Mayor Coffey noted this meeting was called for Council Members to have a short conversation
regarding public safety issues and will not include public comment. City Manager Moore reported this

shared that the vast majority of the recent incidents have been gang related and have involved the
targeting of specific gang members. It is highly unlikely that an average person who is not involved in
criminal activities or living a high-risk lifestyle will be involved in an act of violence.
Mayor Coffey noted some people think the National Guard should be called in. Captain Schneider
responded they were called in to assist with paperwork in the 80's; however, the National Guard are
not trained as police officers nor do they do police work. Captain Seely commented that information
is key to the effectiveness of police investigating and resolving incidents of violence and community
members are urged to share information with the Yakima Police Department by calling the gang
hotline at 575-4264 or they can call Crime Stoppers anonymously at 800-248-9980.
3. Recent communication with Representative Newhouse
Mayor Coffey reviewed information included in the packet.
MOTION: D. Gutierrez moved and Cousens seconded to place the Bridge Act on the City's
Legislative Priority. The motion carried by unanimous vote.
Council members discussed the Farm Relief Act/ HB281. MOTION: Cousens moved and
Adkison seconded to move this issue to the Council Partnership Committee. The motion
carried by unanimous vote.

Assistant Mayor Mendez proclaimed May 26, 2017, as "Hispanic Academic Achievers
Program Day." Andy Torres, President of Hispanic Academic Achievers Program,
accepted the proclamation.

Mayor Coffey proclaimed May 14-20, 2017, as Police Week and May 15, 2017, as Law
Enforcement Memorial Day. Chief Rizzi accepted the proclamation.

Council Member Adkison proclaimed May 2017 as " Missing and Unidentified Persons
Awareness Month" and Jennifer Kramer -Paul accepted the proclamation.

Public Works Director Schafer and Wastewater Treatment Plant Manager Price
recognized Rich Hunt and Greg Lemke for helping victims at an accident scene. Mayor
Coffey presented them with a City award.
5. Council Reports
A. Neighborhood and Community Building Committee recommendation regarding
contract with WSU Metro Center to analyze the City of Yakima Equity Study
Council Member D. Gutierrez briefed Council on the potential contract with WS U Metro
Center to analyze the City of Yakima Equity Study.
MOTION: Lover moved and Adkison seconded to discontinue negotiations with
WSU and direct the City Manager to form an internal ad hoc committee to
analyze the equity study for use with distribution of funds, services, and
improvements and upon completion deliver the analysis to the City Council for
reviewand acceptance. The motion failed by a 4-2 vote, with Coffey, A. Gutierrez, D.
Gutierrez and Mendez voting no, Cousens absent.
Council Member Lover shared his thoughts that there may be stipulations and staff would
be writing the budget. Council Member D. Gutierrez raised a point of order and stated
Council should refrain from making disparaging comments towards staff. Mayor Coffey
stated the point is well taken. After Council discussion,

Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members or citizens present. There
were no changes. The City Clerk read the Consent Agenda items, including resolutions
and ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion—see motion directly below.)

7. Audience Participation
Tony Sandoval, City resident, spoke in support of Assistant Mayor Mendez. Council
Member Lover raised a point of order regarding Mr. Sandoval's comments saying he
believed Mr. Sandoval's comments were political and inappropriate. Mayor Coffey stated
the point was not well taken.
Cassie Collins, non-resident, suggested Council members would benefit from cultural
sensitivity classes and conflict of interest training.
Susan Soto Palmer, City resident, thanked Council for having the recent public safety
meeting and would like the Council to reach out and engage youth.
Tony Courcy, City resident, spoke on a variety of issues.
PUBLIC HEARINGS

Tom Durant, President of Durant Services Development, representing his client Fairway
Investment, spoke in favor of the annexation. Mayor Coffey closed the hearing.
MOTION: Lover moved and Mendez seconded to accept and begin the
annexation process and direct staff to draft the petition and collect the
signatures for property owners to begin the annexation reviewprocess. The
motion carried by unanimous vote, Cousens absent.
9. Public Hearing and Resolution declaring certain property originally part of Drainage
Improvement District #39, later abandoned by Yakima County and ceded to the City, to be
surplus to the City needs
Wastewater Treatment Plant Manager Price and Sara Watkins, Senior Assistant City
Attorney, briefed Council on the public hearing.
Mayor Coffey opened the public hearing and, with no one coming forward to speak,
closed the hearing. The City Clerk read the resolution by title only.
MOTION: Mendez moved and Adkison seconded to adopt the resolution. The
motion carried by unanimous vote, Cousens absent.
RESOLUTION NO. R-2017-061, A RESOLUTION declaring certain property originally
part of Drainage Improvement District #39 later abandoned by Yakima County to be

surplus to City needs and abandoning all interest to the property owners over which the
pipeline extends.

10. Review of 2015 agreement between J E M Development and the City of Yakima for
parking lot utilization in the downtown core
Sean Hawkins, Economic Development Manager, briefed Council on the J E M
Development agreement. After Council discussion,
MOTION: A. Gutierrez moved and D. Gutierrez seconded to cancel the
agreements and return the lots to private usage. The motion failed by a 4-2 vote, with
Adkison, Coffey, Lover and Mendez voting no, Cousens absent.

agreement to allow parking in only one parking lot on 4th Street and Staff Sgt.
Pendleton Way. The motion carried by a 5-1 vote, with A. Gutierrez voting no and
Cousens absent.
11. Resolution approving supplemental agreement No. 2 with Yakima County, in an amount
not to exceed $1,066,405, intended to apportion the costs of work previously agreed upon
in Contract Number 2011-66, relating to road design and development for an East-West
Corridor

RESOLUTION NO. R -2017-062,A RESOLUTION approving Supplemental Interlocal
Agreement No. 2 between the City and Yakima County, in an amount not to exceed
$1,066,405, intended to apportion the costs of work previously agreed upon between the
City and County in City Contract Number 2011-66, relating to road design and
development of the East-West Corridor.
12. Resolution authorizing purchase and sale of real property with Congdon Development
Company, LLC for property to be developed by SOZO Sports of Central Washington into
a public park and recreation area
City Attorney Jeff Cutter briefed Council on the resolution.
Rody Rodich, City resident, asked if any consideration was given to placing soccer fields
on the eastside of town.
City Manager Moore shared the Council will have a study session on May 30th at 10:00
a.m. regarding eastside pool locations. The City Clerk read the resolution by title only.
MOTION: Adkison moved and Lover seconded to adopt the resolution. The
motion carried by a 5-1 vote, with A. Gutierrez voting no and Cousens absent.

RESOLUTION NO. R-2017-063, A RESOLUTION authorizing the execution of an
Agreement of Purchase and Sale between the City and Congdon Development
Company, LLC to accomplish the City's purchase of 32 acres of Congdon property to
complete the agreement with SOZO Sports of Central Washington to provide additional
property supportive to the SOZO soccer complex and the public, all as set forth in the
proposed Agreement between SOZO Sports of Central Washington and the City.

Coffey noted although Council Member Cousens is absent, she had prepared a
statement for the City Clerk to read on her behalf. City Clerk Claar Tee read Ms. Cousens'
statement of support for the resolution.

RESOLUTION NO. R-2017-065, A RESOLUTION authorizing an Amendment to the
I nteragency Agreement K1411, (Resolution No. R-2013-047) with the Department of
Enterprise Services, not to exceed $60,000, for project management services on the
Citywide Streetlight Upgrade project.
15. Ordinance authorizing the execution of a financing contract with the Office of the State
Treasurer and other related documentation relating to the Street Lighting Energy Project
Tara Lewis, Interim Director of Finance and Budget, briefed Council on the ordinance.

CITY MANAGER UPDATE
16. Public Safety update
Chief Rizzi briefed Council on the Yakima Police Department's efforts to curb gang
violence including working with the FBI, DEA and Homeland Security.
17. Other Business
Council Member Lover shared his concerns about the Bins of Light art project possibly
being installed backwards. Mayor Coffey added she is also discouraged with the
appearance. It was Council consensus to have a report on the progression of the project.
Assistant Mayor Mendez asked if it is Council policy to allow Council members to
have statements read at Council meetings they are not attending. Council Member
Adkison noted she has done this in the past.

After further discussion, it was Council consensus to receive additional information on
Raymond, Gardner and the SE Community Center parks and to establish an ad hoc
committee on the issue.
Stacy Hackenmueller, member of the Parks and Recreation Commission, gave a recap of
the Parks and Recreation Commission's meeting on the subject, which revolved around the
following: clear funding plan and cost; attractive and modern design elements; building
community support; sustainability; how to generate revenue; benefits of purchasing land;
and, walking distance to the pool. Ms. Hackenmueller suggested the ad hoc committee
should research what a neighborhood pool looks like.
Ester Huey, City resident, stated her support for a community pool but cautioned against
short changing the eastside with amenities. She also suggested involving youth on the ad hoc
committee.
MOTION: Mendez moved and Cousens seconded to create an ad hoc committee
regarding eastside swimming pools with A. Gutierrez, D. Gutierrez and Cousens as
Council representatives. The motion carried by a 5-1 vote, with Lover voting no and
Adkison absent.

provided an overview of crime data, the increase in gun violence and Yakima Police
Department's (YPD) suppression efforts in collaboration with local, state and federal partners. City
Manager Moore reviewed the cost associated with overtime and emphasis patrols and stated the City
would like to request between $360,000 to $400,000 to maintain intensive, effective suppression
efforts for the 2017-2019 biennium.
Prosecuting Attorney Brusic reported they work closely with YPD and support their efforts and
this request. Representative McCabe shared what Klickitat County is doing with a volunteer posse
commissioned by the Sheriff. Legislators noted it will be a challenge to make a request for funds
without perspective and the difficulty in the request coming late in the budget process. Council
members expressed their concern over the eruption of violence and feel this is an emergency
situation.

Introduction of Kaitlyn Wolterstorff, the City of Yakima's 2017 AWC
Scholarship nominee
City Manager Moore introduced Kaitlyn Wolterstorff, the City's nominee for an Association of
Washington scholarship. Mayor Coffey presented Miss Wolterstorff with a plaque of
appreciation for her hard work.

Council Member Lover briefed Council on the Nominating Committee meeting.
MOTION: Lover moved and Adkison seconded to change the Planning Commission
terms from 6 years to 4 years. The motion carried by unanimous vote. Council Member
Lover clarified this will not affect the terms of those already on the Commission.

RESOLUTION NO. R-2017-068, A RESOLUTION authorizing a settlement with Yakima
Valley Memorial Hospital Association and related entities ("Memorial") regarding charges
asserted by Memorial for health care and medical care and services provided to City of Yakima
Employee Medical Benefits Plan covered employees and their designated dependents during
the period from January 1, 2015 through April 30, 2016.
E. Resolution authorizing a three year agreement with HLA Engineering and Land
Surveying, Inc., in an amount not to exceed $250,000 per calendar year, for
engineering services for the Yakima Wastewater Collections System
RESOLUTION NO. R-2017-069, A RESOLUTION authorizing the City Manager to execute
a three (3) year Professional Services Agreement with HLA Engineering and Land Surveying,
Inc. in an amount not to exceed $250,000 per calendar year to provide engineering services for
the Yakima Wastewater Collections System.

Roberta Rorke, City resident, stated there are not enough summer programs for youth on the
eastside.
Ben Horton, City resident, complained about the difficulty he has encountered in scheduling a
meeting with his Council representative.
Andy Ferguson, with Transform Yakima Together, provided an update and success stories
from Camp Hope. Mayor Coffey suggested his next update be on the agenda.
T.J. Davis and daughter Alessandra Davis, City residents, invited Council and the public to the
annual marble tournament and the Ron Bonlender cruise night.
Earl Hall, City resident, shared his concern with the City's jail policy in relation to ICE holds.

recommendation on the preliminary plat of Apple Tree Development - Phase 4 in the vicinity of
Occidental Rd. & S. 86th Avenue
Planning Manager Calhoun briefed Council on the resolution. Mayor Coffey opened the public
hearing and, with no one coming forward to speak, closed the hearing. The City Clerk read the

MOTION: A. Gutierrez moved and Cousens seconded to adopt the resolution. The
motion carried by unanimous vote.
RESOLUTION NO. R-2017-070, A RESOLUTION approving the Preliminary Long Plat of
Apple Tree Ph. 4, a thirty -lot subdivision, located in the vicinity of Occidental Rd. and S. 86th
Ave.
Public hearing and Resolution to consider Growth Management Act Updates: Yakima Urban
Area Comprehensive Plan 2040, Yakima Transportation Systems Plan 2040, and Capital
Facilities Plan
Planning Manager Calhoun briefed Council on the resolution. Mayor Coffey opened the public
hearing.
The following City residents spoke in support of the resolution: Phil Hogue and Robert
Strader, both representing Yakima Bikes and Walks; Bill Hordan and Patricia Byers. Shirley
Strader, City resident, shared her concerns about increasing street sizes and encouraged
a multi -model complete streets model. Mayor Coffey closed the hearing. The City Clerk read
the resolution by title only.
MOTION: Cousens moved and Mendez seconded to adopt the resolution. The motion
carried by unanimous vote.

MOTION: Mendez moved and Adkison seconded to pass the ordinance. The motion
carried by unanimous vote.
ORDINANCE NO. 2017-017, AN ORDINANCE adopting Development Regulations
amendments to YMC Title 14, Title 15 and Title 17 consistent with Best Available Science and
the Washington State Growth Management Act, RCW 36.70A.
11. Public Hearing to consider: A) Adoption of the 2018-2023 Six-year Transportation
Improvement Program and amending the Metropolitan Transportation Plan; and B) Amending
the Yakima Urban Area Comprehensive Plan Capital Facilities Element
Chief Engineer Sheffield briefed Council on the item. Mayor Coffey opened the public hearing
and Phil Hogue, City resident, spoke in support of the plan. Mayor Coffey closed the hearing.
Mayor Coffey noted a second public hearing will be held on this issue on June 20, 2017.

13. Consideration of request to expand the Zoning Districts for Retail Marijuana into the M-1, Light
Industrial Zone
Joan Davenport, Director of Community Development, briefed Council on the request and
suggested this be remanded to the Planning Commission. Ken Weaver, non-resident, shared
his difficulty in finding a location with the current zoning regulations.
MOTION: A. Gutierrez moved and Cousens seconded to refer this item to the Planning
Commission to bring back a recommendation within 60 days. The motion carried by
unanimous vote.
CITY MANAGER UPDATE
14. Follow up to discussion with Southern California Crossroads representatives
City Manager Moore briefed Council on discussions with Southern California Crossroads.
MOTION: Cousens moved and A. Gutierrez seconded to have the Council Public
Safety Committee continue the conversation and move this forward in the form of
asking the questions of our Council members and move this forward in a forum. The
motion carried by a 6-1 vote, with Lover voting no.

Martha Aitken, Senior Associate and Bradley Gaolach, Center Director with WSU
Metropolitan Center for Applied Research and Extension, discussed their role in analysis and
data validation of the study.
Mayor Coffey shared her concern that the Equity Study is a result of concern over who had
what in each district and looking at past history. Council Member D. Gutierrez stated she
feels confident the rest of this process will prove Mayor Coffey's doubts wrong and everyone
will see the benefits of the process.
MOTION: D. Gutierrez moved and Coffey seconded to directstaffto develop a
contract with WSU Metro Center in an amount not to exceed $25,000 to study and
analyze the asset inventory data compiled by the City of Yakima, as presented to us
today by WSU. The motion carried by a 5-2 vote, with Adkison and Lover voting no.

Audience comments: Sandi Belzer, City resident, questioned how many youth are turned away from
the program and if the City could utilize high school volunteers. Aileen Kane and Amelia Jo Marie
Dano, City residents, spoke in support of increasing youth programs. Liz Angland, City resident, and
Marcelo Alvarado talked about the importance of gang intervention. Denise Svendsen, City resident,
spoke about the free On the Corner after school program held at Central Lutheran Church. Laura
Harper, City resident and President of the Roosevelt Parent Group, stated it is difficult to find
information on summer programs for youth and suggested there be a central location with links to
various programs. She also encouraged the City to start a conversation regarding assisting the
school district with the Beyond the Bell Program.
The following community members spoke about their programs and possible partnerships with the
City of Yakima: Adrianne Garner, Henry Beauchamp Jr. Community Center Director; Cece Mahre,
Yakima School District Deputy Superintendent; Bishop Patrick Milton, Marco D. Carr, and Rigoberto
Gomez with ASAP, Attention Serving All People; and, Joe Willis, YPAL Executive Director.
Mayor Coffey asked about a funding source. Interim Finance Director Lewis cautioned the Council
about how the decision could impact the budget and suggested staff find savings or reductions in
other areas, which would be transferred to Parks.
MOTION: A. Gutierrez moved and D. Gutierrez seconded to directstaff to allocate $50,000
in additional general funds to our Parks and Recreation Department to serve an additional
200 students through various 2017 summer youth programs in our community. After

discussion, MOTION: A. Gutierrez moved and D. Gutierrez seconded to withdrawthe
motion. The motion carried by unanimous vote, Cousens absent.
MOTION: A. Gutierrez moved and D. Gutierrez seconded to directstaff to allocate $50,000
to Parks and Recreation to serve an additional 200 students through various 2017 summer
youth programs. The motion carried by unanimous vote, Cousens absent.
MOTION: Lover moved that the Council puta moratorium on City Council consultants for
the rest of the year and match it with what has already been spent. The motion died due to
lack of second.
Mayor Coffey suggested the Council attempt to find donors to help with this funding.
3. Adjournment
MOTION: A. Gutierrez moved and D. Gutierrez seconded to adjourn to the next Council
Business Meeting on June 20, 2017, at 2 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote, Cousens absent. The meeting adjourned at 12:10 p.m.
