For Meeting of: June 20, 2017 ITEM TITLE: Update on additional funding for summer youth programs SUBMITTED BY: Ken Wilkinson, Parks and Recreation Manager 576-6416 SUMMARY EXPLANATION: During the special meeting on June 12, 2017, City Council voted to designate $50,000 to help create additional opportunities for youth programming throughout the community. The funding is to be used to either expand current programs or create new ones, by both City staff and partnering agencies. ITEM BUDGETED: STRATEGIC PRIORITY: Ir Public Safety APPROVED FORcl*� SUBMITTAL: ""~--City Manager STAFF RECOMMENDATION: BOARD/COMMITTEE RECOMMENDATION: Distributed qt the 14/3 Meeting 46-7-: $50 K for Kids Summer Programs Report After the Study Session with City Council on Monday, May 30, 2017, a meeting was convened with the Parks and Recreation staff. Contacts were made with multiple organizations after the Study Session to gauge interest in the funding possibilities for summer programs to increase the number of children served. Organizations Contacted • Salvation Army • Yakima School District— SKY program • Yakima School District— Garfield Elementary • OIC OF Washington — H. Beauchamp Center • Four Square Church — Camp Robertson at Robertson Elementary • ASAP —Attention Serving All People • YPAL —Washington Fruit Community Center • Yakima Catholic Diocese • Pastor Shane Niles — Urban Kitchen Yakima Parks and Recreation Program Update The Kissel Park Summer Playground program, supervised by Kim Lopez, was filled at 100 children prior to the additional funds allocation. An additional 30 spaces for children were opened and additional staff have been hired. The additional 30 spaces were filled from the waiting list. The summer program started on Monday, June 19th and will end on August 18tn The program is Monday through Friday from 9:00 am until 4:00 pm. The three additional staff and supplies for the added 30 children will cost $15,000. The Miller Park Summer Playground program currently has 26 children registered. This program will be available for up to 70 children. Plans are being made to hire additional staff for this program. The program starts on July 10th and ends on August 17tn. The program is Monday through Thursdays from 9:00 am to 4:00 pm. This program will utilize Miller Park and the Washington Fruit Community Center. Cost of additional staffing will be $7,000. OIC of Washington — H. Beauchamp Community Center Yakima Parks and Recreation staff met with Adrianne Garner at the HBCC. The summer program at the HBCC is able to increase the number of children served in their program by 15 children per staff member added. Each additional staff person and added supplies cost $7,400 more for the entire summer. Adrianne has already begun recruitment for additional staff and believes that she can find staff quickly to oversee the additional children in the program. Staff recommends that an additional 30 children be added to the HBCC program and that two additional staff be employed. Total cost $14,800. ASAP — Attention Serving All People Yakima Parks and Recreation Staff meet with Dr. Earl Lee and the ASAP staff to discuss the possibilities for expanding the programs offered by ASAP. After the meeting it was determined that ASAP was not able to increase the number of children served in a short period of time. Discussions continued regarding possible partnerships in the future utilizing the Yakima city parks as a location to host future programs operated by ASAP. r YPAL Programs at the Washington Fruit Community Center Two meetings were held with Joe Willis, Director of the YPAL program at the Washington Fruit Community Center, to explore the options for providing additional programs for children; Summer Soccer Program YPAL is planning to host a summer soccer program at Miller Park. The program will serve 50 children from 6 to 12 years old. The program will be on Tuesdays and Thursday evenings for 2 hours and the program will continue for 8 weeks. Volunteer coaches will work with the children on soccer skills and organize games throughout the summer. Administrative costs, program coordinator cost and supplies will be $1,200. Culinary Arts Program YPAL is planning to partner with Pastor Shane Niles. Pastor Niles conducts a culinary program. Joe Willis is coordinating a program with him to serve 20 kids for 8 weeks. The classes will be 3 times per week for 3 hours per day. The program will cost $2,160 for supplies and staffing. STEM Program A STEM (Science, Technology, Engineering and Math) program is being planned. The program will include various activities that support the STEM principles. The program will be for 4 hours per day Monday through Friday in the afternoon for 8 weeks. The program will be made available for up to 40 children. Staff and supply costs are $6,500 for the program. Yakima School District— Garfield Elementary School Program Yakima Parks and Recreation staff met with Principal Matsumoto and Assistant Principal Phil Vasquez to discuss the opportunities of creating a summer program at Garfield Elementary School. Both are in favor of creating a summer program for the children in the area. Principal Matsumoto stated he would approach staff to determine if any of them would be interested in creating a summer program. They would require that staff from Garfield operate the program. The staff understands the facility and know the children. A program at Garfield could begin July 1011. The program could accommodate up to 40 children. Salvation Army Yakima Parks and Recreation staff contacted Captain Ryan Boyd with the Salvation Army regarding a program at Milroy Park. In years past, the Salvation Army utilized Milroy Park for a summer day camp program. This summer the Salvation Army is not utilizing the park and their program will be held within their building at 1611 Avenue and Lincoln. They are not interested in expanding their program at this time, but may be interested in expanding in 2018. Yakima School District - Summer School Programs Adams Elementary School is offering a migrant summer school program from 8:30 am to 2:30 pm starting on June 2011 and ending June 30". The program is Monday through Friday. Breakfast and lunch are served. They are currently serving 305 migrant students in the program. An additional 100 or more children will participate in the Learning Assistant Program (LAP). This program is for children pre — K through 41h grade and is Monday through Friday from 8:00 am to 11:30 am starting June 20th and ending July 141h. Breakfast and lunch is provided. Transportation is provided for both programs. Washington Middle School is also offering a summer school migrant program. The program is for 5th grade through 8th grade from June 201h through June 30th. The information on the number of students that will be in this program has not been received from YSD. Lunch and transportation is provided. Yakima Catholic Diocese The Yakima Catholic Diocese has facilities throughout the City of Yakima and Bishop Tyson has indicated that these facilities could be available for programming. Staffing may be a challenge. A meeting with Bishop Tyson is scheduled for Friday, June 23rd to further explore the possibilities. Yakima School District— SKY program A meeting was held with Assistant Superintendent Cece Mahre regarding the Yakima School District SKY program. Assistant Superintendent Mahre said that with additional funds the program could create a second site. After the meeting it was determined that the number of contact hours per child was not enough to justify the added cost. Four Square Church —Camp Robertson at Robertson Elementary Contact was made with Vinny Carrillo from the Yakima Four Square church. They operate the Camp Robertson program at Robertson Elementary School. After a short discussion, it was determine by the Yakima Four Square Church and Robertson Elementary School that they would not be able to accommodate more children in their program. This program will serve children throughout the summer. The camp is on Mondays from 8:00 am until 2:00 pm starting on June 26' and ending on August 14tn During conversations with all of the organizations, staffing concerns have been predominate. Recruitment and training of staff is a challenge. The partnering agencies and the Yakima Parks and Recreation staff are to be commended for quickly working to increase the number of children served this summer in Yakima. Contracts with the partnering organizations can be quickly written and implemented. Ypkima R,a ks . The priority is supporting student academics while building a strong relationship.
