1 Roll Call
Council: Mayor Kathy Coffey, presiding, Assistant Mayor Carmen Mendez, Council
Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill Lover
Staff: City Manager Moore and City Clerk Claar Tee
2. Neighborhood and Community Building Committee recommendation regarding contract with
WSU Metro Center to analyze the City of Yakima Equity Study
Joan Davenport, Community Development Director, briefed Council on the steps the City
has taken this past year on the Equity Study. Tom Sellsted, Supervising Senior Analyst,
reviewed the Equity Study as developed on the City's website. Randy Bonds Jr., Web
Applications Developer/Administrator, reviewed the development of Yak Back, and how they
were able to integrate information from Yak Back into the Study. City Manager Moore
reported Washington State University (WSU) Metropolitan Center for Applied Research and
Extension has proposed to review, analyze and validate the data.
Martha Aitken, Senior Associate and Bradley Gaolach, Center Director with W S U
Metropolitan Center for Applied Research and Extension, discussed their role in analysis and
data validation of the study.
Mayor Coffey shared her concern that the Equity Study is a result of concern over who had
what in each district and looking at past history. Council Member D. Gutierrez stated she
feels confident the rest of this process will prove Mayor Coffey's doubts wrong and everyone
will see the benefits of the process.
MOTION: D. Gutierrez moved and Coffey seconded to direct staff to develop a
contract with WSU Metro Center in an amount not to exceed $25,000 to study and
analyze the asset inventory data compiled by the City of Yakima, as presented to us
today by WSU. The motion carried by a 5-2 vote, with Adkison and Lover voting no.
3. Adjournment
MOTION: Mendez moved and D. Gutierrez seconded to adjourn to the next City
Council Business meeting today, June 6, 2017, at 6 p.m. in the Council Chambers.
The motion carried by unanimous vote. The meeting adjourned at 5 p.m.
