Proclamations I nterpr r services are Yamate High School Hospitality Week proclamation Council Member Cousens proclaimed April 14 — 29, 2017, as Yamate High School Hospitality Week and Takeshi Sasagawa, Physical Education exchange teacher from Yamate High School accepted it and presented Mayor Coffey with a lapel pin. Stand Against Racism Day proclamation Assistant Mayor Mendez proclaimed Friday, April 28, 2017, as "YWCA Yakima — Stand Against Racism Day" and Amy Flynn, Executive Director of the YWCA accepted it and invited Council and the community to attend a rally on April 29 at noon at Franklin Park. B. Presentations/ Recognitions / Introductions Planning Commission Quarterly Report - 5 minute presentation Patricia Byers, Vice -Chair of the Yakima Planning Commission, briefed Council on the Commission's quarterly report. Council Reports Page 1 of 5 Assistant Mayor Mendez noted at the previous meeting a vote was taken under other business that was not on the agenda. She intends to make a motion under other business regarding taking action during that segment of the agenda. Mayor Coffey noted she will be supporting Ms. Mendez's motion. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members or citizens present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Adkison seconded to approve the consent agenda. The motion carried by unanimous vote. A. R-2017-052, A RESOLUTION setting the application fee to cover the costs and fees for a Reimbursement Agreement for Utility I mprovements, pursuant to Yakima Municipal Code 7.67.040, at $750.00. Ordinance amending the 2017 Budget (Second Reading) ORDINANCE NO. 2017-012, AN ORDINANCE amending the 2017 budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2017 for various purposes described in the attached Schedule. The following community members expressed their disappointment in those on the Council who voted to discontinue efforts on the inclusive policing ordinance when it was not on the agenda: Alondra Garibay, City resident; Aileen Kane, City resident; William Crow, City resident; Kristen Burke, City resident; Ryan Crafts, City resident; Cassandra Collins, non-resident; Ed Pacheco, City resident; Dan Chapman, City resident; Maria Cuevas, non-resident; Lupe Sanchez, City resident and David Morales, City resident. Carole Sahlstrand, non-resident, invited community members to celebrate "March for Science Earth Day." Craig Henyan, non-resident; asked Council to take care of the violence in the City before becoming a sanctuary city. He stated he plans to start a peace movement in the name of the two women killed at the Money Tree. Joey Anderson, City resident, asked for assistance in raising funds for a gentleman suffering from a terminal illness. Tony Courcy, City resident, requested his district representative to contact him. Page 3 of 5 PUBLIC HEARINGS 8. Public hearing and ordinance to consider the Yakima Planning Commission's recommendation concerning text amendment to the Urban Area Zoning Ordinance, Chapter 15.02 related to the definition of Multiple -Family Dwelling Supervising Senior Planner Jeff Peters briefed Council on the ordinance. Mayor Coffey opened the public hearing. The following community members spoke in favor of the ordinance: Barbara Cline and Bob McLaughlin, City residents on behalf of the Justice Housing Project; Deb Sterling, City resident; William Crow, City resident and Andy Ferguson, non-resident. Sandi Belzer, Tony Courcy and Tom Lovell, City residents, shared their concerns about the ordinance. The City Clerk read the ordinance by title only. MOTION: A. Gutierrez moved and D. Gutierrez seconded to pass the ordinance. The motion carried by unanimous vote. ORDINANCE NO. 2017-015, AN ORDINANCE amending the definition of Dwelling, multiple -family within Yakima Municipal Code Title 15 Urban Area Zoning Ordinance Ch. 15.02 Definitions to permit new housing types. 9. The following community members shared their concerns regarding portions of the ordinance: Joey Anderson, City resident; William Crow; City resident and Raul Lopez, City resident. After Council discussion, MOTION: A. Gutierrez moved and Cousens seconded to send this ordinance back to the Planning Commission and then schedule a joint study session. The motion carried by a 6-1 vote, Lover voting no. DEPARTMENT ITEMS 10. Resolution authorizing an agreement with Perteet, Inc., to utilize Connecting Washington grant funds in an amount not to exceed $199,000, for the engineering design and development of Plans, Specifications and an Estimate for the Cowiche Canyon Trail project Chief Engineer Sheffield briefed Council on the agreement and noted this project will utilize state grant funds and not City funds. Sandi Belzer, City resident, shared her concerns about using City funding for a project that is not in the City. Phil Hoge, City resident, spoke in support of the agreement. Page 4 of 5 The City Clerk read the resolution by title only. MOTION: A. Gutierrez moved and Mendez seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R -2017-053,A RESOLUTION authorizing the City Manager to execute an Agreement with Perteet, I nc., not to exceed $199,000, for the engineering design and development of Plans, Specifications and Estimate for the Cowiche Canyon Trail project. 11. Yakima Central Plaza Update Economic Development Manager Sean Hawkins provided Council an update on the Plaza. Council Member D. Gutierrez shared her concerns about meeting the deadline and spending additional staff time and resources on the project. John Baule, Plaza Fundraising Committee, reported it is a challenging time; however, they feel they will meet the deadline. MOTION: D. Gutierrez moved and Cousens seconded to have another quarterly update at the second meeting in June. The motion carried by unanimous vote. 12. Ms. Rodriguez invited everyone to attend the Cinco de Mayo event this weekend in downtown Yakima and introduced Miss Cinco De Mayo finalists Briseida Cuevas and Jacqueline Granillo. Presentations/ Recognitions / Introductions 2017 Mrs. Washington contestant Michele Lazorik Mrs.Yakima, Michelle Lazorik, reported she will be competing in the Mrs. Washington Pageant on May 20 and shared her platform ideas. Recognition of John Gorman Mayor Coffey invited former Mayor Micah Cawley to introduce John Gorman. Mr. Cawley recognized Mr. Gorman for his contributions to the Yakima Valley. Mayor Coffey presented Mr. Gorman with the City's Crystal Apple Award. iii. Recognition of Susan Knotts, Purchasing Buyer 2, awarded Buyer of the Year for Washington State City/County Purchasing Manager Sue Ownby recognized Susan Knotts, Purchasing Buyer, for being awarded Buyer of the Year for Washington State by the Washington State Chapter of the National Institute of Governmental Purchasing (WANIGP). 5. Audience Participation Major Jeremy Dufault announced the Military Veterans will be holding a Will Clinic on May 20, 2017, at the Davis High School Cafeteria from 8:00 a.m. until 2 p.m. for any Veteran to have a free basic will completed. Aileen Kane, City resident, thanked the Yakima Police Department for keeping all the protests in order during demonstrations. Assistant Mayor Mendez stated she is speaking from the audience podium as a citizen and apologized for her actions on April 16, 2017. She stated she made a poor decision and community members have every right to expect public officials to admit errors and deal with the consequences. She reported she will work tirelessly to serve the citizens for years to come and earn back trust. 8. Other Business Council Member Cousens reported on the public forum regarding the intersection at Chestnut and 40th Avenues. She thanked everyone who attended and noted the City will be moving forward with some suggestions.
