EXECUTIVE SESSION
1. Executive Session to review the performance of a public official

Council: Mayor Kathy Coffey, presiding, Assistant Mayor Carmen Mendez, Council
Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill
Lover
MOTION: Mendez moved and Cousens seconded to adjourn to Executive
Session for up to 60 minutes to review the performance of a public official. The
motion carried by unanimous vote.
Executive Session was held and adjourned at 5:45 p.m.
BUSINESS MEETING
1. Roll Call
Council: Mayor Kathy Coffey, presiding, Assistant Mayor Carmen Mendez, Council
Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill
Lover
Staff: City Manager Moore, City Attorney Cutter and City Clerk Clear Tee
2. Pledge of Allegiance
Mayor Coffey led the Pledge of Allegiance.
3 Interpreter Services
Mayor Coffey introduced Jorge Villasenor who announced interpreter services are
available.
4. Open Discussion for the Good of the Order
A. Proclamations
Cinco De Mayo Proclamation
Assistant Mayor Mendez proclaimed May 1-7, 2017, as Cinco de Mayo - Cultural
Awareness Week and Maria Rodriguez accepted it. Ms. Rodriguez invited everyone to
attend the Cinco de Mayo event this weekend in downtown Yakima and introduced Miss
Cinco De Mayo finalists Briseida Cuevas and Jacqueline Granillo.

Mental Health Month proclamation
Mayor Kathy Coffeproclaimed May 2017 as Mental Health Month and Mary Stephenson
accepted it.
2017 Mrs. Washington contestant Michele Lazorik
Mrs.Yakima, Michelle Lazorik, reported she will be competing in the Mrs. Washington
Pageant on May 20 and shared her platform ideas.

Recognition of John Gorman
Mayor Coffey invited former Mayor Micah Cawley to introduce John Gorman. Mr. Cawley
recognized Mr. Gorman for his contributions to the Yakima VaUey. Mayor Coffey presented
Mr. Gorman with the City's Crystal Apple Award.
Recognition of Susan KnOttS, Purchasing Buyer 2, awarded Buyer of
the Year for Washington State
City/County Purchasing Manager Sue Ownby recognized Susan Knotts, Purchasing
Buyer, for being awarded Buyer of the Year for Washington State by the Washington State
Chapter ofthe National lnstitute of Governmental Purchasing (WANIGP).
5. Council Reports
A. Accept Council Neighborhood & Community Building Committee minutes of
March 29, 2017
MOTION: D. Gutierrez moved and Mendez seconded to accept the minutes. The
motion carried by unanimous vote.
Q. Consent Agenda
Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members or citizens present. There
were no changes. The City Clerk read the Consent Agenda items, including resolutions
and ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion see motion directly below.)
MOTION: Mendez moved and Cousens seconded to approve the consent
agenda, The motion carried by unanimous vote.
A. lst Quarter20l7 Claim Report and Resolution authorizing and approving lst
Quarter 2017 claims activity
RESOLUTION NO. R-2D17-Q54.ARESOLUTION accepting and approving the lst
Quarter 2017 Claim Report for the City of Yakima,
B. Set date of May 16, 2017, for a public meeting to consider a request of Notice
of Intent to Commence Annexation Proceedings for property in the vicinity of
South 64th Ave and Ahtanum Road

C. Set date of May 16, 2017, fora Public Hearing to declare property surplus to
the City needs and abandon a section of DID #39
7. Audience Participation
Major Jeremy Dufault announced the Military Veterans will be holding a Will Clinic on May
20, 2017, at the Davis High School Cafeteria from 8:00 a.m. until 2 p.m. for any Veteran to
have a free basic will completed.
Aileen Kane, City resident, thanked the Yakima Police Department for keeping all the
protests in order during demonstrations.
Assistant Mayor Mendez stated she is speaking from the audience podium as a citizen
and apologized for her actions on April 16, 2017. She stated she made a poor decision
and community members have every right to expect public officials to admit errors and
deal with the consequences. She reported she will work tirelessly to serve the citizens for
years to come and earn back trust.
8. Other Business
Council Member Cousens reported on the public forum regarding the intersection at
Chestnut and 40th Avenues. She thanked everyone who attended and noted the City will
be moving forward with some suggestions. She also urged drivers to watch for
pedestrians, bicyclists, and motorcyclists as the weather is getting warmer.
9. Adjournment
MOTION: Mendez moved and D. Gutierrez seconded to adjourn to the next
Council Business Meeting on May 16, 2017, at 6:00 p.m. in the Council
Chambers. The motion carried by unanimous vote. The meeting adjourned at 6:35 p.m.
