Yesterday the YVCOG Executive Committee voted to approve the staff recommended contracts for the Consolidated Homeless RFP that was released in May. As I am sure you are aware, there are serious concerns in the community about the process used to select these projects as well as concerns by members of their own advisory council and members of the scoring committee. My personal concerns include issues about the scoring which was not mathematically sound, perceived conflicts of interest by members of the scoring committee, and concerns about the inability of YVCOG staff to fully prep committee regarding the overall consequences of their blind process. These concerns and more were presented at the meeting and the results were validated regardless. I would like to formally thank the City of Yakima for being the lone voice that voted nay. While this event prompted my public comments, it is not why I am here. This is just the latest chapter in the inability of the YVCOG to effectively administer the housing and homeless program. A chapter which will unfortunately end in the loss of much needed services in our community including a family shelter, temporary housing for the medically fragile and more. I fear unless action is taken,the final outcomes will be much worse. I am here to express my concern over the complete disregard of the tools provided to communities to effectively address their homeless issue in a systematic manner. I have provided a copy of the Yakima County report card developed by the Department of Commerce which demonstrates that currently only 8% of those served by the current programs return to homelessness which is lower than the 10% rate statewide. However, many of these programs were recently defunded. • They were not defunded because of poor performance —the director of the YVCOG does not appear to be aware of the system performance measures tracked for every community and agency. • They were not defunded accidently - providers were reminded in yesterday's meeting by the director of YVCOG that "They were warned 2 years ago" that things would change. • They were not defunded based on the results of our PIT Count—the results of that count, usually released in April, will not be released by YVCOG until August. • They were not defunded due to the choices made by the scoring committee — I believe the committee was not given the necessary training or information to realize the impact of the flawed system. I believe they were defunded due to a lack of capacity in YVCOG. Staff familiar with the complex housing landscape have left the organization and while current staff are working very hard to ramp up - decisions are being made which will have long term impact on the City of Yakima and their residents. I urge the Council to please consider managing their own Housing and Homeless program with their portion of the local filing fees and stop further the destruction of system which will ultimately result in more unsheltered homeless in the City of Yakima.
