Approval of Minutes from 2/21/17 With the following changes: 1. Meeting start time corrected from 3:00 pm to 1:30 pm 2. Correction to spelling of staff member's last name 2. Approval of Minutes from Study Session for Bicycle Master Plan on 2/15/17 3. Discussion on YBPAC Policies & Procedures for Study and Work Sessions Staff will check with Legal regarding advisory nature of YBPAC Study Sessions. 4. Timing of Pedestrian Crossing Signals (Jo Rosenlund) • Policies informed by national guidelines, primarily Manual on Uniform Traffic Control Devices (MUTCD) and Institute of Transportation Engineers (ITE) • Pedestrians typically given 4-7 seconds of "start walking" time. This is when the WALK sign is flashing. Once the DON'T WALK is flashing, historically, lights were timed to give pedestrians 4 feet per second to get from curb to safety. More recently, that number has decreased to —3.5 feet per second. In areas with special 1 of 3 needs (retirement community, elementary schools) extra time is added. City in process of changing over to countdown timers with priority for Central Business District and other major intersections. • Traffic signal staff person just retired. Until this position is filled, City won't make any changes to signaling. • Lights on Yakima Ave. are coordinated from —6:30 am to 9:00 pm. City is considering compression coordinations times - starting later and ending earlier but not considering free lights during lunchtime due to high car volume. Side streets are semi -actuated. Where lights are coordinated punching the pedestrian signal will not affect coordination unless you hit it during a certain window of time allowed by the coordination. • YBPAC expressed interest in location/corridor specific data about timing of lights and pedestrian crossing signals. • Discussion about Yakima Ave as an East & West traffic corridor vs. a pedestrian corridor. • Pedestrian signal buttons are durable and difficult to break even when repeatedly pushed. Pushing a button multiple times will not result in the light changing faster! Newer buttons have features that alert a pedestrian that the button has indeed been activated. • YBPAC requested timing of lights on Yakima Ave. from 6th Ave to 6th St. 5. 2040 Transportation Plan Update (Joseph Calhoun) • No draft plan yet, but YBPAC edits were sent on to consultant. • March 10 - May 9 is targeted comment period • April 11, 10:00 a.m. at City Hall is Joint Planning Commission and City Council Session. • April 11, time to be determined but in late afternoon is Public Open House at YV Tech facility on S. 18th St. behind fairgrounds. Consultants and staff will be there. Copies of the draft plan will be available. • YBPAC requested copy of draft plan, via email, when it is available. • Adoption timeline in May or June by City Council • YBPAC members should try to attend the April 11 JPC/CC meeting; • YBPAC requested copy of agenda for April 11 JPC/CC meeting 6. Bicycle Master Plan (BMP) • BMP will roll into 2040 Comprehensive Transportation Plan (CTP) by reference • YBPAC inquired about timing of BMP and CTP approval and expressed concern over time compression of these two votes. Staff does not know the timing, but made assurances that YBPAC would be given notice of when City Council would vote on BMP. • Councilwoman Carmen Mendez suggested that YBPAC make recommendations to City Council on BMP • YBPAC identified two corrections that need to be made on the BMP • Mt. Adams Cycling no longer exists. It has been replaced by Yakima Basin Velo • Appendix B map incorrectly shows the N 20th Ave Proposed Neighborhood Bike Street as N. 16th Ave. • Discussion of BMP Notes provided by Staff • 16th & Chestnut. Staff suggested re-route to Yakima Ave. at 20th. YBPAC suggested 24th instead because of steep hills east of 24th. • Discussion of rapid flash beacon vs. signalized crossing for pedestrians and bikes at Chestnut and 16th & 40 and coordination of lights at Summitview & Tieton on 40th.. • Discussion on greenway connections at Chesterley Park. YBPAC recommends the City look at sidewalk improvements along 40th in addition to proposed round about. 2of3 Discussion on Powerhouse Canal Pathway Connection. Discussion on inconsistencies between Appendix B and C maps Deliverables/Agenda Items for next meeting, Tuesday, March 28, 1:30 pm Staff to provide guidance from Legal on on policies & procedures for YBPAC Study Sessions (from February) Staff to provide timing of lights on Yakima Ave. from 6th Ave to 6th St. (from February) YBPAC to hold study session/working group on Pedestrian System Plan (from February) Postponed/Future Deliverables/Agenda Items • Staff to provide pedestrian elements in municipal code (Title 12) street design standards (from January) • Staff to provide clarification on formal name of "Street Design Standards." (from January) • Staff to craft language for pedestrian system plan intention (from January) • Staff to provide definition of Mode Priority Classification as used in T07 (2040) (from January) • Staff to provide sidewalk, street lighting, and bus stop overlays.
