Roll Call Council: Mayor Kathy Coffey, presiding, Assistant MayoCarmen Mendez, Council Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill Lover Staff: City Manager Moore, CityAttorney Cutter and City Clerk Claar Tee 2. Pledge ofAllegiance Mayor Coffey Ied the Piedge of Allegiance. � Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations Yamate High Schooi Hospitality Week proclamation Council Member Cousens proclaimed April 14-2@.2U17.8SYan)8UeHigh School Hospitality Week and Takeshi Sasagawa, Physical Education exchange teacher from Yamate High School accepted it and presented Mayor Coffey with a lapel pin. ii. Stand Against Racism Day proclamation Assistant Mayor Mendez proclaimed Friday, April 28, 2017, as "YWCA Yakima — Stand Against Racism [)e' and Amy Flynn, Executive Director of the YWCA accepted it and invited Council and the community to attend a rally oDApril 29 at noon at Franklin Park. B. Presentations / Recognitions /Introductions Planning Commission Quarterly Report - 5 minute presentation Patricia Byers, Vice -Chair of the Yakima Planning Commission, briefed Council on the Commissions quarterly report. Council Reports Page 1 of 5 1 0 1 Assistant Mayor Mendez noted at the previous meeting a vote was taken under other business that was not on the agenda. She intends to make a motion under other business regarding taking action during that segment of the agenda. Mayor Coffey noted she will be supporting Ms. Mendez's motion. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members or citizens present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handied under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Adkison seconded toapprove the consent agenda, The motion carried by unanimous vote, A. Resolution authrizing a recurring annual agreement with Yakima ValIey Umpires Association to obtain officiating services for the Citys organized softball program RESOLUTION NO. R-2O17~O5O'A RESOLUTION authorizing an Agreement with the Yakima Valley Umpires Association for officiating services for the City of Yakima's organized softball program. G. Resolution authorizing a grant application with the Washington State Department of Transportation (WSDOT)Aviation Division for capital improvements at the Yakima Air Terminal-McAIIister Field RESOLUTION NO. R-2017-051, A RESOLUTION authrizing the City Manager to apply for a grantfrom the Washington State Department of Transportation (WSDOT) Page 2 of 5 102 H. ResoluUon setting the application fee for a Reimbursement Agreement for Utility Improvements RESOLUTION NO. R-2017-052, A RESOLUTION setting the application fee to cover the costs and fees for a Reimbursement Agreement for Utility Improvements, pursuant to Yakima Municipal Code 7.67.040, at $750D0. Ordinance amending the 2017 Budget (Second Reading) ORDINANCE NO. 2017-012, AN ORDINANCE amending the 2017 budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2017 for various purposes described in the attached Schedule. J. 2016 Year End Revenue & Expenditure Report K. Ordinance relating to construction and maintenance of signs; amending Yakima Municipal Code Chapter 11 .08, Sign Code ORDINANCE NO. 2017-013, AN ORDINANCE relating to construction and maintenance of signs; amending Yakima Municipal Code Chapter 11.08. Sign Code. L. Ordinance amending Yakima Municipal Code Chapter 8.30 regarding Street and Building Decorations, specifically banners above Yakima Avenue and Front Street ORDINANCE NO. 2017-014, AN ORDINANCE amending Yakima Municipal Code Chapter 8.30 regarding Street and Building Decorations, specifically banners above Yakima Avenue and Front Street. 7. Audience Participation David Powell, City resident, thanked Council for their hard work and agreed with their decision to drop the welcoming city designation. The following community members expressed their disappointment in those on the Council who voted to discontinue efforts on the inclusive policing ordinance when it was not on the agenda: Alondra Garibay, City resident; Aileen Kane, City resident; Wiltiam Crow, City resident; Kristen Burke, City resident; Ryan Cnafta, City resident; Cassandra Collins, non-resident; Ed Pacheco, City resident; Dan Chapman, City resident; Maria Cuovmo, non-resident; Lupe SanchSz, City resident and David Morales, City resident. Carole SaNstramd, non-resident, invited community members to celebrate "March for Science Earth Day. Craig Menyan, non-resident; asked Council to take care of the violence in the City before becoming a sanctuary city. He stated he plans to start a peace movement in the name of the two women killed at the Money Tree. JoeyAnderson, City resident, asked for assistance in raising funds for a gentleman Tony Courcy, City resident, requested his district representative to contact him. Page 3 of 5 103 PUBLIC HEARINGS 8. Public hearing and ordinance to consider the Yakima Planning Commission's recommendation concerning text amendment to the Urban Area Zoning Ordinance, Chapter 15.02 related to the definition of Multiple -Family Dwelling Supervising Senior Planner Jeff Peters briefed Council on the ordinance. Mayor Coffey opened the pubtic hearing. The following community members spoke in favor of the ordinance: Barbara Cline and Bob McLaughlin, City residents on behalf of the Justice Housing Project; Deb Steding, City resident; William Crow, City resident and Andy Ferguson, non-resident. Sandi Belzer, Tony Courcy and Tom Lovell, City residents, shared their concerns about the ordinance. The City Clerk read the ordinance by title only. MOTION: A. Gutierrez moved and D. Gutierrez seconded to pass the ordinance The motion carried by unanimous vote. ORDINANCE NO. 2017-015, AN ORDINANCE amending the detinition of Dwelling, multiple -family within Yakima Municipal Code Title 15 Urban Area Zoning Ordinance Ch.1 5.02 Definitions to permit new housing types. S. Public Hearing and ordinance relating to land use and development; amending the City of Yakima Municipal Code Chapter 15.08. Signs, to reflect content -neutral sign regulation Supervising Senior Planner Jeff Peters briefed Council on the code amendment. Senior Assistant City Attorney Sara Watkins presented a PowerPoint on the proposed changes to the City code. Mayor Coffey opened the public hearing. The foIIoing community members shared their concerns regarding portions of the ordinance: JoeyAnderson, City resident; WiIIiam Crow; City resident and Raul Lopez, City resident. After Council discussion, MOTION: A. Gutierrez moved and Cousens seconded tmsend this ordinance back to the Planning Commission and then schedule a joint study session. The motion carried by a 6-1 vote, Lover voting no. DEPARTMENT ITEMS 10. Resolution authorizing an agreement with Perteet, Inc., to utilize Connecting Washington grant funds in an amount not to exceed $19S.O0O.for the engineering design and development of Plans, Specifications and an Estimate for the Cowiche Canyon Trail project Chief Engineer Sheffleld briefed Council on the agreement and noted this projectject will utilize state grant funds and not City funds. Sandi Belzer, City'resident, shared her concerns about using City funding for a projectth8t is not in the City. Phil Hoge, City resident, spoke in support of the agreement. Page 4 of 5 104 The City Clerk read the resolution by title only. MOTION: A. Gutierrez moved and Mendez seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2017-053, A RESOLUTION authorizing the City Manager to execute an Agreement with Perteet, Inc., not to exceed $199,000, for the engineering design and development of Plans, Specifications and Estimate for the Cowiche Canyon Trail project. 11. Yakima Central Plaza Update Economic Development Manager Sean Hawkins provided Council an update on the Plaza. Council Member D. Gutierrez shared her concerns about meeting the deadline and spending additional staff time and resources on the project. John Baule, Plaza Fundraising Committee, reported it is a challenging time; however, they feel they will meet the deadline. MOTION: D. Gutierrez moved and Cousens seconded to have another quarterly update at the second meeting in June. The motion carried by unanimous vote. 12. Other Business MOTON: Mendez moved and Coffey seconded that we do not move on any business that is not on the agenda under other business. The motion carried by unanimous vote. 13. Adjournment MOTION: Mendez moved and Cousens seconded to adjourn to a Council Retreat on April 20, 2017, at the City's training facility, 421 E. Chestnut, at 10:00 a.m. The motion carried by unanimous vote.
