1. Roll Call
Council: Mayor Kathy Coffey, presiding, Council Members Holly Cousens, Avina Gutierrez, Dulce
Gutierrez and Bill Lover
Staff: City Manager Moore, Chief Rizzi, Captain Schneider and City Clerk Clear Tee
Absent: Assistant Mayor Carmen Mendez (excused) and Council Member Maureen Adkison
(excused)
Guests: Senators Honeyford and King, Representatives Johnson, Chandler, McCabe and Dent and
Yakima County Prosecuting Attorney Brusic
2. Discussion with area legislators regarding public safety
Mayor Coffey welcomed the legislators. City Manager Moore outlined the City's concerns relating to
the spike in gun violence and thanked the legislators for attending on such short notice. Chief Rizzi
provided an overview of crime data, the increase in gun violence and Yakima Police
Department's (YPD) suppression efforts in collaboration with local, state and federal partners. City
Manager Moore reviewed the cost associated with overtime and emphasis patrols and stated the City
would like to request between $360,000 to $400,000 to maintain intensive, effective suppression
efforts for the 2017-2019 biennium.
Prosecuting Attorney Brusic reported they work closely with YPD and support their efforts and
this request. Representative McCabe shared what Klickitat County is doing with a volunteer posse
commissioned by the Sheriff. Legislators noted it will be a challenge to make a request for funds
without perspective and the difficulty in the request coming late in the budget process. Council
members expressed their concern over the eruption of violence and feel this is an emergency
situation.
3. Adjournment
MOTION: Cousens moved and D. Gutierrez seconded to adjourn to a City Council Study
Session on June 6, 2017, at 4 p.m. in the Council Chambers. The motion carried by unanimous
vote, Adkison and Mendez absent. The meeting adjourned at 12:06 p.m.
