Roll Call Council: Mayor Kathy Coffey, presiding, Assistant Mayor Carmen Mendez, Council Members Maureen Adkison, Holly Cousens, Dulce Gutierrez and Bill Lover Yakima Planning Commission: Vice -Chair Patricia Byers, Bill Cook, Al Rose, Peter Marinace, Jacob Liddicoat Staff: City Manager Moore, Community Development Director Davenport, Planning Manager Calhoun and City Clerk Claar Tee Absent: Council MemberAvina Gutierrez (excused) and Yakima Planning Commission Members Scott Clark (excused) and Gavin Keefe (excused) 2. Comprehensive Plan 2040 Update with Planning Commission Members Planning Commission Vice -Chair Byers reported on the Planning Commission Quarterly Report. Planning Manager Calhoun introduced consultants Brent Turley with Transpo Group and Lisa Grueter and Izzy Cannell with BERK Consulting. Mr. Calhoun reviewed a PowerPoint presentation on the Comprehensive Plan. Izzy Cannell reviewed the Comprehensive Plan Elements, Lisa Grueter discussed the Capital Facilities Element of the Plan and Brent Turley reviewed the Transportation Systems portion of the Comprehensive Plan. Community Development Director Davenport reported they have streamlined the process in order for property owners to have more options for rezoning instead of during the annual process. She noted they have approached the Comprehensive Plan this year by focusing solely on the Yakima City limits as the West Valley and Terrace Heights neighborhood plans are under the jurisdiction of Yakima County. Council Member D. Gutierrez asked if any of the railroad track issues would be included in the Plan. City Engineer Sheffield reported those crossings are owned by the Burlington Northern Santa Fe Railroad (BNSF) and the City reports any issues related to the tracks to the BNSF. 3. Gutierrez seconded to adjourn to the next Council Business meeting on April 18, 2017, at 6 p.m. in the Council Chambers. The motion carried by unanimous vote.
