Community Building Committee minutes of April 20, 2017 MOTION: 0. Gutierrez moved and Mendez seconded to accept the minutes. The motion carried by unanimous vote. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members or citizens present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Mendez moved arid Cousens seconded to approvethe consentagenda.The motion carried by unanimous vote. A. Set combined public hearing date for June 20, 2017, regarding the proposed 2017 Water Use Efficiency Goals & Objectives and the proposed 2017 Water System Plan B. Resolution changing the time of the June 20, 2017, public hearing on the Six -Year Transportation Improvement Program from 6:30 p.m. to 2:30 p.m. RESOLUTION NO. R-2017-066, A RESOLUTION setting the time and place for the hearing on June 20, 2017 in the City of Yakima Council Chambers to review and adopt the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2018 to 2023. Page 2 of 6 C. 127 Resolution authorizing the City Manager to apply for and, if awarded, to accept grants from the Federal Aviation Administration (FAA) for capital improvements at the Yakima Air Terminal -McAllister Field RESOLUTION NO. R-2017-067, A RESOLUTION authorizing the City Manager to apply for and, if awarded, to accept grants from the Federal Aviation Administration (FAA) for capital improvements at the Yakima Air Terminal-McAlfister Field. D. Resolution authorizing a settlement with Yakima Valley Memorial Hospital Association and related entities regarding charges asserted by Memorial for health care and medical care and services provided to City of Yakima Employee Medical Benefits Plan covered employees and their designated dependents during the period from January 1.2O15through April 3O,2U10 RESOLUTION NO. R-2017-068, A RESOLUTION authorizing a settlement with Yakima Valley Memorial Hospital Association and related entities ("Memorial") regarding charges asserted by Memorial for health care and medical care and services provided to City of Yakima Employee Medical Benefits Plan covered employees and their designated dependents during the period from January 1.2O15through April 30.2010. E. Resolution authorizing a three year agreement with HLA Engineering and Land Surveying, Inc., in an amount not to exceed $25U.O08per calendar year, for engineering services for the Yakima Wastewater Collections System RESOLUTION NO. FC'2017'069. A RESOLUTION authorizing the City Manager to execute a three (3) year Professional Services Agreement with HLA Engineering and Land Surveying, Inc. in an amount not to exceed $250,000 per calendar year to provide engineering services for the Yakima Wastewater Collections System. 7. Audience Participation Mayor Coffey read a statement against electioneering while in City facilities. Andrew Holt, City resident, introduced himself as the new Executive Director of the Downtown Association. Christine Smith, City resident, and president of a jail rehabilitation project, thanked Council for their work and support of the paint out graffiti project. Roberta Rorke, City resident, stated there are not enough summer programs for youth on the eastside. Ben Horton, City resident, complained about the difficulty he has encountered in scheduling a meeting with his Council representative. Andy Ferguson, with Transform Yakima Together, provided an update and success stories from Camp Hope. Mayor Coffey suggested his next update be on the agenda. T.J. Davis and daughter Alessandra Davis, City residents, invited Council and the public to the annual marble tournament and the R�n Bonlender cruise night. Earl Hall, City resident, shared his concern with the City's jail policy in relation to ICE holds. PUBLIC HEARINGS Page 3 of 6 128 8Closed record public hearing and Resolution to consider the Yakima Planning Commission's recommendation on the preliminary plat of Apple Tree Development - Phase 4 in the vicinity of Occidental Rd. & S. 86th Avenue Planning Manager Calhoun briefed Council on the resolution. Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk read the resolution by title only. MOTION: A. Gutierrez moved and Cousens seconded to adopt tho resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2017-070, A RESOLUTION approving the Pna|iminary Long Plat of Apple Tree Ph. 4, a thirty -lot subdivision, located in the vicinity of Ocddental Rd. and S. 86th Ave. S. Public hearing and Resolution to consider Growth Management AcUpdates: Yakima Urban Area Comprehensive Plan 2040, Yakima Transportation Systems Plan 2040, and Capital Facilities Plan Planning Manager Calhoun briefed Council on the resolution. Mayor Coffey opened the public hearing. The following City residents spoke in support of the resolution: Phil Hogue and Robert Strader, both representing Yakima Bikes and Walks; Bill Hordan and Patricia Byers. Shirley Strader, City resident, shared her concerns about increasing street sizes and encouraged a multi -model complete streets model. Mayor Coffey closed the hearing. The City Clerk read the resolution by title only. MOTION: Cousens moved and Mendez seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2017-071, A RESOLUTION adopting the Yakima Urban Area Comprehensive Plan 2040, Transportation Systems Plan 2040, and Capital Facilities Plan consistent with the Washington State Growth Management Act, RCVV 36.70A. 10. Public hearing and Ordinance to consider Growth Management Act Updates: Development Regulations Implementation - YMC Title 14, Title 15, and Title 17 Planning Manager Calhoun briefed Council on the regulations. Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk read the ordinance by title only. MOTION: Mendez moved and Adkison seconded to pass the ordinance. The motion carried by unanimous vote. ORDINANCE NO. 2017-017, AN ORDINANCE adopting Development Regulations amendments hoYMCTitle 14.Title 15and Title 17consistent with Best Available Science and the Washington State Growth ManagementAct, RCW 36.70A. 11. Public Hearing to consider: A) Adoption of the 2018-2023 Six-year Transportation Improvement Program and amending the Metropolitan Transportation Plan; and B) Amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element Page 4 of 6 1 1 Chief Engineer Sheffield briefed Council on the item. Mayor Coffey opened the public hearing and Phil Hogue, City resident, spoke in support of the plan. Mayor Coffey closed the hearing. Mayor Coffey noted a second public hearing will be held on this issue on June 20, 2017. DEPARTMENT ITEMS 12. Economic Development Plan Second Quarter.Update Economic Development Manager Hawkins gave an update.on the development plan. 13. Consideration of request to expand the Zoning Districts for Retail Marijuana into the M-1, Light Industrial Zone Joan Davenport, Director of Community Development, briefed Council on the request and suggested this be remanded to the Planning Commission. Ken Weaver, non-resident, shared his difficulty in finding a location with the current zoning regulations. MOTION: A. Gutierrez moved and Cousens seconded to refer this item to the Planning Commission to bring back a recommendation within 60 days. The motion carried by unanimous vote. CITY MANAGER UPDATE 14. Follow up to discussion with Southern California Crossroads representatives City Manager Moore briefed Council on discussions with Southern California Crossroads. MOTION: Cousens moved and A. Gutierrez seconded to have the Council Public Safety Committee continue the conversation and move this forward in the form of asking the questions of our Council members and move this forward in a forum. The motion carried by a 6-1 vote, with Lover voting no. 15. Other Business MOTION: Coffey moved and Adkison seconded to direct staff to bring forward an ordinance at the next Council meeting to establish a vehicle license fee, to support a Transportation Benefit District, in the amount of $19 per year. The motion carried by a 5-2 vote, with Cousens and Lover voting no. 16. Adjournment MOTION: Mendez moved and Cousens seconded to adjourn to the next Council Business meeting on June 20, 2017, at 2 p.m. in the Council Chambers. The motion carried by unanimous vote.
